"The specialty metals domestic sourcing restrictions apply to

China’s Nuclear Weapons May Very Well Contain American Rare Earths
March 6, 2021
https://www.hstoday.us/subject-matter-areas/infrastructure-security/perspective-chinas-nuclear-weapons-may-very-well-contain-american-rare-earths/
With deteriorating relations between Washington and Beijing, the future of global supply chains is uncertain. Even as White House messages continue to raise questions about the direction of U.S. trade policy, trade-war tariffs remain in effect. As a consequence, the United States faces significant risk, due to its staggering overreliance on rare earths and other critical materials imported from China.
Time to announce a partner/s & Finance Spring of 2021 for production 2025!!??? The bases are loaded...time for a grand slam!

Description
This Request for Information (RFI) seeks input from interested stakeholders including, but not limited to, the critical minerals (CM) sector and others in the following areas: geologic and mineral characterization, mining, mineral processing, and metallurgical industries; end-user technology manufacturers using CM and REE; and also national laboratories and academics involved with R&D geared toward attaining an uninterruptable domestic supply of CM including 15 individual rare earth elements (REE) lumped together as “rare earths”. For the purpose of this RFI, “critical minerals” is defined by Executive Order 13817 dated December 20, 2017.
Interesting....

Great article Kmack. Russia wants to secure a Niobium supply & critical REE's & other minerals too. The U.S./Europe/Japan/India/etc.. need to get off their collective rear ends or be left behind! Time for NIOCORP to produce a stable U.S. supply of Niobium, Scandium & Titanium plus (REE's if viable)?
China owns a good portion of the CBMM mine in Brazil & a portion of MP materials as well plus MP sends REE's to China for separation & end products.
Maybe the U.S. finally understands they are late to the party??? CCP is eating our lunch, even Russia sees it...Dah!

If the U.S. finally "Get's it"?? Then TMRC, NIOBF, REEMF & UURAF should be in your portfolio or on your watch list.
Long NIOBF as many here have been because a stable U.S. supply of Niobium, Scandium & Titanium as well as REE's are needed now more than ever. It's do or die time.

LM,PM, Monocle all... I did not get a reply back from Jim either. However, the questions I asked were very similar to reply that "Sagittarius" received; except for one regarding the separation of the REE's. Jim very well may not be able to respond to that one I think. Because... "it is ongoing per recent release below"
https://www.niocorp.com/niocorp-to-review-potential-of-adding-rare-earths-to-its-currently-planned-critical-minerals-product-offering/
Scott Honan, NioCorp’s COO, said: “We expect to execute comprehensive work plans dedicated to examining the economic potential for production of rare earth products as part of the Elk Creek Project. This will include evaluating rare earth extractions in larger scale carbonation testing on the Elk Creek Project ore, which are currently underway.”[tag]insert-text-here[/tag]
I believe they will release news in regards to this a little further down the road. (It is possible that U.S. gov't may also help fund this method (supercritical CO2 separation method) they are pursuing as they have done for other methods or not.) I've posted some information in regards to this earlier & Jim did respond a while back in regards to this as "possibly,yes"[tag]insert-text-here[/tag]
Either way the end NPV benefits down the road should the methods & viability prove it's merit.
Niocorp continues to execute their plan. (although delayed from KYC rules & covid) It appears to me we are back on a timeline track known the team.
The market ahead worries me, but the Fed is practicing "yield control" per BAC & a few others. This should be a positive for the market overall for a while longer??? We shall see...
Again looking for the team to release a steady stream of news here, especially for the catalysts I & others have shared. I can only imagine what a partner/s or Finance announcement would bring?
All IMHO & do your own DD...

SagittariusA -Thank you for posting the reply from Jim! (Added value of REE's down the road if deemed viable, but the Elk Creek mine stands on the merits of it's Niobium, Scandium & Titanium production as laid out in FS.)
It appears the "world tour" has begun! Onward....
Catalysts:
a) Last remaining 25% of Niobium production to be placed under contract with (U.S. Steel producer)
b) Cementation completes estimate
c) Update on Scott Honan & L3 process
d) announcing of a partner/s
e) Finance
f) probably alot more!

Niocorp is not presenting/exhibiting at PDAC 2021-

Niocorp did not present last year (I asked Jim). To me this is also a positive but each can have their opinion. Ucore is presenting- (However REEMF & TMRC & NIOCORP are not! Why not???)
So out of the 4 best U.S. potential new REE mines under development Ucore is the only exhibitor??? Interesting to me anyhow as this give all the Jr. players access to finance partners & exposure! (Even Lind partners is there lol)
On my list for mine start up I still have
1) TMRC
2) NIOCORP
3) REEMF
4) UCORE.... I know each can present some good facts to move the positions around.=)

This Funding Opportunity Announcement seeks research and development projects that will focus on innovative midstream processing technologies for the purification, recovery, individual separation and reduction to metals of high purity rare earth elements and other critical minerals from coal, coal by-products or alternate non-coal-based feedstock materials. The innovative midstream separation, purification and reduction to metal processes are required to be environmentally benign and sustainable, and have the potential for reduced capital costs and operating expenses in comparison to commercially available processes. Applications and/or instructions can be found with this announcement on FedConnect.

The Team at Niocorp has not been idle I believe we are in for more news releases...
If they announce a partner/s of the big "F"....well that's a grand slam!!!
Chico
Agree BM,Stark,AO ... Niocorps REE's add value to the NPV & this is huge moving forward. NIOCORP stands alone on the production from it's Niobium, Scandium & Titanium production. The REE's are the "Kickers" & will add to the valuation of the company. Nothing has changed the project is "Shovel Ready!"
Scott Honan & L3 have been working on a "proprietary CO2 separation process for the Niobium separation, but as I have posted earlier this can also be used to separate the REE's!" I am posting more here in a bit & I found something "very interesting indeed I think!"
Also while TMRC project is very good don't forget they only hold 20% of the overall project. Niocorp owns 100% of the Elk Creek project! (for comparison BM has laid out the REE/ppm for each site & Niocorp does very well in that regard...& are gaining speed!)
Both projects are coming & will be needed as well as few others we have mentioned & talked about. I fully expect Niocorp to release some more news, let the market take this in...(Positive for me =)$$$$)
All IMHO & do your own DD...

Niocorp gaining the attention & recognition this "shovel ready" project deserves! Our convictions in the team, project & for "need/uses" of the minerals to be produced.
Juenke & others have pointed out so well that Niocorp will be more than a mine indeed! The separation facility will be located "on site as well."
Scott Honan & L3 are working on a proprietary process too =). (I think there is more there to meet the eye??) I emailed Jim after the airing on Fox & will post reply once received.
I too believe we will see a steady stream of news & get the feeling the team can't wait to be able to do so. Just watching that last AGM meeting in 2020 ...."they are ready IMHO"... the addition of Miss Fenga was "interesting as well" ... (partner/s & Finance anyone?)
Appreciate everyone's input through the years. It sounds to me like they will have to start making a barrel or two of that "Elk Creek Water" soon!
All IMHO & all...
Our team is scoring runs and we are now in the lead.

Agree with many - Niocorp continues to execute on their plan. The KYC rules & Covid slung em for a loop, but they appear to be back on track to get this project funded! We own the land & Cementation is projecting final costs to build!
I urge all new investors to listen to the Nov. 5th 2020 AGM - (posted below)
Agree JW... Alot of shares trading hands yesterday & today. Just take a look at our "shovel ready project!" Niocorp now owns the land & has contracted Cementation to estimate final costs. As AO stated we should be getting a good supply of news moving forward...stay tuned.

REE's??? After listening to the broadcast I sent an email off to Jim asking him to clarify Niocorp's position as it relates to Marks statement. I thought Niocorp was focusing on Nb,Sc, & Ti production first & may look to add REE's a later date, however Mark wasn't clear during the interview (nor did he have time to explain!). US and allies to build 'China-free' tech supply chain
https://asia.nikkei.com/Politics/International-relations/Biden-s-Asia-policy/US-and-allies-to-build-China-free-tech-supply-chain
WASHINGTON/TAIPEI -- U.S. President Joe Biden is set to sign an executive order as early as this month to accelerate efforts to build supply chains for chips and other strategically significant products that are less reliant on China, in partnership with the likes of Taiwan, Japan and South Korea.
The document will order the development of a national supply chain strategy, and is expected to call for recommendations for supply networks that are less vulnerable to disruptions such as disasters and sanctions by unfriendly countries. Measures will focus on semiconductors, electric-vehicle batteries, rare-earth metals and medical products, according to a draft obtained by Nikkei.
The order states that "working with allies can lead to strong, resilient supply chains," suggesting that international relationships will be central to this plan. Washington is expected to pursue partnerships with Taiwan, Japan and South Korea in chip production and Asia-Pacific economies including Australia in rare earths.
The U.S. plans to share information with allies on supply networks for important products and will look to leverage complementary production. It will consider a framework for speedy sharing of these items in emergencies, as well as discuss securing stockpiles and spare manufacturing capacity. Partners could be asked to do less business with China.
The issue has taken on added urgency with a chip shortage this year that has hit automakers particularly hard.
The U.S. has seen its share of global semiconductor manufacturing capacity plummet in recent decades, according to Boston Consulting Group. What was 37% in 1990 is now down to 12%.
While it has asked Taiwan -- which tops the list at 22% -- to ramp up output, plants there are already operating at full blast, and there are few options for boosting supply in the short term.
Meanwhile, Boston Consulting forecasts that China, helped by an estimated $100 billion in government subsidies, will lead the world with a 24% share in 2030.
Depending too heavily on China for important products poses security risks. Beijing has used regulations to put pressure on trading partners, such as imposing an embargo on rare-earth exports to Japan in 2010 amid tensions over the Japanese-administered Senkaku Islands, which China claims as the Diaoyu.
The U.S. imports about 80% of its rare earths from China, and relies on the country for as much as 90% of some medical products.
Restructuring supply chains is likely to take quite some time, particularly in semiconductors. Because the number of top chipmakers in the world is limited, these companies have the leverage to decide whether to follow America's lead. Doing so will require understanding and cooperation from other governments.
"I've heard that for now, the U.S. will do an intensive review of its supply chains to sort out how much it depends on which countries for semiconductors and rare earths," a Japanese government source said. "It will hash out countermeasures with allies after that."
Washington has already begun laying the groundwork, calling since last fall for economies that are rich in valuable technology or resources, such as Taiwan, Japan and Australia, to join it in disentangling supply chains from China amid simmering tensions with Beijing.
Taipei has been especially quick to respond. Senior U.S. and Taiwanese officials signed a memorandum of understanding in November to promote technological cooperation in seven areas, including semiconductors and fifth-generation wireless, as well as "safe, secure and reliable supply chains."
Taiwan Semiconductor Manufacturing Co., the world's top chip foundry, agreed last spring to build a fabrication facility in Arizona that is likely to become a symbol of this bilateral relationship. The chipmaker will invest $12 billion in the plant, which will produce semiconductors for the military and is slated to come online in 2024. The U.S. government is providing subsidies for the project.
Japan's Ministry of Economy, Trade and Industry has since last year been leading an effort to attract TSMC to the country, to not only establish a more solid three-way supply network, but also provide Japan with a secure future source of cutting-edge chips. The government has budgeted 200 billion yen ($1.9 billion) to roll out the red carpet for the foundry, with an eye toward possible cooperation with Japanese companies.
This appears to be bearing fruit. Nikkei learned this month that TSMC is making plans to build a 20 billion yen research and development center in Japan.
In rare earths, the U.S. is teaming with Australia to work around China's dominance. Australian rare-earth miner Lynas is building a processing facility in Texas with financial support from the U.S. Department of Defense.
Electric-vehicle batteries are another area where action is needed, as Panasonic and South Korea's LG Chem lose market share to Chinese rivals.
But in other fields, such as 5G, new supply chains may prove expensive for American and Japanese companies that lose access to cost-competitive Chinese suppliers like Huawei Technologies.

Boom!-Biden to order review on cracks in critical supply chains
https://www.cnn.com/2021/02/24/politics/biden-executive-order-review-supply-chains/index.html
"We really do see this as a resilient supply chain executive order, not a China executive order," the official said, "though clearly one of the vulnerabilities we have in supply chains is the potential for strategic competitor nations to try to use control of supply chains against us."
Glad the new administration "gets it too!"

AO - Niocorp owns land for the mine & now contracts Cementation to complete engineering/cost analysis to build underground portions! "Positive indeed!" I think many here thought along those same lines after listening to that 2019 AGM.
Following the Nov. 5th AGM & previous updates throughout 2020 the Niocorp team continued to work to progress the project forward. KYC rules, Covid delays & probably a few other bumps. Yet they continued to execute their plan. Keeping us all guessing & thinking behind the scenes & holding our shares because we believe they will succeed.

Thanks Max, NE, AO, BM et al... great articles & postings! Maybe we will get a positive article in the local Nebraskan papers soon? As news is released & the Niocorp Elk Creek Mine development story unfolds!
I know for a fact that Niocorp's Scandium Aluminum alloy is being further investigated by Jabil according to Jim Sims. (posted his reply in older posts)

BM- I disagree with you in regards to TMRC not being the first new mine coming online & hear are my reasons.
a) USA rare earths own 80% of the project & partnered with TMRC (its own entity owning a 20% stake.) USA rare earths has planned out a vertically integrated process from "mine to magnets".
b) USA rare earths plans to go public via SPAC & use the funds to develop
the mine & separation facility. They also are planning to have add Magnet Manufacturing in North Carolina. The FS though required is IMHO an (afterthought) for the major partner & is in the works of being completed because it must. The pilot plant is built in Colorado & has been operational since April 2020. They intend to produce all the needed REES with alot of Beryllium and a few others including a Scandium kicker.
https://www.nasdaq.com/articles/exclusive-usa-rare-earth-to-explore-public-offering-at-value-above-%241-billion-2021-02-02
"Any offering is expected to raise between $300 million to $500 million, which would be used in part to finance the Texas mine and processing facility. The company hopes to have it operating by 2023."
c) The TMRC project is an open pit mine, the easiest mine type to build Capex (@$180 million). Ore is at grade level "shovel ready" minus crushing & milling etc. The TMRC project is on TEXAS LAND, not federal lands. Meaning the permitting is ALOT easier!
d) USA rare earths has a timeline for the project to begin 2023 & that is why I posted that TMRC will be first to mine. Please also review this video on the project.
Kmack - Keep in mind what elements will be mined. The top 4 U.S. mines most mentioned in the USGS closet to production IMHO are-
#1)TMRC/ partnered & "Vertically Integrated" with USA rare earth. Posted prior should be first with new mine & is still 1-2yrs away from producing once they receive finance. Their partner USA rare earth is looking to go public soon via Spac. Very interesting play for sure. Remember TMRC only has 20% total stake now moving forward. -Let's say 2023 (REES with Beryllium & Scandium kicker)
#2)NIOCORP - Let's see what happens in the next few months here. I really want to see a partner/s (Vertically Integrated??) announced & the Finance Spring/Summer 2021. The recent land purchase starts the ball & clock for me. Once Financed Niocorp is 4yrs to build & produce- Let's say 2025. (Niobium/Scandium/Titanium)
#2) REEMF- partnered & "Vertically Integrated" with (General Atomics owns 50%). They currently received funds to "prove their separation at scale". Serious contender now for 2nd place. Need permits & Finance etc. but are 2-3 years out now if fast tracked?? -Let's say 2024 (REES with Uranium)
#3) UURAF partnered & "Vertically Integrated" with Innovation Metals & Rapid SX. Seeking to build separation facility first. Can qualify for (AIDA Alaska funds! up to 140 million). Then you have BOKAN mine which they will in time seek to build further down the road. My Guess is UURAF separation facility 2 years away 2023, with the Bokan mine 2027/8
(REES, TIN & more)
Niocorp price point after Finance depends on the way it's packaged? Many here have guessed at the share price once it happens. The real value will come once producing. I am guessing/hope 3-4$/share, could be way off in either direction.
I still think all 4 mines & the stable U.S. supply of elements offered by these mines will be needed moving forward in the future.
Niocorp is mentioned in this 2020 list:

Welcome indeed PM! It's so good to see Niocorp's plan coming to fruition. Hey we can all go start "weed whacking" this spring once Niocorp owns the land?? LOL =)
Off topic: Been watching SHCMF for a while taking a small position this week. Why- With USAREarth's going public they need/want the REES from this company! & have a collaboration agreement with them not unlike TMRC. I dumped some TMRC last week for this purpose...
Go team Niocorp...! Welcome all new "Season Ticket Holders! =)

USGS Updates Mineral Database with Niobium Deposits in the United States
"There currently has been no recorded U.S. production of niobium since the 1950s, but the Elk Creek project in Nebraska is in the furthest stage of development. "

It is by far time for the U.S. to have a stable, locally sourced supply of Niobium, Scandium & Titanium by 2025! Is or Will a U.S. Steel producer step up to the plate to be "Vertically" Integrated into the Elk Creek Mines niobium production in the future?
I'm ready for Scott, Jim, Mark & the Niocorp team to unleash some news!

Yeh...many made that "cringe face" when Niocorp announced our loan buddy. Our teams plan may have been altered a bit due to circumstances, however the plans timeline seems to be in play.
Scott has got to be chomping at the bit since the plan he laid out at the November AGM appeared to me to be ready to "Go"! This land purchase will allow many good things to happen & announcements to be made.
I'm not sure if these funds will/can be monetized. I'm thinking along the same lines as many others that Niocorp will pay-off this loan ASAP, once Financing is forthcoming.
By means of a Spac, traditional funding, or funding in tranches have all been covered & we all are waiting for Mark's announcement on that!
Let's see what next week brings us... We've been down this road before (close), 3rd times a charm??? I sure would love to know who our partner/s are????
Spring/Summer 2021...
Front row...yeh you know...=)

NE,LM- I think & hope so as well. I agree with you LM & added a few extra's & thoughts to your list...
Catalysts: 2021
a) Remaining 25% niobium production under contract with U.S. steel producer (Could be the U.S. Steel producer want In on the Finance deal? & lock in a stable supplier of locally sourced niobium!??)

Rio Tinto enters scandium market with construction of new plant in Canada 15, January 2021
"After developing an innovative new process to extract scandium from the by-products generated during the production of titanium dioxide, Rio Tinto Fer et Titane (RTFT) announced that it will become North America’s first producer of high-quality scandium oxide with a new plant under construction at RTFT’s metallurgical complex in Sorel-Tracy, Québec."

Will Niocorp be second???
Reply to Rio Tinto's entry into to the Scandium Market:
Question:
Jim-
"You are all probably aware of Rio Tinto’s entry into the Scandium market via the elementnorth21 venture. Could you offer an opinion in regards to this market competition in the Scandium market, and if a lower price point offering is a concern for Niocorp moving forward?"
Reply:
Rio Tinto's effort to more widely commercialized scandium products should be very much welcomed by all prospective scandium producers. In order for large prospective consumers of scandium, such as companies in the aerospace, vehicle transportation, and energy/battery industries, to move aggressively toward incorporating scandium at scale into their manufacturing operations, they will want to see multiple scandium suppliers serving the market. Ensuring diversity of supply for specialty materials like scandium is key for these companies, as it helps them manage supply chain risk.
We believe that multiple producers of scandium will create a rising tide of demand that will benefit all. After all, several independent analyses forecast latent demand for scandium in the several hundred tonnes / year range, if not higher.
Pricing for various scandium products is likely to vary significantly as these markets mature. Some scandium oxide and scandium master alloy products will be sold as commodity products. But other scandium products sold by producers are likely to be custom chemical formulations or alloys or fabricated scandium alloy products that are custom engineered for a specific application. Pricing for these types of value-added products is set between the materials producer and the customer and is often based on the value delivered to the customer of the custom product, rather than an advertised 'commodity' price for scandium.
Hope this is helpful.
Jim
I think Niocorp's position in the market will be a welcome addition as well; not only for Scandium, but the for Niobium, & Titanium! Let's not forget Scott Honan is working on a "proprietary critical CO2 extraction method" that is ongoing. That development of Niocorp's Scandium alloy is ongoing as well! All of which has been previously posted on this board.

Crit/Ge/all- China is landing a probe on Mars to search for Minerals!
https://en.wikipedia.org/wiki/Tianwen-1 (Martian Niobium/Scandium?gotta laugh Crit =)...China right... )
I don't know if many of you watch the show "Oak Island"? This Niocorp investment is a great analogy. There is a "money pit" somewhere on the island. For several years they have been drilling & digging (kind of like proving the source & getting the FS, permitting & engineering done).
Now they are close to hitting the their money pit as I would hope Niocorp is to hitting ours! ( Wood & trinkets are nice but treasure/minerals are better!)
Ge...great find! The Techmet Spac with Li-cycle is going to be tremendous. Wondering "if" Niocorp is/could pursue a similar path? The recent loan and the way it is date structured leads me to think our partner/s or Finance announcement won't be too far off now?? Godspeed.

Could a U.S. Steel producer be part of the final Nicorp Finance package? Chinese steel makers bought into CBMM in 2011 to secure their supply.

Niocorp is seeking to sign a contract with a major U.S. Steel producer since April 2020.
We are still waiting to hear news in regards to:

Catalysts: Making for an Interesting Spring/Summer2021
a) Remaining 25% niobium production under contract with U.S. steel producer (Could the U.S. Steel producer look to buy in? or will it just be a contract for supply?)
b) Purchase of land parcels W/news on clearing, roads, temp. power etc...should be en-route as Spring/Summer 2021 progresses.
c) Announce Partner/s & The Big "Finance" Spring/Summer 2021? (Many have posted/speculated here on how this may happen moving forward)
d) update on new separation process with L3 (could qualify for funds?)
e) June Investor Update meeting or sooner...
