At 9:00 into the video, Dr. Cohen says the process used by Actinium can be used to treat other cancers. At 9:52 the discussion turns to Actinium’s APIT Platform: Products, Process & IP. Dr. Cohen states that Actinium has “managed to link Actinium 225 to a number of different antibodies with specificities to different cancers and that suggests that it is truly a platform with great potential. In theory, any antibody that specifically binds cancer cells could be armed with that payload." Actinium has several patents protecting every part of that process.
The next generation of cancer fighting therapies involves targeted payload cancer therapeutics – the most common agent being the monoclonal antibody. There are a number of companies presently working in that arena and likely more will follow. So not only does Actinium have promising therapies in the pipeline, their process is patented. Other biotechs utilizing the Actinium platform to target and treat other forms of cancer could conceivably owe royalties to Actinium. The revenue streams could be significant.

I find it interesting that bumfield seldom, nay rarely, speaks of innovative, life-changing products in the pipeline, but instead is more interested in defending himself and the angel investor's decision to keep him on the payroll. What he doesn't say speaks louder than what he does say.
Who is he trying to convince more, shareholders or them that write the paychecks?

What matters is that someone that had a business relationship with bumfield found him to be far less than professional than what was expected in a fiduciary role.

You're reading too much into this. Look into FAR 43.204 - Administration. It is a process by which both parties settle cost adjustments on a previous action. It has nothing to do with potential future actions.
Look at it this way: You hire an electrician to perform work at your house and the price is negotiated ahead of actual work performed. When the work is complete the electrician said it cost him more because of certain circumstances perhaps not known at the time of negotiation and he requests additional payment. You respond "No". He files a claim for additional costs be believes are due him (equitable adjustment). In this case the Government denied his request. The electrician appeals to the Armed Forces Board of Contract Appeals. Both sides present their case and the Board rules.
Apparently the AFBCA agreed with OPXS. The Government has a right to appeal.
Its just a legal process to settle costs on claimed additional incurred costs. The "positive impact on working capital" only means OPXS feels their claim for additional costs is warranted. If they lose their alleged loss is already realized, if they win their bottom line benefits.
Its the way business is settled when two parties cannot come to agreement. Nothing more, nothing less.
Read up on the Mexicali earthquake about a half dozen years ago. The US fared better than Mexico in that one. But everything on US side of the border is built to higher standards. Take that proposed tower and build to US standard in an earthquake zone and you're talking a huge additional cost.
