CDC: HIV rates rising among gay men
Data released last week by the Centers for Disease Control and Prevention show that the number of newly diagnosed HIV infections among gay men was 17% higher in 2002 than in 1999, The Washington Post reports. Latino men who have sex with men posted the highest rise in new infections, with 26% more last year than in 1999. New infections among white men were 8% higher, while infection levels among African-Americans and Asians remained about the same. The statistics are from 29 states that record all new HIV infections and are considered to be an accurate reflection of national trends. The number of gay men newly diagnosed with HIV in the 29 states surveyed was 9,988 in 1999, but climbed to 11,686 in 2002. Of all the people diagnosed with HIV in the 29 reporting states between 1999 and 2002, 46% of them were men who have sex with men.
Health experts say the increases in new HIV infections among gay men shows that prevention efforts are starting to lag. "We need to remind not just the groups at risk but the American public that HIV and AIDS is not over in the United States," said Ronald O. Valdiserri, deputy director of the CDC's National Center for HIV, STD, and Tuberculosis Prevention. CDC officials blame the rise in new HIV infections on AIDS complacency, both due to a misconception that antiretroviral treatments can provide lifelong control of HIV infection and because a new generation of gay men now coming of age have no firsthand recollection of the early days of the epidemic.

Any qualified engineer can be both a practitioner of his specialty (EE, ME. CE, SE, ChemE, ProcessE, etc.), and a consultant, without being a Registered Professional Engineer ("PE"). Registration is only required if one is going to practice engineering on behalf of or for the public, and sign and/or seal engineering drawings for submittal to building permitting authorities for construction of works or facilities accessible to the public at large (aka: Engineer of Record). If you want to be a staff suit at some A&E firm like Fluor, Jacobs, Black & Veatch, etc., a PE helps if you want to get promoted or be a group manager - which is a situation as attractive to most of us as having the flu.
Those of us who work directly for private and/or industrial clients, or occassionally assist A&E (architectural & engineering) firms with special projects, have no need to obtain or maintain a "PE" - since we make just as much or more without the associated hassle, liabilities, or cost. The client firms perform the function of being the registered PE/AIA.

German officials say one suspect was taken into custody Friday in the northern city of Hamburg on an Italian arrest warrant. The suspect is identified as Mahjub Abderrazak of Algeria. He was arrested in Hamburg in July on suspicion of planning a bombing in Spain, but later was released for lack of evidence.
Italian officials say two other North Africans and at least one other person were arrested in the northern city of Milan.
Reports say all four suspects have alleged links to the al-Qaida terrorist network. They are expected to be charged with international terrorism.
Meanwhile, British authorities have raided three houses in southwest England following Thursday's arrest of a terrorism suspect in the town of Gloucester. Police continue to question a 24-year-old man after removing a small amount of explosives from his home. News reports identify the suspect as Sajit Badat, a British man of South Asian extraction.
British Home Secretary David Blunkett said the man posed a "very real threat" to Britain. News media reports in London say investigators are looking into whether the suspect is connected to shoe bomber Richard Reid, who tried to blow up a U.S.-bound airliner with explosives hidden in his shoes in late 2001. In a separate investigation, British police arrested a 39-year-old man in Manchester on suspicion of terrorist activity.
