BB, it was a 28 cent blip back on the chart back in November of 2004. If you held as I did back then, and sold some on the way up, as I unfortunately did not, you would have pocketed some nice returns.

NEWS**JDZ: Oil Firms Negotiate PSC Terms
Conoil, Dangote, others meet in London August

Nigeria and the Republic of Sao Tome and Principe yesterday began negotiation of the Production Sharing Contract (PSC).
Also, winners of the recently awarded oil blocks including indigenous oil firms Conoil, Dangote Equity Energy Resources (EER) US-based firms, Environmental Remediation Holding Company (ERHC), Pioneer Natural Resources and Noble Energy, will converge in London early next month to discuss the terms that will govern exploitation of hydrocarbon resources in the blocks namely 02, 03, 04, 05 and 06.
Speaking at the inaugural meeting of all the stakeholders in the oil blocks in Abuja, the Executive Director, Monitoring and Inspection of the Joint Development Authority (JDA), Engineer Samuel Obiora, said the meeting was to kick-start the real negotiations on the PSC between (JDA) and the companies on the one hand and the Joint Operating Agreement (JOA) between companies in each of the five blocks.
Obiora said both the Nigerian government and its Sao Tomean counterpart expect rapid development of the oil resources in the JDZ of the Gulf of Guinea and other associated benefits.
Accordingly, the JDA, the body charged with administering the Zone, has been mandated to ensure that negotiations of the PSC up to the signing of the documents are concluded within three months from now, he said.
"This is a mandate we cannot afford to do less. All the machineries for the realization of this objective have been set in motion," said Obiora. He added that the authority expects that it will get the co-operation of the winners like it did during the negotiations with Chevron, ExxonMobil and Dangote Equity Energy Resources, winners of Block 01 awarded in 2003.
About 70 officials representing the 36 firms that clinched equity interest in the blocks attended yesterday's meeting.
Obiora said next month's London meeting would see the respective winners of each block hold a session differently on the PSC. "That is when they will present their observations in black and white, we also will present our position and we look at it collectively," he said.
While the PSC effectively transfered the rights and obligations in the oil blocks to the contractors (the oil companies), the JOA spells out the terms of agreement among all the parties in each block.
The key parameters in the PSC guiding operation in the JDZ include a signature bonus payable in one tranche and within 30 days of signing the PSC, a cost recovery ceiling of 80 percent, payment of production bonus upon reaching a stated threshold of production, payment of five percent royalty tax and 50 percent uniform tax rate payable to the JDA.
Obiora said oil drilling is expected to begin in Block 01 by October this year, while oil production will begin in blocks 02 to 06 within the next four to five years.
The JDA is expecting to reap a total of $283 million from signature bonuses. The amount is made up of $71 million for Block 2, $40 million on Block 3, while partners in Block 4 including Conoil, will pay $90 million signature bonus.
The signature bonus on block 5 fetched $37 million while Block 6 fetched $45 million.
Speaking to THISDAY yesterday, the President and Chief Executive Officer of ERHC, Mr Ali Memon, said the meeting gave an opportunity for all the partners to meet and discuss the plans for starting the negotiations. Also, the designated operators on the blocks will communicate with the other participants their plans for negotiations.
Memon said "of course, we have to be ready for each of those blocks to be able to meet the JDA to discuss the PSC."

LOS ANGELES — Unocal's board of directors Tuesday recommended that its shareholders accept a last-minute, $17 billion takeover bid from Chevron, rejecting a competing offer from China's third-largest oil company.

Chevron boosted its offer by $2 per share shortly before the Unocal board met Tuesday night, raising its bid to $63 per share or more than $17 billion.
"Our increased offer has been driven by competitive circumstances, but even at this higher price it remains a compelling transaction for Chevron stockholders," Chevron Chairman and Chief Executive Officer David J. OReilly said in a statement late Tuesday.
Hours later, Unocal's board of directors recommended the company's stockholders vote in favor of adopting the amended merger at their Aug. 10 meeting.
The move appeared to be a blow to CNOOC, an affiliate of China National Offshore Oil Corp. CNOOC, which is 70 percent owned by the Chinese government, had offered $67 per share for Unocal last month after Unocal already agreed to be acquired by Chevron.
American politicians have warned that CNOOC's effort could pose risks to U.S. national security and called for a full review by the Bush administration. The Chinese company's officials have welcomed a security review and denied that CNOOC was acting on behalf of China's government, which is in the midst of a multibillion-dollar campaign to secure foreign oil and gas supplies to power its booming economy.

ABUJA, May 31 (Reuters) - Sao Tome and Nigeria awarded five offshore oil exploration licences on Tuesday after a turbulent five-month delay plagued by disagreements between the countries and accusations of corruption.
A consortium of ERHC Energy (ERHE.OB: Quote, Profile, Research) and Devon (DEV.N: Quote, Profile, Research) won a 65 percent stake and the operatorship of block two, while the operatorship of block four, the other most highly contested block, was won by a consortium of ERHC Energy and Noble.
