I think we're saying the same thing different ways...either way, there is a large daily short volume (finra data) traded in general, they're just covered quickly enough that it doesn't show up on the biweekly report (otcbb data).
What do you believe the finra daily short volume is then? It has to mean something...

What your data shows is that there is massive daily / short term shorting going on with INOH

More ACTUAL DATA to help PROVE the Finra short sale volume is actual short volume and NOT fails to deliver:
