Minister Director of the WB expects Gjiknuri, Goldstein, energy reform is going very well, Posted on: 03 November 2015
Minister of Energy and Industry, Mr. Damian Gjiknuri received today the Director for Eastern Europe World Bank, Mrs. Ellen Goldstein. The Minister informed the officer of the World Bank on the progress of reform in the energy sector.
In assessing the Minister Gjiknuri reform is giving its positive effects on the sector as also received support from citizens who have joined legality in electricity consumption.
"From an abrasive finance sector and the State Budget, the energy sector has already begun to contribute to the country's economy," said z.Gjiknuri.
The Minister stressed that the losses in the network is lowered to the level reached 31%, the level of current collection efficiency has increased as have been collected during the last two years about 200 million euros of arrears.
Z.Gjiknuri explained that now the government is working for the new market, the liberalization of the energy sector and to establish the scholarship project power in Albania.
World Bank Country Director, Mrs. Goldstein praised maximum results in the energy sector reform is providing. According to her, the quick resolution of the conflict over the status of the distribution company was appropriate to open the road sector investment and reform.
While stopped in the project of recovery of the energy sector, Ms. Goldstein described very good progress of the reform undertaken. According to her, the effects of the reform will be made even more vulnerable by improving customer service.

the legal framework and improving the liquidity of the sector.
It is now important to continue with the reforms, especially
with regard to devising an appropriate support scheme for
renewable energy. Albania’s energy regulatory authority ERE
has to live up to the challenge of certifying two transmission
system operators in the near future and prove its independence
at the same time
And PSPW was going to build a HPP project 2 years ago? well that put the skids on that, and our newsletters stopped also,coincidence?

In Albania, the government has announced the opening of the Power Exchange in an effort to liberalize the electricity supply market and other sources of energy in the country. The decision follows the voting of the new bill on the Sector of Electricity, as Albania is taking concrete steps to liberalize the energy market. Meanwhile, there will also be legal amendments in order to create a new market model.
The opening of the power exchange is expected to regulate a number of deformations in the power supply market in the country, while offering opportunities for real prices in real time, for electric supply or fuel.
Power exchange will be part of the energy market, which aims at increasing transparency in the trade of energy. Minister of Energy, Damian Gjiknuri says that this power exchange will be a mechanism which will enable physical and financial transaction of energy volumes.
The success of this exchange depends on the amount of volume that will be traded in it.
The minister praises the latest incentives that have to do with the liberalization of the energy market in Albania. According to him, steps are being taken with neighboring countries to join markets and to create bigger markets than those of a single country, as it’s the case with Kosovo.
“Several efforts are being made under the supervision of the Energy Community for the creation of joint offices for the allocation of capacities, something that makes these countries connect to each other and be more liquid. Once they’re more liquid, there are more financial guarantees for investments”, minister Gjiknuri says.
The strengthening of interconnection ties between the countries of the region is taking place in the framework of the process initiated by the Berlin Conference for the Balkan countries.
Albania’s transmission line with Montenegro and Greece is now functional. Next year will mark the completion of interconnection line with Kosovo and the start of the construction of the line with FYROM.
Parallel to this, Albania is taking measures to create an energy market and its power exchange. Later on, the aim is to follow the Norwegian example and pass into a regional energy market or exchange.
Based on the Electric Energy bill, 30% of the energy market is expected to be liberalized within 2018. /ibna/

Weird thing happened this evening,
Stopped in for a coffee and talked to pleasant hostess with a strong accent,
I asked her where she was from, she said that she just got here from Dublin Ireland. After the normal chit chat, I asked her how business's were doing over there, she replied that her brother was in finance over there and he had told her that business's were flooding into the country, to make use of the tax breaks.(Hmm!)
