Based on the language of the filing as well as the PR...does it look like the initial $2m has already been paid, thus securing the deal, or still needs to be?

Agreed, that goes without saying of course.
My point is that the share price will never be where it *should* be without a reduction of outstanding shares.
Respectfully disagree. Buyback needs to happen because it's got a 12/31 buyback period deadline. This could be extended of course, but that would further erode investor confidence imo. Especially since "negotiated transactions" have been disclosed - there are entities and/or individuals right now holding shares to be retired.
Of course the bad news of buyback extension COULD be countered by upcoming great news we're not aware of at this point, but in my opinion any positive developments that would impact the share price are offset by the bloated O/S number. O/S needs to be significantly reduced for PHIL to achieve full potential.
IMO reduction of shares is our #1 investor priority, simultaneous to ADE launch, 5G, and whatever else is ongoing.

I'm going with the 2 from the 8k only until I see something different.
It's a Dubai financial institution, the ADE is to be set up according to a DDE template, and Henry's got partners associated with DDE. Look at the revenue of the DDE and DMCC plus experienced partner contacts and of course the $$ loan makes sense.
I just hope that Henry can also finalize purchase of the secured buyback shares as well, and as soon as possible.
Even with ADE development and launch plus 5G etc... we won't reach full sp potential without shares being retired imo, which has been pr'd for years now. Looking forward to that starting as soon as possible. Agree?

I was with Fidelity until they stopped trading PHIL. Then opened Etrade for PHIL (fee), then learned Schwab had no fee so opened there too so I could buy little chunks at a time without the fee...now that we're current I'm back to my Fidelity primary...
but I have 3 PHIL accounts now, lol...
Schwab and Fidelity both have no fees, fyi....I know you probably know that by now, but can't hurt for newbies to know.
