Federal forecasters lower seasonal hurricane estimate to 7 to 9

MIAMI
Government forecasters minimally reduced their prediction for the Atlantic hurricane season today, but said that up to nine hurricanes and up to 16 tropical storms are expected to form, still a busier-than-average season.
The National Oceanic and Atmospheric Administration maintained its estimate that three to five of the hurricanes will be major storms of Category 3 strength or stronger. The original report forecast up to 17 tropical storms, with up to 10 becoming hurricanes.
Despite the slight reductions and a harmless season so far, NOAA said atmospheric and oceanic conditions mean that the season likely will be more active than normal. On average, there are 10 named Atlantic storms and six hurricanes, three of them major.
"The early season activity really doesn't reflect what's going to happen in the peak of the season," said Gerry Bell, the lead seasonal hurricane forecaster at NOAA. "The fact that there's been no hurricanes so far means absolutely nothing."
Federal forecasters' move Thursday follows that of Colorado State University hurricane researcher William Gray, who slightly lowered his forecast last week.
Gray's initial projection called for 17 named storms and nine hurricanes, five of them intense. He revised it to 15 named storms and eight hurricanes, four of them intense.
After the battering by storms Katrina and Rita in 2005, there were widespread fears last summer of another powerful storm striking. But the unexpected development of El Nino -- the periodic warming of Pacific Ocean waters that affects wind patterns and tends to result in fewer Atlantic storms -- helped dampen conditions.
No destructive storms hit the U.S. last year, but forecasters warned this year that El Nino is over, which could prompt conditions that encourage the development of additional storms.
Bell conceded that forecasters overestimated the amount of tropical activity last year, but indicated he was more confident this season.
"The reason was that we failed to forecast the rapidly developing El Nino," he said. "This year there's no chance of an El Nino."
August typically marks the start of the most frenetic months of Atlantic weather.
Last year, there were 10 tropical storms in the Atlantic and just two made landfall in the United States.

I have STRONG feeling it is gong to be rush for the exits to SELL CTBG at .02-.03 OR LESS. I AGREE > One solid roll out and ABTG is a 100 million buy-out at minimum. NEW YORK - U.S. stocks had a tough week with the Dow Jones Industrial Average suffering its worst one-week point drop in five years, but a group of meditators promise their good vibrations will send the index past 17,000 within a year.
A group called the Invincible America Assembly made that claim and more Friday, insisting they have America's prosperity under control and their positive vibes will bring fewer hurricanes and better U.S.-North Korean relations.
Through group transcendental meditation the assembly — which has 1,800 people meditating daily in Iowa since it was formed in July 2006 — releases harmonious waves which benefit all aspects of U.S. life, spokesman Bob Roth told Reuters.
And the group's leader, John Hagelin, said when that number reaches 2,500 within the next 12 months, America will see a major drop in crime and the virtual elimination of all major social and political woes.
Asked what it would take to achieve world peace, Hagelin said such a utopia would need 8,000 meditators.
'We have control'
The group takes credit for, among other things: the Dow Jones Industrial Average reaching a record high of 14,022 last week, unemployment rates falling to a six-year low at 4.5 percent, and North Korea shutting down its nuclear reactor.
It operates two facilities in Iowa, where followers practice several hours of transcendental meditation each day.
"This is not praying for peace, this is not sending out positive thoughts for peace," Roth said. "This is diving deep into one's own consciousness."
Hagelin compared the Assembly's use of transcendental meditation to the invention of electricity and other advances.
"We have control over things we didn't have control over before. That's the progress of science," Hagelin said.
And while most people may be skeptical of the ability of meditation to bring such change, Roth said the Assembly was not going to try to change people's opinions.
"We're not trying to convince anyone of anything," Roth said. "We're just doing it."

Several major forecasters, including leading advisers for the insurance and energy industries, are downgrading their predictions for the remainder of hurricane season, saying cooler-than-expected water in the Atlantic Ocean will be less conductive to storms.
The warm water that fuels the storms is cooler this summer than some scientists expected. The difference is only a few degrees Fahrenheit, but it has reduced official forecasts by anywhere from one to three storms. In interviews, some forecasters said the cooler waters could have an even bigger impact, perhaps reducing the number of predicted storms by 30 percent.
"I think it's clear that it's now most unlikely we'll see damage similar to either 2004 or 2005," said Mark Saunders, lead scientist for London-based Tropical Storm Risk, which is used by insurance companies worldwide.
While all scientists agree that the water temperatures are cooler today than in similar periods in 2004 and 2005, not all of them, including the federal government, plan to reduce their forecasts. They say other factors, such as the position of the jet stream, are likely to have a larger impact on the season.
Another reason that weather experts are warning coastal residents to stay on guard is that waters in the Caribbean are not affected by the cooling. Many late-season hurricanes start in the Caribbean, although they are typically not as powerful as those spawned in the Atlantic.
Still, Saunders said, "The risk of damage is not as high this year as thought a couple of months ago."
In May, expectations ranged up to 17 named storms, on par with the previous record-breaking seasons.
But the first two months of the hurricane season have been quiet, even by early-season standards, with only two named storms ---- neither one of hurricane strength.
Since then, Tropical Storm Risk reduced its prediction for Atlantic storms from about 16 to 14, and plans to drop the number even further when it releases an updated forecast in early August.
Weather Services International, or WSI, a private forecasting group that advises energy companies including National Grid, reduced its prediction this week from 15 named storms and 8 hurricanes to 14 named storms and 6 hurricanes.
Explanations for the cooler water are debated by scientists. Theories range from sun-blocking dust clouds blowing off the coast of Africa to unexpected northerly winds pushing the warmest water farther south.
"All of a sudden this year, the ocean isn't as warm as we expected it to be," said Todd Crawford, WSI forecaster. "And in the end, ocean temperature is what drives hurricane development."
The water temperatures are comparable to the 2000 and 2001 hurricane seasons, Crawford said.
In addition to the cooler water, the hurricane-friendly La Niña weather pattern has mysteriously failed to appear. Scientists say it is now unlikely to develop until late September -- after the peak of hurricane season.
Some worry the downgraded forecasts will create an unwarranted sense of security.
AccuWeather forecaster Joe Bastardi considered putting out an updated forecast this week to remind people that the season will likely be an active one, even if some forecasters are pulling back.
He said his initial forecast, which calls for 13 storms, took into account cooler ocean temperatures.
"My definition of an active season is, if you get hit by a hurricane, then it was an active season," Bastardi said.
Hurricanes need water of at least 80 degrees to thrive. The average water temperature in the region between Africa and the Gulf of Mexico, where most Atlantic hurricanes travel, is about 85.5 -- only a half-degree warmer than normal.
But it is 2.5 degrees cooler than the average temperature during the 2005 season, when Hurricanes Katrina, Rita and Wilma made landfall in the United States.
"With hurricanes, you don't get them until you're above 80 degrees, and it doesn't get much above 85 degrees, so one degree can be fairly significant," said Jeff Masters, chief meteorologist for The Weather Underground.
Some scientists think a one-degree drop in water temperature can prevent as many as five storms from forming.
"I imagine all the new forecasts are going to come out with fewer hurricanes," Masters said.
The federal government's prediction features the widest range, from 13 to 17 named storms for the season.
Gerry Bell, lead forecaster for NOAA's Climate Prediction Center, declined to discuss the upcoming August forecast, but said the rest of hurricane season was likely to be strong.
Despite WSI's new forecast, Crawford stressed that angle, too.
"We do expect an active season still," said Crawford of WSI. "Just, not as active as originally thought. That's an important point."

NEW YORK (Reuters) -The 2007 hurricane season may be less severe than forecast due to cooler-than-expected water temperatures in the tropical Atlantic, private forecaster WSI Corp said on Tuesday.
The season will bring 14 named storms, of which six will become hurricanes and three will become major hurricanes, WSI said in its revised outlook. WSI had previously expected 15 named storms of which eight would become hurricanes and four would become major hurricanes.
"Because the ocean temperatures have not yet rebounded from the significant drop in late spring, we have decided to reduce our forecast numbers slightly," said Todd Crawford, a WSI seasonal forecaster.
The energy and insurance industries are keenly watching the 2007 storm season after the record damage caused by hurricanes two years ago.
During the 2005 season, hurricanes Katrina and Rita devastated parts of the U.S. Gulf Coast and temporarily knocked out a quarter of U.S. crude and fuel production, sending energy prices to then-record highs.
WSI's Crawford added that wind conditions due to the lack of an El Nino event were less conducive to formation of tropical storms.
Despite the downgraded forecast, WSI still expects the 2007 season to be more active than last year, and added that storm-weary parts of the Gulf Coast could still be hit.
"We feel the general threat to the western Gulf is reduced slightly, with a corresponding increase in the threat to the eastern Gulf and Florida," Crawford said.

It’s surely the calm before the storm, but London-based forecaster Tropical Storm Risk has just downgraded its forecast for the 2007 Atlantic hurricane season. Earlier TSR had predicted there was an 86 percent chance that hurricane activity in 2007 would be in the top one-third of years historically. Now that probability is at 72 percent. However, it’s important to note that TSR’s July update still points to an above-average season in 2007, with a 73 percent above-average probability of a storm striking the U.S. Four tropical storms are forecast to strike the U.S., two of which are expected to be hurricanes. According to TSR, the main reason for the forecast reduction is the fact that trade winds will be stronger than previously thought in August and September. Our readers constantly remind us that forecasts and predictions are just that. The 2007 Atlantic hurricane season is barely a month old and the period from August through October is generally the most active, with a peak in early to mid-September. The quiet June and July has caused storm experts such as Weather Underground’s Jeff Masters to revise downward the number of hurricanes that will happen this year.
But he says that the next ones to develop are most likely to be in the Caribbean or Gulf of Mexico.
For the immediate future, neither AccuWeather meteorologist Rob Miller nor storm specialist Trisha Wallace of the National Hurricane Center report anything developing over the next week or so. They are watching three tropical waves moving across the Atlantic but do not expect them to turn into anything significant.

yesNY this is the 3rd excuse I have heard for the sale of the 1 million shares. Do you finally get it?
I wish I knew when you will be getting your dividend, unfortunately that is something that the company is working on and because I am not an officer or director of the company, I will not know until the news release comes out, which I am told should be happening within the next 30 days. As for the breakdown, I have not the slightest idea. The company stock price has to stabilize before you are able to calculate a dividend price. I will know the total outstanding shares of FTXN later this week when I get a copy of the DTC report. The shares that hit the market last week were from a company that was supposed to do a large promotion with the company, but it looks like they just stole the shares and blew them out. Jim Dial can NOT be trusted, His PR is IMO not borderline fraudulent it is blatantly fraudulent. Grifco International, Inc. on Thursday announced the exercise of its option for 100% of the working interest (WI) and 75% of the Net Royalty Interest in 208 gas leases located in the Permian Basin geologic formation in Crockett County, Texas. The Permian Basin is the 6th largest known producing, proven and probable recoverable hydrocarbon basin in the world--larger than the North Slope Alaska USA. Under the terms of the option, the Company will begin spudding on 7 drill sites in the next 30 days. Each drill site will take approximately 2 weeks to complete. It will take another 2-3 weeks for commercial production.
The proven reserves of gas in the 208 drill sites are 109 billion cubic feet based upon an expert geologist report. The closing price of gas on the New York Mercantile Exchange as of December 8, 2006 was $7.56 per cubic foot of gas. Cost of the option, drilling and production costs is estimated at $1.75 per cubic foot.
There are five different pay zones with the first 6 wells targeted in the shallow pay zone at 5,000 ft. Other pay zones are located in the geologic formations composed of San Andres; Canyon Sandstone; Pennsylvanian Strawn Limestone; and Ordovician Ellenburger Dolomite. The cost of drilling in deeper pay zones is higher than in shallow zones.
The net proceeds from the 7 drill sites will be used by the Company to expand drilling operations to the remaining 208 drill sites and to finance the repurchase up to 25,000,000 of its shares in the public market place.

Medical Services International Inc. (OTC: MSITF) wishes to announce that it has begun to ship its VScan (TB) rapid test kits to Africa. The World Health Organization (WHO) has declared a tuberculosis (TB) emergency for Africa. This epidemic kills more than 500,000 Africans each year. With early detection and proper treatment TB can be cured within six months. The crisis has been caused by the increased levels of HIV/AIDS which weakens resistance to such infections. The two diseases occur together so frequently that doctors call them "the terrible twins".
Tuberculosis is mainly a disease of the lungs and each cough spreads thousands of infectious droplets (Mycobacterium tuberculosis). Of the 2 billion people infected with tuberculosis (TB), 200 million worldwide will develop active TB and then be able to infect others. Eight (8) million new TB cases are diagnosed each year. Three million people die from TB each year. TB kills more adults each year than all other infectious diseases combined. TB is the leading killer of people infected with HIV worldwide. Published data shows that more than 35% of HIV patients have undiagnosed TB.
The VScan TB test kit only detects "active" TB and gives NO false positives. There is no other rapid test kit available for Tuberculosis (TB) that is more accurate than the VScan TB test kit. Fast accurate and early diagnosis of TB is the cornerstone of worldwide control and prevention. Left untreated or treated inadequately, one person with active TB will infect as many as 15 people in one year.
Medical Services currently has VScan test kits for both HIV and TB. In early 2006, Medical Services will bring to market its new VScan HIV/TB rapid test kit that detects both HIV and TB at the same time using the same kit. It is felt that this kit will have a significant impact on the market in both detection and treatments. Early detection of TB can speed treatment of HIV/AIDS by prompting patients to seek medical help early enough for the life saving antiretroviral drugs to work. TB can serve as a vital early warning sign for HIV. Drugs that combat TB are cheap and effective and when taken as prescribed for six months they can cure most cases of TB. The solution to stop this TB/HIV/AIDS emergency is to treat TB and HIV/AIDS together.
The combined VScan HIV and TB rapid test kits will be an effective tool in the battle to control these diseases. The new combined VScan HIV/TB rapid test kit will offer the medical profession a significant tool to fight these diseases and at the same time will become as important to the company as the VScan HIV kit by itself has been. These kits use whole blood, are fast and accurate and can be used in areas where there is little or no medical facilities or medical personnel. In addition, the time and expense currently necessary to test for both HIV and TB is significant. Using the VScan rapid test kits for testing reduces the cost by 5 times the current cost to test for both HIV and TB.
