The Biden administration has begun the process of removing U.S. troops from Niger, though a timeline on the effort is not immediately clear.
A U.S. defense official confirmed the beginning stages of the removal process in a statement to Fox News Digital on Saturday, saying discussions between the U.S. and Niger for the “orderly removal” of troops had started.
“We can confirm the beginning of discussions between the U.S. and Niger for the orderly withdrawal of U.S. forces from the country,” the official said.
The official did not provide a timeline for when troops would be removed from the West African country, but noted that individuals from the Pentagon and the U.S. Africa Command would be engaged in the conversations related to the removal process.
“The DoD is providing a small delegation from the Pentagon and U.S. Africa Command to participate in the discussions. In terms of departure timing, we do not want to speculate and get ahead of the planning discussions,” the official said.
The planned departure, which some experts view as a blow to Washington and its allies in the region in terms of staging security operations in the Sahel, comes as U.S. officials said they were trying to find a new military agreement.
Niger plays a central role in the U.S. military’s operations in Africa’s Sahel region, an area on the edge of the Sahara Desert. Washington is concerned about the spread of jihadi violence, where local groups have pledged allegiance to al-Qaida and the Islamic State groups.
Niger is home to a major U.S. air base in the city of Agadez, about 550 miles from the country’s capital of Niamey. The air base has been used for manned and unmanned surveillance flights and other operations. The U.S. has also invested hundreds of millions of dollars in training Niger’s military since it began operations there in 2013.
But relations have frayed between Niger and Western countries since mutinous soldiers ousted the country’s democratically elected president in July. Niger’s junta has since told French forces to leave and turned instead to Russia for security. Earlier this month, Russian military trainers arrived to reinforce the country’s air defenses and with Russian equipment to train Nigeriens to use.
There was an attempt on the behalf of the U.S. to revise the military agreement with Niger that would allow them to stay, U.S. officials told The Associated Press. However, the agreement between Ali Lamine Zeine, Niger’s prime minister, and U.S. Deputy Secretary of State Kurt Campbell shows that the effort has failed.
The loss of access to air bases in Niger is a major setback for the U.S. and its allies in the region because of its strategic location for security operations in the Sahel, Peter Pham, the former U.S. special envoy for the Sahel region, said, according to The Associated Press.
“In the short term, they will be hard to replace,” said Pham, adding that remaining European Union military presence would likely pull out of Niger following the news of a U.S. departure.
The rupture of relations between the two nations would impact the development and humanitarian aid funds destined for Niger, a country at the bottom of many indicators of well-being, Pham said.

China expressed "grave concern" on Thursday at the deployment of a U.S. missile system to the edge of the South China Sea, potentially putting Chinese territory within striking range.
The U.S. Army this month hailed the " historic first " arrival of a medium or mid-range capability launcher in the northern Philippines as part of an ongoing military exercise.
The "Typhon" transporter erector launcher can fire the Standard Missile 6 or Tomahawk Land Attack Missile. The latter is a long-range cruise missile with an operational range of over 1,000 miles, capable of reaching China-controlled territories in the South China Sea as well as military bases along its southern coast.
" China strongly opposes the U.S. deploying medium-range ballistic missiles in the Asia-Pacific and strengthening forward deployment at China's doorstep to seek unilateral military advantage," Chinese Foreign Ministry spokesperson Lin Jian said at a regular press briefing in Beijing.
"The U.S.'s move exacerbates tensions in the region and increases the risk of misjudgment and miscalculation. We urge the U.S. to earnestly respect other countries' security concerns , stop stoking military confrontation, stop undermining peace and stability in the region, and take concrete actions to reduce strategic risks," Lin said.
The Typhon battery, from the Army's 1st Multi-Domain Task Force out of Joint Base Lewis-McChord in Washington state, was delivered to northern Luzon—the Philippines island south of Beijing-claimed Taiwan—to be demonstrated at Salaknib, the annual two-week bilateral drills that began on April 8. The Typhon is not expected to be permanently stationed in the Philippines.
Capt. Ryan DeBooy, a spokesperson for the U.S. Army Pacific, said the deployment was "a pivotal aspect of this year's exercise," meant to "enhance Philippine maritime defense capabilities, while bolstering interoperability and readiness within the U.S.-Philippine alliance."
The U.S. Army Pacific and the U.S. Department of Defense did not immediately respond to separate written requests for comment.
The Typhon launcher is also known as the strategic mid-range fires, or SMRF, system, and is part of the Army's project to modernize what it calls long-range precision fires, military ground forces specialist Andrew Feickert wrote in an April 16 report prepared for the Congressional Research Service.
The Typhon is designed to hit targets located between short and long ranges, for which the Army has other weapons.
The Philippines, America's oldest treaty ally in Asia, has been involved in flare-ups with China's coast guard around disputed territories in the South China Sea.
U.S. President Joe Biden hosted Philippines President Ferdinand Marcos Jr. at the White House last week for bilateral talks and a first-ever trilateral summit with Prime Minister Fumio Kishida of Japan .
Tokyo, which has its own maritime disputes with Beijing elsewhere in the region, backed Manila and pledged closer economic and security coordination led by Washington.
"Facing the complex challenges of our time requires concerted efforts on everyone's part, a dedication to a common purpose, and an unwavering commitment to the rules-based international order," Marcos said.
Next Monday, the U.S. and the Philippines will kick off their largest annual drills, Balikatan, featuring allied forces from Australia and, for the first time in the exercise's history, France, according to the U.S. Indo-Pacific Command.
Lin, the Chinese spokesperson, warned the Philippines to "be mindful of what the U.S. is truly after and the consequence of going along with the U.S."
"The Philippines needs to think twice about being a cat's paw for the U.S. at the expense of its own security interests, and stop sliding down the wrong path," he said.
The Chinese Embassy in Manila did not immediately respond to a written request for comment.

Israel launched an attack against the Islamic Republic of Iran during the early morning hours on Friday in response to Iran launching an unprecedented attack on Israel.
Multiple U.S. officials told ABC News that Israeli missiles struck sites inside Iran.
Initial reports said that explosions happened in the Iranian cities of Isfahan and Natanz.
Although the targets of the attack have not been confirmed, both cities have significant facilities in the country’s nuclear program. Iranian state media later reported that none of the nuclear facilities in the area were hit.
Subsequent reports said that the explosions happened near a military base where Iranian fighter jets were located.
People in Isfahan said that they heard multiple explosions that “led to the houses shaking violently from the intensity of the explosions,” according to local reports.
Flight trackers showed multiple commercial passenger planes immediately rerouting and leaving the country, including flights that were about to land. Iran suspended flights in Tehran, Isfahan and Shiraz.
Sen. Marco Rubio (R-FL), who is the vice chairman of the Senate Select Committee on Intelligence, said just moments after the news of the strikes became public: “Israel has the ability to conduct strikes against targets inside Iran without entering Iranian air space from aircraft over Syrian and Iraqi airspace.”
Fox News later reported that a U.S. military source confirmed that the strikes were carried out by manned aircraft.
The strikes, which were limited in scale, came after President Joe Biden did everything he could to prevent the Israelis from retaliating on Iranian soil after the Islamic regime launched combined more than 300 missiles and drones at Israel last weekend.

The secretary of the Army on Jan. 6, 2021, lied about multiple details regarding what unfolded as the U.S. Capitol was breached, National Guard whistleblowers said during a congressional hearing on April 17.
Then-Army Secretary Ryan McCarthy made multiple false claims, including that he spoke to the commanding general of the District of Columbia National Guard on two separate occasions after officials requested that the Guard be deployed to the Capitol, the whistleblowers said.
After Maj. Gen. William Walker conveyed a request from the U.S. Capitol Police for Guard personnel, Mr. McCarthy called Maj. Gen. Walker at 2:14 p.m. and instructed the Guard to stand by, according to a Guard timeline of Jan. 6, 2021. But that call and others that Mr. McCarthy or one of his top advisers were said to have made later authorizing the Guard for mobilization and deployment did not happen, according to the Guard officials.
“At no time did Gen. Walker take any calls, nor did we ever hear from the secretary on any of the ongoing conference calls or the secure video teleconferencing throughout the day,” Capt. Timothy Nick, who served as Maj. Gen. Walker’s personal assistant on Jan. 6, 2021, said during the hearing. “This I know because I was with the command general the entire time recording the events.”
Capt. Nick has not previously discussed publicly what transpired on Jan. 6, 2021, and neither has Brig. Gen. Aaron Dean, who was the National Guard’s adjutant general on the day that the Capitol was breached.
The Department of Defense (DOD) inspector general report on Jan. 6, 2021, which relied heavily on Mr. McCarthy and other military officials, was rife with “inaccuracies,” Brig. Gen. Dean said. “I believe it is my duty and moral obligation to stand before you today and illuminate the truth,” he told the hearing, which was held by the House Administration Committee’s Subcommittee on Oversight.
Despite Mr. Walker conveying the request for assistance at about 1:50 p.m., the Guard was not deployed to the Capitol until about 5:10 p.m.
“This was a dereliction of duty by the secretary of the Army,” Rep. Greg Murphy (R-N.C.), one of the members of the committee, said.
Mr. McCarthy refused to appear before the panel, Dr. Murphy said.
Christopher Miller, the acting secretary of defense at the time, authorized Guard deployment at 3:11 p.m., but Mr. McCarthy took the order and decided to draw up a plan before ordering the deployment, according to military timelines and testimony from Mr. McCarthy and others.
“You never would employ our personnel, whether it’s on an American street or a foreign street, without putting together a [plan],” Mr. McCarthy told the now-disbanded House Jan. 6 committee.
“We stand by our January 6th Report and have no further comment at this time,” a DOD inspector general spokesperson told The Epoch Times via email.
Other Leaders
The whistleblowers also testified that Army officials Lt. Gen. Walter Piatt and Gen. Charles Flynn, during a 2:30 p.m. conference call on Jan. 6, 2021, expressed concern about the optics of having the Guard at the Capitol.
“I did hear the word optics. And they did use it. Specifically, Gen. Piatt said ‘optics.’ And his concern was that he did not want soldiers or airmen on Capitol grounds, with the Capitol in the background,” Brig. Gen. Dean said. “They were giving every other reason why we should be around the Capitol, away from the Capitol, and not responding to the Capitol.”
The officials lacked familiarity with the Guard and the Guard’s capabilities, Brig. Gen. Dean said.
Lt. Gen. Piatt has been quoted by Maj. Gen. Walker and others as saying during the call: “I don’t like the visual of the National Guard standing a line with the Capitol in the background. I would much rather relieve USCP [U.S. Capitol Police] officers from other posts so they can handle the protestors.”
Lt. Gen. Piatt has told lawmakers that he did not recall using the words optics, visuals, or image during the call or in any other conversations on Jan. 6, 2021. But he later said, “I may have said that,” citing people who took notes during the call.
Gen. Flynn told the House Oversight Committee in 2021 that he “never expressed a concern about the visuals, image, or public perception of sending the D.C. National Guard to the U.S. Capitol.”
Col. Earl Matthews, a lawyer who was with Maj. Gen. Walker on Jan. 6, 2021, and who has challenged the Pentagon Jan. 6 narrative, and District of Columbia National Guard Command Sgt. Michael Brooks, a senior officer with the Guard until he retired in 2022, also testified during the hearing in Washington.
None of the Guard officials who testified were formally interviewed by the House Jan. 6 committee, which was primarily run by Democrats and disbanded at the end of the previous Congress.
The officials said the Guard was ready to act and could have made a difference if not for the delay.
“I know if we were able to deploy immediately when Gen. Walker made the request, the National Guard could have helped end civil disturbance and restore order quickly,” Capt. Nick said.

China has boasted about the execution of an alleged American spy, sending a stark 'sharpening the sword' message as it urges citizens to stay vigilant against espionage .
The grim revelation of the previously undisclosed state-approved killing was disclosed in a documentary produced by China's counter-espionage authority, the Ministry of State Security.
According to The Sun, the documentary detailed how Huang Yu, a local from Sichuan, was put to death for espionage in 2016 after he sold secrets to the United States.
China claimed that the compromised information included sensitive data on the nation's military communications and that Huang Yu had received $700,000 from his overseas handlers prior to his capture in 2011, reports the Daily Star .
Huang Yu worked as a researcher on a highly classified project developing communication systems, the documentary stated, and became disgruntled following his dismissal due to substandard work performance and harbored intentions to defect.
The documentary alleges that he reached out to "the website of a certain country's spy agency" offering confidential Chinese military codes. Although China's national broadcaster CCTV stopped short of directly identifying the nation Huang is said to have assisted, it broadcast images of the US flag and the Capitol building.
Following this, Huang was reportedly enlisted by a foreign intelligence service and underwent training in Hong Kong and Bangkok. The documentary leveled serious allegations against Huang, claiming he involved his wife, a colleague at the same institution, to assist in copying and selling top-secret documents.
China's authorities have charged Huang with divulging an astonishing volume of confidential data concerning government bodies, military communication systems, as well as finance and telecommunications firms. The sensitive data reportedly encompassed designs, technical details, classified algorithms, source codes, and software.
For these acts, Huang received the most severe penalty for espionage that resulted in "serious harm" to China's national security and was executed in May 2016. The film showcases China's effectiveness in combating foreign espionage and serves as a means for the state to enhance its measures against civil unrest.

‘Once-In-A-Lifetime’ Nova Explosion Will Be Visible To The Naked Eye This Year

Another special cosmic event is to occur this year, and it could be a “once-in-a-lifetime viewing opportunity,” according to NASA.
It’s a nova explosion located in a star system 3,000 light years away from Earth and astronomers predict it will be visible to the “unaided eye” sometime in 2024.
“Unfortunately, we don’t know the timing of this as well as we know the eclipse,” Bill Cooke, lead for NASA’s Meteoroid Environment Office (MEO) at NASA’s Marshall Space Flight Center in Huntsville, Alabama, told Fox News Digital.
“But when it happens, it’ll be something you’ll remember.”
T Coronae Borealis, nicknamed “the blaze star,” is one of 10 known recurrent novas in the galaxy.
“A typical nova consists of a star, like a red giant — a star bigger than the sun — and a white dwarf, which is a star about the size of the Earth,” Cooke said.
“And that red giant is dumping material on the surface of that white dwarf. They’re orbiting each other, and they’re real close together.”
When enough material is dumped on the surface of the white dwarf, the temperature gets so hot that it starts a thermonuclear runway on the surface of that white dwarf, Cooke explained.
“When that happens, that white dwarf blows all that material out in space, and it gets very bright, hundreds of times brighter than what it was before,” Cooke said.
“And if it’s close to us or relatively close to us, we will see a new start to appear in our sky.”
Before, that star may have required a telescope to see, Cooke explained, but all of a sudden it will flare into brightness that can be seen with the unaided eye.
“T Coronae Borealis is unusual in that it doesn’t blow its stack once,” Cooke said. “It does it every 79 years or so.”
The last time it exploded was in 1946. This time around, sky watchers will be viewing a star that exploded 3,000 years ago because that’s how long it took the light to get here, according to NASA’s blog.
“At the time that star blew up, 3,000 years ago, the Bronze Age was ending,” Cooke said. “You had the rise of the kingdom of David in Palestine. You had all this stuff going on, but that’s how far back in time that explosion occurred — 3,000 years.”
Right now, T Coronae Borealis is magnitude +10, which means you’d need a small telescope to see it.
“But when it blows its stack, it’s going to reach about magnitude +2,” Cooke said.
“So to give you an idea of how bright that is — it’s about as bright as Polaris, the North Star.”
The explosion — which is the light generated when the white dwarf blows all that matter off its surface — will be visible just to the right of the constellation Hercules.
“You [will] see a new star suddenly appear there,” Cooke said.
“It’ll look like it appears out of nowhere, and it’ll stay visible for about a week before it dims back down,” he added.
And then it will happen again in 79 more years.
“It’s kind of like Halley’s Comet, but most people don’t know much about it,” Cooke said. “Halley gets all the press.”
There have been other nova explosions, like in 1975, Cooke said.
But it wasn’t a recurrent one, and it wasn’t as bright as astronomers expect T Coronae Borealis to appear.
“Is it going to be the star of Bethlehem? No,” Cooke said.
“But there will be a new star appearing in our sky for about a week. And let’s face it, how often do you see a star explode?”
Cooke suggests that as soon as you hear news about the explosion, go outside to see it as soon as possible.
“Bear in mind, you’re only going to have a few days to see it,” Cooke said, adding that the explosion will eventually “fade away.”
Cooke said viewing T Coronae Borealis rivals the Great American Solar Eclipse that occurred on April 8.
“I’ve been to a few eclipses, and it’s one of nature’s most awesome spectacles,” he said.
“But frankly, there are two solar eclipses a year. And if there’s not one over the U.S., I could travel to Egypt in 2027 to go see one. We don’t see a star explode very often. So that’s its uniqueness.”

Military Whistleblowers To Challenge Jan. 6 Claims

D.C. National Guard members who have never talked publicly are set to challenge claims about what happened on Jan. 6, 2021.
The members are going to testify on April 17 that narratives contained in an official report on Jan. 6 “are false,” Rep. Barry Loudermilk (R-Ga.) told The Epoch Times.
Brig. Gen. Aaron Dean, the D.C. National Guard’s adjutant general, and Capt. Timothy Nick, a top aide to the D.C. National Guard’s commanding general, will be speaking for the first time in public about the events that unfolded on Jan. 6.
D.C. National Guard Command Sgt. Michael Brooks, a senior officer with the Guard until he retired in 2022, and Col. Earl Matthews, a lawyer who was with Commanding General William Walker throughout the day, are also scheduled to testify to the House of Representatives Administration Committee’s Subcommittee on Oversight in the public hearing on Wednesday.
Command Sgt. Brooks has only offered brief comments on Jan. 6. Col. Matthews co-authored a previously-released memorandum with Major Gen. Walker, who is now retired, that challenged claims in an official report on Jan. 6 from the Department of Defense’s Office of Inspector General (DOD IG).
“We have several whistleblowers that have come forward and said a lot of what’s in that DOD IG report is false. It’s fabricated,” Mr. Loudermilk told The Epoch Times.
That includes purported calls in the 3 and 4 o’clock hours from Army Secretary Ryan McCarthy and Brig. Gen. Christopher LaNeve, an Army official who worked closely with Mr. McCarthy, to Major Gen. Walker. The calls have been described as authorizing the mobilization of Guard personnel and deployment of the personnel to the Capitol grounds.
“These witnesses say those phone calls were never made,” Mr. Loudermilk said.
“We stand by our January 6th Report and have no further comment at this time,” a DOD IG spokesperson told The Epoch Times via email.
The Pentagon referred a request for comment to the Guard, which did not respond.
Both Col. Matthews and Major Gen. Walker have denied that Major Gen. Walker was called by Mr. McCarthy or Brig. Gen. LaNeve during the timeframe.
A D.C. Guard timeline supports their position. It says that acting Defense Secretary Christopher Miller directed Major Gen. Walker at 3:11 p.m. to mobilize the Guard but that deployment orders did not come until 5:08 p.m., and that the orders were conveyed from Mr. Miller through Gen. James McConville, according to the timeline.
Other parts of the military, though, have said the calls took place.
An Army timeline says Mr. McCarthy called Major Gen. Walker at 2:47 p.m. and ordered the mobilization of Guard personnel. It says some of the personnel were deployed under orders from Mr. McCarthy at 5 p.m.
A Department of Defense timeline says Mr. McCarthy at 3 p.m. directed Major Gen. Walker to prepare Guard personnel for deployment and that the personnel deployed at 5:02 p.m.
The DOD IG report says Mr. McCarthy called Major Gen. Walker at 3:05 p.m. to mobilize Guard personnel. It says Brig. Gen. LaNeve called Major Gen. Walker at 4:25 p.m. and told him to prepare to move to the Capitol. Mr. McCarthy called Major Gen. Walker about 10 minutes later and told him to deploy personnel. The calls were attributed to the officials and notes from an aide to Mr. McCarthy.
Mr. McCarthy has said that the deployment order was conveyed through Brig. Gen. LaNeve as he was nearby. Brig. Gen. LaNeve told the now-disbanded House Jan. 6 committee that he did not convey a deployment order to Major Gen. Walker but that he heard Mr. McCarthy convey such an order on a call around 4:35 p.m. Mr. McCarthy has said that he did not speak to Major Gen. Walker during that timeframe.
Major Gen. Walker has said that the purported calls at 3:05 p.m., 4:35 p.m., and 4:35 p.m. did not take place. He said the deployment order was conveyed by Mr. McConville.
The deployment finally happened after repeated requests from Steven Sund, the chief of the U.S. Capitol Police. It took more than an hour for Mr. Sund to receive approval from the Capitol Police Board to make the requests. After that, he contacted military officials around 2 p.m. asking for assistance.
The delay in deployment, even after Mr. Miller authorized it, came in part because officials wanted to develop a plan before deploying the personnel, Mr. McCarthy told the Jan. 6 panel.
Optics?
The personnel testifying on Wednesday are also planning to corroborate allegations that top military officials said they were concerned about the optics of sending Guard personnel to the Capitol.
“We have witnesses saying they personally heard that several times, and others had heard it as well,” Mr. Loudermilk said. “That their concern was more optics than it was just defending the Capitol.”
In a conference call at 2:30 p.m., according to the memo from Major Gen. Walker and Col. Matthews, Army officials Lt. Gen. Walter Piatt and Gen. Charles Flynn described the optics of having uniformed military personnel at the Capitol as “not good.”
They instead suggested Guardsmen relieve Washington officers of traffic duty, enabling those officers to go to the Capitol.
“I don’t like the visual of the National Guard standing a line with the Capitol in the background. I would much rather relieve USCP officers from other posts so they can handle the protestors,” Lt. Gen. Piatt said on the call, according to Major Gen. Walker, Col. Matthews, and Mr. Sund.
Lt. Gen. Piatt has told lawmakers that he did not recall using the words optics, visuals, or image during the call or any other conversations on Jan. 6. He later told reporters that, according to some people taking notes from the call, “I may have said that.”
Gen. Flynn told the House Oversight Committee in 2021 that “I never expressed a concern about the visuals, image, or public perception of sending the D.C. National Guard to the U.S. Capitol.”
Both officials said they worked to support Mr. McCarthy’s decisions.
