It feels that way at times. Here's what can be verified:
1) another extension was granted by CDNL to March 11.
2) the transfer is subject to an approval process (call US Embassy or USCS and you can confirm)
3) the transfer cleared the State level. (Government website)
4) the transfer has not cleared SAFE (State Administration of Foreign Exchange)
5) multiple news outlets reports that transfers of funds have been slowed due to flight of capital concerns
Some people with business in China tell me not to panic yet while others can't believe how long it's taken. For me I'm holding but concerned.

No coincidence. The documents show that the plan was to take out notes with proceeds. When the delay hit, shortly after conversions hit.
Read the Q and filings, as they tell the story. It's not about one person profiting. It's about an undercapitalized company with slow contracts. It's also about plans to take out debts but when the equity investment doesn't come in on time the note holders business model is to convert and cash out. They did pay back and take out notes in at least two points.
A high risk investment with a high potential reward is rarely pretty.

Definitely much hard work and challenges ahead. Constant news is a double edge sword. On one hand we want to know what's going on but it can come across as fluff. All in the perspectives we bring.
I've been in for a long time and plan on sticking with it. I believe in the potential but recognize the challenges. While I like the progress type reports, I really want the solid fundamental news. Doesn't even have to be the China close.

Always good to be cautious. I have followed them for some time but only recently jumped in. Great concept to product but lots of challenges. Another trivia note is that before they were public was one of the first B-Corps.
Hahaha, the old office was in Pittsburgh ' s Southside on the third floor above a bar and deli. Vey hip and pricey neighborhood. If you dig through the filings, systems are built in Wooster OH at an outsourced faciity. Also in the filings is that they are in the current offices to reduce lease costs.

You almost have to think of this as an investment in a start up tech company even though CDNL has been around since 2004. In the first tranche because it is a set investment for a set number of shares you can show a PPS of approximately 0.10. However if the second tranche occurs it is an undefined number of shares for 51%. So at that point the PPS can only be estimated.

I'm long and a believer but also a realist on the challenges ahead. They have tremendous potential, tremendous challenges ahead. The 18th isn't a do or die date for me but the sooner there is an equity injection or one of the project starts rolling in a significant level the better. In my mind this quarter tells the tale.
The trading volume is crazy
They are issued. One is the original and the other is a continuation in part which extended the patient to other filtration

Lots of variables in that kind of prediction. The focus is on the investment closing but the next big step is strong and consistent revenue. With a clean balance sheet from the investment and strong revenue the rest of the pieces can fall into place. IMO it all comes down to the 1st qtr. That will determine if and when an up listing will happen.
I don't think this is a hype, but like most small/micro stocks risky. Of course the high risk gives the potential for high rewards.

What a day! I don't know whether to barf or buy more. I agree with the person that said the 10Q was scary, but I've always bought within what I could risk on the potential.
What does it tell you?
It's actually very set and straight forward as written in the SPA.
It seems to be more of a technology investment than straight stock. Since its restricted it will be at least 6 months but even then they won't be able to just sell because they will be inside the company. I don't know the process but it limits what management can sell I believe.

I was expecting a blah 3rd based on reading the expectations in the news and the 8K warrant change. Looking for the movement beginning in the 4th but more so in the 1st and 2nd quarters of 2016. If they can't blast off now then I'll move

The news in Panama (not cdnl pr) reports emergency legislation being passed to deal with water issues, including quickly setting up water treatment from rivers and lakes in areas of water shortages. Could be ideal with the recent acceptance of the system in Panama
As I read it, the up list is a goal and they are committing resources to met the qualifications. I believe there are also revenue targets as well as market cap and pps. So a number of steps but shows a commitment to the US company.
I don't think the 3rd quarter will be good and really counting on first 2016. In any case they need to get current
