That report called "Daily SHORT Volume Report" indicates the Number of Shares NOT MATCHED within 30 seconds". RAW DATA from the SYSTEM.

If as maniac points out PYCT is UNSOLICITED and MMs are NOT MAKING a Market, then sometimes they are NOT DOING A GOOD JOB OF MATCHING.

The Bi-Monthly report details are "submitted (as opposed to RAW)", which means it could, and in PYCTs case IS under reported.

They sit and rot in the DTCC accounts. The DTCC is like a bank for stock, you have balances for each security, each registered broker and broker dealer has an account with the DTCC through CNS. Every trade transaction is either "Debit" or "Credit" that brokers account. Worthless securities are dumped to the DTCC since the DTCC owns the whole trading float. They just sit there and rot.
Now if you are wondering what happens if say a masive pump and dump comes and the broker dealers want to make a market, can they buy and sell the shares from the DTCC balance? Yes, it is the same process when a new ticker comes to the market or exchange. The DTCC assumes all current free trading shares from the sponsoring broker and as the new market trades those shares are bought and sold from the DTCC balance, thus the FLOAT.
It is a part of the DTC custody service offered by the DTCC.

There are several reasons to do so, if one bought the shares in an IRA account for example, they are charged a monthly maintenance fee on those shares. You can write off a loss at anytime and it will still go towards the end of the year realized losses. There is no real strategy in the OTC when it comes to realizing a loss, it is known as the Illiquid Market for a reason.

We were TOLD back in Feb of 14, that 'there is no market for shares under .0001' but that 'your broker' (if you want out) will give you 'a token amount' to take the shares 'out of your account'.

The question was then asked 'What does the broker do with the shares'.
We were TOLD 'they do nothing with the shares, they just go into a type of dead stock file.
