Boater Missing From Medina Lake
Rescue Teams Search For 33-Year-Old Man

Updated: 10:53 a.m. CDT April 11, 2002
SAN ANTONIO -- Two people, including an 11-year-old boy, were rescued from Medina Lake Wednesday following a boating accident, authorities said. But a third boater remained missing Thursday.
Texas Parks and Wildlife officials said the three were boating in Medina Lake when the front of their boat somehow was forced underwater and the craft broke in half at 7 p.m.
Crews rescued an 11-year-old boy and a 32-year-old man, who suffered minor injuries. A third male, 33, was not found.
Dive teams and helicopters were to resume the search for the missing man Thursday, Texas Parks and Wildlife officials said.

Ex-Policeman Pleads Not Guilty in NY-Torture Case
Wed Apr 3,12:38 PM ET
NEW YORK (Reuters) - Former New York police officer Charles Schwarz pleaded not guilty in federal court on Wednesday to charges he lied on the witness stand about his role in the torture of a Haitian immigrant in a Brooklyn police precinct bathroom.
Schwarz, dressed in a dark suit and accompanied by his wife Andra, paused outside the courthouse and told reporters he did not participate in the torture of Abner Louima in 1997.
"I was not in that bathroom," Schwarz said, referring to the precinct house bathroom where Louima was sodomized with a broken broomstick. "I've been saying that since the beginning and nothing the government says or does is going to change that fact. I plan on being vindicated."
The attack triggered widespread racial tensions and demonstrations in New York. Louima now lives in Florida.
Another police officer, Justin Volpe, confessed he tortured Louima and is now in prison. The question that continues to arise is whether Volpe acted alone.
The two perjury charges allege that Schwarz lied in court when he said he did not escort Louima to the precinct bathroom, and that he was never in the bathroom with Louima. Schwarz also faces a retrial on charges he violated Louima's civil rights in the attack.
Schwarz was convicted in 1999 of conspiring to obstruct a grand jury investigation and was sentenced to 15 years in prison.
But that conviction was overturned last month by a federal appeals court that ruled Schwarz had been denied effective legal representation due to a conflict of interest by his former defense attorney.
Schwarz is currently out on $1 million bail -- secured by the home of family members.
"This case has consumed almost 5 years of my life including almost 3 years of incarceration and I've been saying from day one I'm innocent. ... I intend to fight this through," he said.
U.S. Attorney Alan Vinegrad is seeking to have the perjury case consolidated with Schwarz's retrial on violating Louima's civil rights, set to begin June 24. Defense attorney Ronald Fischetti opposes any such move.
The next court date is set for April 12, where the issue of whether the case should be consolidated will be considered.

State Police Chaplain Removed After Admitting Sex Abuse
03/22/2002
The Associated Press
BOSTON (AP) - The sexual abuse scandal facing the Roman Catholic church in Boston reached into the chancery Thursday when a man sued the former vice chancellor for an incident that occurred two decades ago, according to a broadcast report.
In a suit filed in Suffolk Superior Court, the alleged victim accuses Monsignor Frederick J. Ryan of sexually abusing him in the early 1980s when he was a freshman and sophomore at Catholic Memorial High School, according to WHDH-TV Channel 7. Ryan was also the school chaplain at the time.
The accusation follows the removal of a Catholic priest and state police chaplain after he admitted molesting an altar boy more than two decades ago.
Ryan is now pastor of St. Joseph's Parish in Kingston, and head of the Plymouth Vicariate, which includes 16 parishes.
A call to the parish rectory Thursday was not immediately returned.
The archdiocese, which had not yet seen the lawsuit, had been unable to reach Ryan or the alleged victim regarding the accusation as of Thursday evening, spokeswoman Donna Morrissey said.
Garry Garland contends that in the early 1980s Ryan took nude photographs of him and performed oral sex on him, according to the station.
Garland said in the suit that Ryan blackmailed him into staying silent by claiming that former Cardinal Humberto Medieros approved of the photographs.
Ryan was recently in a Las Vegas treatment center for depression and alcoholism, the station reported. The archdiocese could not confirm the report, Morrissey said.
A message left with Garland's lawyer was not immediately returned.
Ryan becomes the highest-ranking archdiocese official to be accused of sexual abuse. The scandal, which has spread to other dioceses across the country, broke after documents were released showing Rev. John Geoghan had been moved from parish to parish following accusations of sexual abuse.
Geoghan has been accused of abusing more than 130 children, and is serving a nine- to-10 year prison sentence for abuse.
On Wednesday, the Rev. Gerard F. Walsh was removed from his Worcester Diocese parish and his duties as state police chaplain after admitting he molested an altar boy more than two decades ago. He acknowledged in a letter that he sexually abused a youth when he was assigned to a Leominster church.
Walsh has been state police chaplain, a voluntary position, since the mid-1980s. He officiated at the second inauguration of William Weld as governor in 1995.
Walsh's accuser, Thomas E. Bedard, of Leominster, told the Boston Herald the abuse began in the late 1970s while Bedard was an altar boy at Our Lady of the Lake Parish in Leominster.
Bedard said he decided to confront Walsh last month after hearing accounts of problem priests in the Boston and Worcester dioceses
Last week, during a 45-minute conversation, Walsh first denied, then admitted to the abuse, Bedard said.
Bedard said he demanded and received a letter of apology from Walsh. Walsh gave a copy of the letter to state police investigators in Worcester on Monday. The same day, Walsh was dismissed from his police chaplaincy.
The Worcester Diocese Bishop Daniel P. Reilly issued a statement late Wednesday saying Walsh had been placed on leave from his post at St. Roch's Parish in Oxford.
"Due to an allegation of sexual misconduct with a minor in the late 1970s, I have placed Fr. Gerard P. Walsh on administrative leave from his duties as pastor," the statement said.
Bedard, now a 37-year-old engineer and father of four, told the Herald Walsh showed him sexually graphic material, asked him to open his shirt and pants, and grabbed his genitals on several occasions.
"I want this to be a wakeup call to the Diocese of Worcester," Bedard told the Herald. "In my view, they have not been taking this scandal seriously enough."

2 Prince George's Officers Indicted - Witness Said Police Beat Unarmed Man,
03/25/2002
by Ruben Castaneda, The Washington Post
Two Prince George's County police officers were indicted yesterday on charges they used a dog and baton to assault an unarmed man as he tried to surrender to them after allegedly breaking into a Chillum gas station.
A county grand jury charged that Cpl. James C. Partenza beat Hector Millan, 27, with his baton after Millan raised his hands in surrender, according to Prince George's State's Attorney Jack B. Johnson. Cpl. Mark Elie was charged with twice allowing his dog to attack Millan after he fell to the floor, the prosecutor's office said in a statement yesterday.
Johnson and federal authorities began investigating the Jan. 20 incident a month ago. The probes were begun after Cpl. Joseph Diaz, who witnessed the encounter, told supervisors that Partenza and Elie were not justified in their use of force.
Partenza and Elie were charged with first-degree assault, second-degree assault, reckless endangerment and misconduct in office. First-degree assault, a felony, carries a maximum sentence of 25 years in prison.
Acting Police Chief Gerald M. Wilson suspended Partenza and Elie with pay yesterday pending an administrative hearing scheduled for Monday.
Diaz and Partenza were both assigned to the 1st District in Hyattsville. Sources have said Diaz has been harassed for making the allegations against fellow officers.
Wilson said he attended a 1st District roll call about three weeks ago.
"I told the officers that Diaz had a duty to report [misconduct]. I told them it was the leadership of the police department, not Corporal Diaz, who took the information to the state's attorney's office," Wilson said. "I told them I support the truth, and I said we will be professional."
Attorneys for Partenza and Elie said that their clients did nothing wrong and that Johnson denied the officers an opportunity to testify before the grand jury.
"I'm disappointed but not surprised, particularly given the fact the state's attorney's office was not interested in hearing the entire story," said William C. Brennan, the attorney for Partenza.
"Unfortunately, the grand jury did not have the opportunity to hear from the officers who actually arrested Mr. Millan," said Timothy F. Maloney, Elie's attorney.
A statement released by Johnson gave the following description of the incident.
Sometime after midnight Jan. 20, Millan walked to a gas station in the 5800 block of Riggs Road in Chillum and asked the attendant, Romellito Macabantad, to let him in. When Macabantad refused, Millan entered the garage through a panel in the garage door, and the attendant called police.
When Diaz and Partenza ordered Millan to come out of the garage and he did not respond, they summoned a canine officer to the scene. Elie arrived with his dog, and the three officers entered the garage.
Millan raised his hands and surrendered, at which point Partenza hit Millan with his police baton, the statement said. Millan fell to the ground, and Elie released his police dog, which bit Millan on the arms while Partenza continued to hit him.
Diaz ordered Elie to remove the dog, and Elie complied. Then Elie released the dog again while Millan lay on the floor with his arms extended; Diaz intervened, and Elie took the dog off again.
Millan originally was charged with second-degree burglary, fourth-degree burglary, resisting arrest and second-degree assault. Johnson dropped the charge of second-degree burglary, a felony, two weeks ago. Millan is scheduled to go on trial on the remaining charges Monday.
The indictments are the latest in a series of criminal charges brought against county police officers. Since September 2000, four county police officers have been charged with committing crimes while in uniform and acting in the line of duty.
In August, a federal jury in Greenbelt convicted Stephanie C. Mohr, 31, of violating the civil rights of an unarmed homeless man by releasing her police dog on him after he had surrendered to officers. In December, a federal judge sentenced Mohr to the maximum 10 years in prison. She is free pending her appeal.
In February 2001, a Circuit Court judge acquitted Officer Brian C. Catlett of involuntary manslaughter in the fatal shooting of a college student outside a Lanham Hills fire station in November 1999.
The FBI and a federal grand jury also are investigating the incident involving Millan. That investigation will continue, an FBI spokesman said yesterday.
In addition, a federal grand jury is investigating a 1997 incident in which Freddie McCollum Jr. lost an eye and partial use of a hand after, according to testimony in a civil case, McCollum was severely beaten by county officers and bitten by a county police dog.
The U.S. Justice Department is investigating whether the county police department's canine unit has engaged in a pattern of brutality.

Suspect Shot and Killed by Los Angeles Police
03/25/2002
by Associated Press
LOS ANGELES (AP) - Police shot and killed a man when he allegedly pointed a gun at them following a car chase, authorities said Sunday.
The shooting occurred shortly before 7 p.m. Saturday in the city's Northeast Division, Los Angeles Police Department Lt. Horace Frank said. Frank identified the man killed as Joshua Villanueva, 26, of Los Angeles.
The incident began when three uniformed officers in a police cruiser approached a parked white Honda with three people inside, Frank said.
Apparently seeing them approach, the driver jumped from the car and fled, while Villanueva, one of the passengers, allegedly got into the driver's seat and sped away, Frank said..
He rammed into a post, exited the car, and pointed a chrome revolver at the officers, Frank said. Two of the officers opened fire, and Villanueva was hit and died in a nearby parking lot. Officers recovered the revolver.
The third passenger surrendered to police, but Frank did not know whether he was arrested. The original driver remained at large.
The shooting came a day after San Diego police shot and killed a man who allegedly fought with officers and threatened them with a police baton and beanbag shotgun he had commandeered from them.

Police Detect Drugs in Ex-D.C. Mayor's Car
Copyright 2002 / Los Angeles Times
Los Angeles Times...03/25/2002
From the Washington Post
U.S. Park Police, using a preliminary field test, found apparent traces of marijuana and cocaine in former District of Columbia Mayor Marion Barry's car while he was parked in a remote part of southwest Washington, authorities said this weekend.
No arrest was made in the incident, which began about 9 p.m. Thursday as Barry sat in a Jaguar, which he told police was his. The amounts of drugs allegedly detected in a police field test were described as too small to support a prosecution.
Barry's attorney, Fred Cooke Jr., said Saturday night that Barry "denies being in the possession of any illegal drugs."
He said Barry--who could not be reached for comment--consented to the search because "he didn't have anything to hide." Cooke said that, in Barry's view, the search confirmed that nothing illegal was found.
Cooke also said that many things yield a positive result in the field test for drugs, which is why it is generally only a precursor to laboratory testing. For example, residue picked up on shoes could adhere to the floor of a car, he said.
Barry, 66, was convicted of a misdemeanor count of cocaine possession after being arrested in 1990 in a downtown Washington hotel. He subsequently has said on many occasions that he is drug- and alcohol-free, and he recently announced that he would seek to return to public life by running for an at-large council seat this year.
Sgt. Scott Fear, a Park Police spokesman, said the Thursday encounter began when an officer responded to a call about a suspicious vehicle in a no-parking zone.
After the officer walked toward the parked car, he saw that the occupant appeared to be "ingesting something," Fear said.
The officer noticed a "powdery substance" under Barry's nose, according to Fear's account. A supervisor was notified, and police asked that a dog trained to detect drugs be brought to the scene.
He said that the dog "alerted," or "hit positive," on something in the car, indicating that it had probably detected illicit materials.
A field test was done on the interior of the car, and it indicated positive for "residues" of marijuana and cocaine, Fear said.
The exact amount of suspect materials was not specified. But Fear said it was deemed so small that police did not make an arrest.
No test was made of the powder reportedly observed under Barry's nose, Fear said.
He added that the procedures followed by police in the incident would have been used in an encounter with any other person.
In announcing March 6 that he planned to run for the D.C. Council, Barry said he hoped to return to "my calling" of public office.

Webster Groves officials have decided to buy new police weapons. City Manager Steve Wylie said that many of the current weapons were eight years old and that some malfunctions had ocurred.
"These malfunctions are intolerable for our police officers," Wylie said.
Wylie said options would be offered to the police officers. "They have tested new weapons, and clear preferences were indicated for Sigsauer and Glock weapons," he said.
Wylie said that although money was not in the budget, officials would use a grant, money from trade-ins and $ 4,000 from drug arrests.

Former NY Cop Schwarz Indicted
Mon Mar 25, 7:24 PM ET
By DONNA DE LA CRUZ, Associated Press Writer
NEW YORK (AP) - A former police officer awaiting retrial in the torture of Abner Louima was indicted Monday on perjury charges.
According to federal prosecutors, Charles Schwarz lied at a trial in 2000 when he denied escorting Louima inside a Brooklyn stationhouse and when he denied being present when the Haitian immigrant was assaulted.
Schwarz has denied he was in the 70th Precinct bathroom when Officer Justin Volpe sodomized Louima with a broken broomstick. After Volpe pleaded guilty in the 1997 attack, a jury convicted Schwarz of violating Louima's civil rights by holding him down during the assault.
"This defendant, having taken an oath that he would testify truthfully, took the witness stand at a federal criminal trial and repeatedly lied about the circumstances surrounding the sexual assault of Abner Louima," U.S. Attorney Alan Vinegrad said in a statement.
Schwarz's attorney, Ronald Fischetti, did not immediately return a telephone call for comment.
Last month, a federal appeals court overturned Schwarz's conviction and that of two other former police officers found guilty of obstruction. The court found that Schwarz's lawyer had a conflict of interest and that the jury was tainted because it was aware of Volpe's secret plea.
The court ordered that Schwarz be retried on civil rights charges related to the assault. He had been serving his 15-year sentence in an Oklahoma prison but is now free on $1 million bail. Volpe is serving 30 years.

I had a post deleted because it was
considered an "advertisement" by Shamus. I guess it is ok to advertise supercircuits, homeplug, Wal- mart, Sams, Costco, Hagger, Targets, and others, but not the smallest company of them all that is selling sevu products.
The purpose of the post was to let people on this board know how the sevu products were selling and what type of response the new divecam search & recovery idea was getting by placing a hit counter at the bottom of the page. If you are interested in knowing, go to ebay and do a search on "divecam".

On Sunday I had the public safety
divers seminar where I was one of the scheduled speakers. My topic was the use of underwater live feed video cameras for dive recovery operations, evidence documentation, search and recovery, - basically using the SEVU products in the PSD field. I gave each camera a name other than what sevu is calling them.
The mini-50's were called the "Divecam" since we are using it as an individual hand held camera for a diver. The 150's were called the "Deepcam", both IR and the new Seamaster, since we are using them to search deeper areas before putting divers in the water.
I was scheduled to start my presentation at 4pm and the entire schedule was running late by the time 4pm came around. I finally went on at 4:40pm and the seminar was scheduled to end at 5pm. Instead of me yapping and keeping everyone late, I grabbed two recent videos we made at a body recovery at Canyon lake and the construction accident at the Loop 337 bridge and just let them play on a big screen while I narrated.
I concluded at 5:10 and as the seminar let out, my table was crowded with divers and dive team commanders wanting to know how to get the "Divecam" and "Deepcam" for their dive teams. Some of them wanted to see more video than just the quick edited videos I presented. They were facinated with the camera and stayed much later than 5:30 watching the videos. The response was very encouraging and for this reason I have joined the seaview team as a dealer. I am now a dealer and have opened up a site at www.divecam.net to sell limited seaview products.
In the first day I sold 4 cameras (all mini-50's with added cord) to public safety dive teams with more orders in the works. I expect on-line orders to pick up even more once I have the capability to accept credit cards and get the web site advertized. It is obvious that there is a market for this type of camera in the PSD field.
Since I consider myself part of the team seaview now, I won't be writing much more on this thread other than occasional post to talk about war stories with the cameras in the field, or to answer some direct questions relating to the cameras and public safety dive recovery field. If you want to see actual underwater video taken during an operation with seaview cams, here is the site where I have added some short clips:
http://www.divecam.net/Movies.htm
As you can see, the infrared adds about three times the visibility of the normal eye when diving in murky water. For those of you longs, keep the faith. This is an entirely new marketing campaign I have begun and as you know from my diving history, I am not one to quit until some records have been set. I will take this road as far as it can go. There may come a day when "Divecam" and "Deepcam" is a standard for PSD.
If that isn't enough, my wife Diverkath is working on becoming a secureview dealer. She is a school resource officer and has many connections throughout the school law enforcement community.
Good luck to all and send some interested divers to my new site.

Let's make it a little more spooky...
We recovered a body in that exact location previously.

July 31, 1999 - A 21 year old Honduran national visiting his family in New Braunfels, spent the evening at River Rats campground on the Guadalupe River. Shortly after 9pm, the family saw the victim walking in shallow water along the west bank of the river approaching the Loop 337 bridge. A few minutes later they heard him yell for help but they could not find him in the darkness. The New Braunfels FD and Comal County SO called SMART for assistance at 1:55pm after 6 hours of searching the Guadalupe river. Divers were hampered by heavy debris in the water left behind by the October 1998 flooding. The search pattern was extended south under the Loop 337 bridge where the body of Jerson Ortiz Medina was found in 8 feet of water. 99-0731-07.

Our team belongs to the PSD
(Public Safety Divers) association and we work closely with the NASAR, National Association of Search & Rescue. We don't totally agree with the NASAR protocol for diving becuase they do not endorse the single diver system at any time. Our position is this: If we have a single diver on a live feed UW camera, and underwater comm, we know exactly what is going on. We have a safety diver dressed and ready to go if needed for rescue, the lost of comm, or the loss of the video signal.
With this constant contact with the diver, you don't need to have a buddy system. The camera and comm are the buddy.
Using underwater infrared cameras in the
search and recovery diving field is still in the virgin stages. For years the standard has been to use a side scan sonar and only the most well funded elite teams used SSS.
SSS cost about $20,000 while a mini-50 cost about $160 plus some extra cord.
SMART is one of the pioneers in the field of using these cameras for S&R. We plan to exploit this and I will be giving a seminar tomorrow at SW Texas State University at a public safety divers forum.

DEA Raids Wrong House
Thursday March 07 04:05 PM EST
A San Antonio resident claims undercover drug agents raided the wrong apartment and refuse to pay for damages done to the dwelling.
Paula Czora said a tenant she rents an apartment to was asleep last fall when Drug Enforcement Agency agents, searching for a suspected drug dealer, broke windows and doors during a raid.
Czora said the agents caused $13,000 in damages to the apartment. A suspect ended up being arrested in a home 30 feet away from the apartment on the same property located in the 2100 block of Lee Hall. Agents also seized 120 pounds of marijuana.
"I just think it's unfair," said Czora. "They got the wrong person and the wrong house. They damaged my property and I wish they would just come and fix it."
But DEA officials refuse to pay for damages to the apartment, saying agents knocked on the tenant's door several times and identified themselves. DEA officials also said the tenant is to blame for the damages because he fired a weapon, causing agents to believe they had located their suspect.
Czora said her tenant got the gun to protect himself because he didn't know what was happening.
"They say my tenant responded incorrectly," she said. "He didn't respond properly because he got a gun."

Ex-Ontario Police Officer Sentenced in Drug Smuggling Case
03/05/2002
Associated Press
LOS ANGELES, Calif. (AP) - A former Ontario police officer was sentenced Monday to more than two years in federal prison for obstructing a drug trafficking investigation.
Douglas John Bos, 34, of Canyon Lake was sentenced to 30 months in prison for warning one of the targets of a federal investigation not to meet with a man who was a government informant.
Bos pleaded guilty on July 26, 2001, to one federal count of obstruction of justice.
U.S. District Judge George H. King called Bos' actions "the ultimate betrayal of the public."
Bos was working as a member of a task force being led by the federal Drug Enforcement Administration. The task force was investigating the suspected smuggling of large quantities of pseudoephedrine into the United States from Canada.
On Oct. 28, 2000, while he was assigned to the investigation, Bos telephoned one of the targets of the investigation to warn him not to meet with the informant that same day.
During the phone call, Bos asked the man for money.
The man, Nidal Hamayel, 45, of Moreno Valley, was indicted in January along with 35 other defendants in the international drug smuggling case.

Firefighter Disciplined For Volunteering At WTC
Man Could Be Dismissed From Job
Posted: 7:56 a.m. EST March 5, 2002
WHITE PLAINS, N.Y. -- A White Plains, N.Y., firefighter hopes to work out a disagreement with his bosses, because he volunteered at Ground Zero instead of going to work Sept. 12.
Lt. John Donahue said it was a misunderstanding. He said he called his department to say he was going to New York City and that if he didn't return for his 6 p.m. shift he would take a personal day.
Donahue is a 24-year veteran with the White Plains Department.
Donahoe was charged Feb. 11 with violating department regulations by Fire Chief Mark Daman. On Friday, Donahoe pleaded not guilty to the charge.
The city's acting public safety commissioner, Daniel Hickey, said he would appoint an impartial hearing officer within two weeks to investigate. If Donahoe is found guilty, Hickey would decide on a punishment, which could include a letter of reprimand, suspension or dismissal.

Police Misconduct Included False Imprisonment, Chief Says
03/02/2002
Associated Press
MONTGOMERY, Ala. (AP) - Montgomery police officials released details of four cases of police misconduct that led to the resignations of eight officers and the firing of three more, including allegations of false imprisonment of one man for three months.
The cases involved beatings, cover-ups and planting false evidence, Montgomery Police Chief John Wilson said.
Wilson said the most serious case involved the arrest of a 36-year-old man who was held in jail for more than three months on charges based on planted evidence.
Shufford Chappell Jr. was arrested last year on a charge of second-degree receiving stolen property - a $500 police radio. But Wilson said the radio had been in a police officer's car for an unknown amount of time and was used to frame the man after he had been attacked by officers.
The four cases were part of an investigation into activities on the police department's midnight shift, including reports of officers running through Montgomery streets to mete out their own brand of justice. The midnight shift's entire leadership has changed, and every officer who served on the shift is being interviewed by the Internal Affairs Division to find out if more officers were involved in wrongdoing.
According to police reports, Chappell was arrested Oct. 2 outside of what police described as a suspected crack house. Police Maj. Kevin Murphy said officers Wesley Hand, Michael Clark, Paul Sampson, Gregory Scott Charles, Randy Miller and Marcus Lightsey were involved in the arrest. The six officers all have resigned.
After a scuffle, officers reported finding the radio next to Chappell, but Hand later told the other officers that the radio was his.
Chappell was held in jail for three months and 11 days before he was released because the Montgomery County district attorney's office never received the case file from Montgomery police, District Attorney Ellen Brooks said.
The FBI is investigating the officers for possible civil rights violations.
The other cases released by Wilson involved Montgomery residents who reported being harassed and beaten by officers.
According to records from a police administrative hearing for officer Gerald Davis, officers responding to a domestic violence call chased Montgomery resident Eric O'Ree through a parking lot, kicking him while he was on the ground. O'Ree was later taken to a Montgomery cemetery in handcuffs where he was released.
Davis testified in his hearing that "for a brief moment I got caught up in what my training officer was doing and what I ended up doing," according to Wilson.
Davis admitted in the hearing to kicking O'Ree once, and maybe twice when the man tried to get up, the hearing records show.
Another incident involved Jesse Fuller, 52, who said he was walking from his house when he was told to stop by officers. He said he thought he was being robbed and ran to the porch of a neighbor's house.
"When I saw who they were, I raised my hands, and they told me to get down on the porch," Fuller said.
Police Maj. Kevin Murphy identified the officers as Miller and Charles.
As Fuller lay on his stomach, one officer pinned him to the floor with his foot. Then the kicking began, Fuller said.
"They just kept kicking me, kicking me, kicking me," he said. "I don't know. I didn't do anything."
Fuller was then taken handcuffed to the same Montgomery cemetery, where officers removed the handcuffs.
"They told me to 'Run, run for your life,"' Fuller said.
The fourth case identified by Wilson involved the beating of a 17-year-old, who approached officers who had just pulled over his godfather for a traffic stop. According to police reports, the youth, Bobby Holloway, was sprayed with mace and beaten before being taken to a juvenile detention center, where he spent two days.
