Fourteen concession contracts for the construction of 30 hydropower plants in the country are going off. After breaches contractual conditions, is the minister of Energy and Industry Damian Gjiknuri who signed startup procedures for the destruction of these contracts.

The working group, set up by the Minister Gjiknuri continues control and verify the implementation of legal and regulatory framework in stages: review of project proposals for the object of the concession; investor selection procedures and concessionary company and contract negotiating phase.

The country’s recent draft National Energy Strategy covers up to 2019 and describes plans
to diversify Albania’s energy system by fostering the development of renewable energy
generation asset (such as solar, small hydropower plants, wind and biomass) and thermal

Shala HPP

Assignment consists in review and evaluation of feasibility study of the 6 Hydropower Plants of Shala river cascade located in Shkodra, with total installed power of 127.6 MW and annual estimated energy production of 530 GWh. The subjects revised by ICE are: Financial Model, Hydrological Study, Energy Model, Hydraulic Components such as: water intakes, surge tanks, penstocks, powerhouses, tailraces, substations, tunnels, Temporary Works such as 100km of access roads and site camps, Expropriation Evaluation, Transmission Lines and Cost Estimates.

Interenergo, part of Slovenia's Poteza investment group, has won a concession to build, own and operate six hydropower plants with a combined installed capacity of 127.5 MW on the Shala river in Albania.Interenergo won against competition from one other bidder, the Italian consortium ICQ Holding, for the concession.An MoU on the project was signed in February with Albania's Ministry of Economy, Trade and Energy during a visit by the Slovenian President, Danilo Turk. The project, which will cost an estimated € 150 million, will involve the construction of one storage plant with an arch dam and five run-of-river plants.

Consortium is declared the winner by the Albanian Government for the project with a total value of 145 million euros, which foresees construction of six hydropower concession with production capacity from 2 to 12 megawatts of electricity.
