Globalstar Announces Receipt of Terrestrial Licenses
Covington, LA - (August 4, 2017) - Globalstar, Inc. (NYSE American: GSAT) today announced that the Federal Communications Commission (FCC) has issued licenses authorizing Globalstar’s terrestrial broadband services over its satellite spectrum at 2483.5 MHz to 2495.0 MHz.
On December 23rd of last year, the FCC unanimously adopted a Report & Order permitting Globalstar to provide terrestrial broadband services over 11.5 MHz of its licensed Mobile Satellite Services spectrum at 2483.5 to 2495 MHz. As provided in that Report & Order, Globalstar filed applications to amend its existing MSS licenses in April of this year in order to receive the terrestrial authorization permitted in the Report & Order. The FCC placed Globalstar’s applications on public notice in May with a comment cycle that ended July 11th. No oppositions to Globalstar’s applications were filed. Today, the FCC issued to Globalstar modified licenses permitting terrestrial services.

here's explaining why GSAT hasn't been purchased yet: this shareholder dose not believe anyone is gonna make any offers -- of any kind or flavor -- without the domestic and international regulatory approves being in hand metaphysical certitude.
it would be like someone making an offer on a piece of property without the owner having a confirmed/valid DEED In Hand -- AND with a surveyor & building/property inspector having metaphysical certitude of where the property line boundaries are and that it's structures are all up to code... AND if there were lets say "minerals" and therefor rights to said minerals involved, any prudent buyer or lessor would also demand with metaphysical certitude that there is gold or oil or whatever (and have an awesome idea of just HOW MUCH gold or oil or whatever) is contained within those property lines AND that the holder of the deed has metaphysical certitude confirmed mineral rights to "mine" them!
ERGO, until our dearly beloved FCC issues the US license mods AND the applied for international licenses come though -- its this realists view/thinking anyone would be a DAMMED FOOL (circumventing their fiduciary duties/responsibilities) to consummate a buyout or any kind of deal of/with the co -- just as in the above case of the property and the metaphysical certitude of its minerals and rights thereof!
oh and one last thing, if there was NO CHANCE of the above happening/coming to fruition, yours truly doesn't think Monroe would be needlessly tossing/flushing another $33MM down the proverbial toilet/into it... instead, Monroe would have saved/kept the $33MM and let the co go into BK... so that is where the $ talks and it says/speaks volumes A LOT to this LONG shareholder.

NO -- just like the co's original TLPS Submission though/to it's Voted NPRM Status and then from that point to a Report & Order there were no dates, just lots of crossed fingers, hopes and monumental wishes (and a whole lot of shareholder nervousness and angst!).

NO IDEA, or put another way: it will be made when it will be made.

INDEED-y, BUT before anything substantive can happen vis-a-vis a merger, sale or the consummation of a domestic (or even international) spectrum license deal, two hurdles remain to be cleared:
#1.) the FCC -- (hopefully/presumably) on "Delegated Authority" to the IB (International Bureau) -- needs to approve the license mod/plans that were submiitted to them back in April. N.B. the last date for filing comments in this process was July 11th, viz.: https://apps.fcc.gov/edocs_public/attachmatch/DA-17-509A1.pdf -- so now, presumably, the IB is busy "at work"/"in process" of getting this approval out-the-door -- at that point the USA spectrum is Good To Go/use.
#2.) the International filings for a license in Those Four Countries... either one or more (or all) of them need to be granted.
The Thinking here is that the US FCC license filing and perhaps one of more of the International Filings were most likely tailored to a specific buyer or spectrum lessors needs/wishes/requirement(s).
There is also the fact that Jay recently bought an additional $33M of stock... unless he was smoking something "funny", that action alone speaks/says for something? talk is talk (which Jay is not known for), but $ is $... and as the saying goes, $ talks & BS walks (or $ speaks louder than words).
The BELIEF here is that there is A Deliberate and Necessary Process going on and that process needs runs to run its course to a successful completion/fruition.
Until THAT happens, peoples nerves and patience's are going to be continually stressed/tested and perhaps to the breaking point.
fyi/btw, as for risk mitigation: this shareholder has already removed (and thus re-banked) the initial investment capital so the only thing to be 'lost' here would be any gains -- not principal.

Globalstar Licensee LLC and GUSA Licensee LLC (together with its parent corporation Globalstar, Inc., “Globalstar”)1 hereby respond to comments filed by the GPS Innovation Alliance (“GPSIA”) on the above-captioned applications for minor modification of Globalstar’s space station and blanket mobile earth terminal licenses to permit terrestrial wireless broadband operations in the 2483.5-2495 MHz band.2 GPSIA was the only party to file comments on Globalstar’s applications by the International Bureau’s June 23, 2017 deadline.3
In its comments, GPSIA requests Globalstar’s acknowledgement that, in operating low- power terrestrial broadband systems at 2483.5-2495 MHz, Globalstar is required to comply with the emissions levels into the 1559-1610 MHz band to which it previously agreed with the National Telecommunications and Information Administration.4 Globalstar understands that it remains subject to these 2008 commitments and confirms that its proposed low-power terrestrial wireless broadband operations at 2483.5-2495 MHz will comply with these out-of-band emissions limits into the 1559-1610 MHz band. Globalstar will meet these limits, and its terrestrial operations at 2.4 GHz will have no effect on GPS and Global Navigation Satellite System (“GNSS”) systems and devices operating in spectrum more than 800 megahertz away.5
Given the benefits for consumers and other substantial public interest benefits that will result from Globalstar’s terrestrial wireless broadband operations at 2483.5-2495 MHz, the International Bureau should expeditiously grant Globalstar’s applications for minor modification of its space station and blanket mobile earth terminal licenses.

SIMPLY STATED: NO SANE FIDUCIARY IN THEIR RIGHT MIND -- whether it be a potential partner or buyout candidate -- should/would consider consummating a transaction until they have 100% assurance that what they wished to deploy or buy (or buy or lease the rights to) -- and thus were gonna be forking over da Big Bucks for -- would be A-OK with the FCC, say, for in da CONUS -- as well as if said partner or buyout candidate had ROW (Rest of World) spectrum use aspirations in the sovereign states of which they wished to make use of said spectrum on an international basis/scale .
A sane and responsible fiduciary partner or buyout candidate would ABSOLUTELY POSITIVELY HAVE TO SEE AT LEAST ONE (more likely to ALL) of GSAT's filed INTERNATIONAL (I.e. foreign country) licensing applications APPROVED AND IN GSAT's HAND before da fat lady sings... AND THAT PROCESS is gonna take its own sweet time to "percolate" though the various and sundry regulatory agencies -- just like The Process of GSAT's initial filing to NPRM Status to the eventual Report & Order rule making did.
