Just as a follow up, according to these reports, It appears the current method for testing roadside drug impairment has hit a roadblock.
In addition to the broad detection window, reliability issues with roadside saliva testing is well known. They include false positives after eating certain foods & difficulty of use in extreme cold conditions.
"A key objective of the trial was to see if the devices would work in the deep cold of a Canadian winter. The results showed that while the devices worked, they were more likely to produce drug-positive result in cold conditions."
"Consequently, further research on the reliability of devices used outside of standard operating temperatures is merited," the report says...

Rinsing your mouth with coconut oil or chewing gum before blowing into the device will not alter the concentration of THC in the bloodstream or affect the ability of the device or its calibration to specifically detect the THC molecule.

The fact that marijuana remains a schedule 1 controlled substance makes testing in the US difficult if not prohibited. The PR you referenced states testing is being conducted in Vancouver and Florida, it's safe to assume live THC testing is being conducted in Canada.

Yes - Organic compounds in the blood can be detected through breath regardless of how it's ingested.
One must first understand basic pulmonary anatomy to better understand the exchange of compounds between blood and breath.
Within the lungs, your bronchi branch into thousands of smaller, thinner tubes called bronchioles. These tubes end in bunches of tiny round air sacs called alveoli (al-VEE-uhl-eye).
Each of these air sacs is covered in a mesh of tiny blood vessels called capillaries. The capillaries connect to a network of arteries and veins that move blood through your body.
The pulmonary artery and its branches deliver blood rich in carbon dioxide (including VOC'S ) to the capillaries that surround the air sacs. Inside the air sacs, carbon dioxide (including any VOC'S) move from the blood into the air. At the same time, oxygen moves from the air into the blood in the capillaries.

The AG has created intolerable uncertainty for a growing industry that is now demanding legal protections from Congress. And lawmakers are listening...
The sector as a whole has been on a slide since the AG made his remarks threatening to enforce federal law. Sessions to strike a blow against the budding cannabis industry has had the inverse effect of raising the attention from what had previously been a "states" issue to what has now become a national priority.

"The detection window of cannabis in breath after smoking one cannabis cigarette in occasional and chronic smokers was at least 3h. Only THC was detected, and not the metabolite. The THC concentration in exhaled breath was related to the physiological changes that occur over time."
CONCLUSIONS: Exhaled breath can be used to detect recent cannabis exposure.
