House passes bill aimed at streamlining mine permitting
This week the U.S. House passed, with a bipartisan vote, H.R. 1937: the National Strategic and Critical Minerals Production Act of 2015. This legislation addresses delays in the permitting of American mining projects, which can currently take seven to ten years or longer. This bill requires the lead permitting agency to identify a project lead to coordinate with all involved, set and adhere to deadlines, establish clear goals, and track progress. It also allows state reviews to count towards federal National Environmental Policy Act (NEPA) requirements, and streamlines judicial review and litigation.
In response, Western Caucus Chairman Cynthia Lummis (WY-at large) issued the following statements in response:
“Critical minerals and metals are vital to everything from farming to transportation, from technology to national security, and this makes permitting of American mining projects of the utmost importance,” said Chairman Lummis. “I thank Rep. (Mark) Amodei for his work on this legislation that streamlines permitting to ensure a robust American production of these minerals. This bill will help secure America’s critical mineral supply, lessen our dependence on foreign countries, and create jobs here at home.”

Orocobre is still de-bottlenecking
the Olaroz project and this seems to be taking much more time than originally anticipated. That's great, but unfortunately these so-called 'simple enhancements' take more time to be implemented than originally anticipated. In the previous update (just a month ago), Orocobre promised it would reach the break-even point of 650 tonnes per month in October, but has now retracted that guidance and now doesn't expect to reach this stage before December of this year when two new heat exchangers will be installed.

According to experts, lithium prices continued to move higher at an accelerating rate. At a recent presentation during the Toronto leg of UK-based Benchmark Mineral Intelligence’s World Tour 2015, market analyst Simon Moores noted that lithium carbonate prices were up 10% to 15% over 2014, and 20% to 25% for lithium hydroxide. According to Moores, the price for lithium carbonate had risen 40% from 2010. Notably, he explained that annual price increases were accelerating during 2014 and 2015 (estimated). Evidence of this trend could be found in the recent news that FMC Corp was raising prices on its lithium products by 15%, Findlay noted. Demand growth was also looking up, with two additional new gigafactories (or expansions of existing factories) being announced. Technology firm Apple had also confirmed that it would launch an EV, while Tesla Motors acquired a further 468 had of property in Nevada for possible expansion, which could result in the gigafactory becoming the largest building on earth. Further, German car manufacturer BMW had also announced that within ten years, all of its vehicles would be electric, while demand forecasts were rising for both lithium-ion EVs and giant, grid-scale, energy storage systems (ESS), Findlay noted. The diesel emissions scandal by fellow German automaker Volkswagen could further hasten the demise of internal combustion engines, more than offsetting multi-year lows in oil and natural gas prices. Panasonic Corporation, one of the world's leading battery makers, was predicting significant growth for lithium-ion batteries. Panasonic was expecting compound annual growth rate (CAGR) of 74.9% in utility-scale (stationary storage), batteries and a CAGR of 16.9% in EVs.

Well maybe this guy understands something like time to load up on some shares. I wounder if he reads the message board and say to himself maybe i should off till this puppy is in .15 cents lol I do not think so but If it does go to .15 i am buy more as I feel good knowing i was able to load up again at .205 cents and Feel very happy about that. I think my average is .40 with all my share now so i am down 50% if I were to sell or the stock tanked I would loss about a new pick up truck worth of money. If the stock goes up to 5 dollars in 5 to 10 years I will be able to buy a house.

Western Lithium remembers R. Edward Flood, founder, leader, geologist, mentor and visionary for a revolution in lithium battery demand. Ed was the co-founder of Western Lithium and believed that the lithium properties that he staked in 2007 in Nevada, “would be valuable one day”. Ed closely followed the advances in lithium ion battery technology as it was applied to small scale electronics, but saw the greater opportunity in electric vehicles. From his home in Monaco, Ed witnessed the early adoption of lithium battery technology for autos and bicycles in Europe. In the past several years, battling Lou Gehrig’s disease and an avid cyclist, Ed could be seen riding his electric lithium battery powered Strommer bicycle in Vancouver. Diagnosed with a neuro-motor degenerative disease, ALS, in 2011, Ed remained active in professional life, and was Co-Chairman of Western Lithium, until his death on October 15, 2015.
Ed made a positive impact on many of his colleagues over the past 35 years in international mining. He was a Director of Western Lithium between November 2007 and July 2008 and its Chairman between July 2008 and June 2012. Ed joined Western Lithium again as Co-Chairman in 2014. Ed is also remembered in the mining industry as, CEO of Concordia Resource Corp. (now Kaizen Discovery Inc.), Deputy Chairman of Ivanhoe Mines Ltd. (now Turquoise Hill Resources) and its founding President, principal at Robertson Stephens & Co investment bank, Non-Executive Chairman of Byron Capital Markets, Managing Director, Investment Banking for Haywood Securities (UK) Ltd.

I think you have fairly assessed both Focus and Lomiko in regards to graphene exposure and potential. Both are at early stages of development but the big difference is Focus and Graphoid are well-funded and 10 times the market cap of Lomiko and well-funded while Lomiko is under-funded. This creates a potential opportunity for a key investor or group. We haven’t found that group yet so we are doing what we can with what we have.

A similar company to Focus Graphite, Lomiko Metals Inc. (TSX-V:FMS, OTC:FCSMF) was recently in the news for having turned graphite into “graphene oxide.” (Grafoid also says it can also easily oxidize MesoGraf.) The graphene supercapacitors which made headlines last March were made from graphene oxide using the laser from a DVD burner.
A company representative left a comment on my previous post saying the company is
[W]orking closely with Glabs [Graphene Laboratories of Calverton, NY] to develop supercapacitors and other devices and ideas using graphene converted from natural flake graphite we find in Quebec. The connection between graphite and graphene on a scientific level is large. However the some of the amazing properties of graphene can be found in graphene nanoplatelets. Imagine graphene to be a pristine, smooth plywood sheet and nanoplatelets a particle board or cork board formation. This structure may increase conductivity but reduce strength and make the substance useful in battery and supercapacitor applications (which we are working on). As you know, there are more than 9000 patents for graphene. There is enough flake graphite resources to supply the creation of an industry based on graphene. But few are working on the pinch point of the hourglass – the conversion technology. That is what Lomiko and Glabs would like to create graphite and graphene substances that focus on one or two of the qualities of graphene – strength, conductivity, or elasticity and produce it for pennies per gram. Current costs of $ 100 – $1000 per gram are prohibitive for production purposes.
According to my professional investor panel and several respondents to my poll, suppliers of graphene like Lomiko and Focus Graphite, as well as associated production equipment such as Aixtron (NASD:AIX) and CVD Equipment Corporation (NASD: CVV) because of their ability to benefit from a broad range of commercial applications.
However, given the early stage of Grafoid’s and Lomiko’s research, I believe these two companies should only be considered as investments on the basis of the value of their graphite mines. Graphite will have value whether or not it turns out to be a practical source of graphene feedstock. If these companies can be bought at attractive valuations based only on their mining assets, then graphene may provide a potential long-term upside.
I was able to grab some shares today what a price I am shocked this is overlooked.

The project is also surrounded by excellent infrastructure and logistics, key elements which have been instrumental in keeping the project’s operating costs very low. From a transportation perspective, the project is located on a paved highway which connects Argentina to Chile. The project is in very close proximity to the Chilean port facility of Antofagasta – the deep sea port approximately 550 km away, from where the final lithium product will be shipped to end customers. From an energy perspective, the project is optimally located – only approximately 50 km away from a natural gas pipeline. As energy is one of the largest cost elements in lithium carbonate production, access to this inexpensive energy source is a significant benefit to the Company.

The POSCO Heads of Agreement, signed on August 27, 2015, calls for lithium production to commence by early 2017. POSCO’s proprietary lithium extraction technology will be used for the production of lithium carbonate and lithium hydroxide. POSCO will finance the capital expenditures up to and including the initial phase of 2,500 tonnes of lithium carbonate, expected in late 2016. Ramp up to 20,000 tonnes is expected in 2017.

The largest German Li Ion battery plant was supposedly just acquired by another Canadian company: Electrovaya. It wouldn't surprise me, although I have no real knowledge of any particulars, if Electrovaya and Western Lithium had some type of "understanding" regarding supplying the Electrovaya plant in Germany with lithium from Western Lithium sometime in the future. Germany is particularly into Solar power and alternative energy of all kinds so all the recent interest in Energy Storage Units generated by Tesla's unveiling of it's Power Wall will just increase the desire for home and industrial ESUs in Germany and Europe all together. As I mentioned... just conjecture on my part, but the lithium for Li Ion batteries of all kinds, including definitely ESU applications, must come from somewhere and I don't believe Europe has a lot of local lithium supplies. Could be wrong on that last part, but I don't think so. Bottom line is I do believe there may be a Method in the Madness about doing the demonstration plant in Germany

Electrovaya to develop 500 KW lithium ion battery system for Con Edison
ORONTO—Electrovaya, a Mississauga, Ont.-based battery developer and manufacturer, has announced it has begun work on a 500 kilowatt lithium ion battery storage system for Con Edison, a major New York utility.
Currently, Con Edison uses portable diesel generators to provide temporary on-site power. Electrovaya’s alternative, which is designed as a Transportable Energy Storage System, will allow the utility to store up to 500 kilowatts of electricity and provide 800 kilowatt-hours of energy to the grid during outages. The system will allow for increased grid efficiency and be a cleaner alternative to the current fossil fuel-burning solution.
“We are very excited to begin the project with Con Edison and NYSERDA to deliver a highly innovative take on an energy storage system,” Rajshekar DasGupta, vice-president of business development at Electrovaya, said. “Con Edison worked closely with Electrovaya to develop the specifications for the TESS and ensure that it has the right performance characteristics to replace large-scale diesel generators.”
“We believe the TESS will give the right mix of resilience, reliability, performance and cost effectiveness. The project builds upon Electrovaya’s experience with lithium ion energy storage systems and will utilize our latest technologies, including the new cell developments and ceramic separator technology from our Germany subsidiary,” he added.
Electrovaya noted the project received support through the New York State Energy Research and Development Authority’s Smart Grid Program, which is an energy strategy designed to build a clean, resilient and affordable energy system for all New Yorkers.
The announcement comes on the heels of another major contract win for the Toronto cleantech firm. Earlier this month, Electrovaya announced its German subsidiary, Litarion GmbH, had signed a $27.3 million contract to supply Lithium Ion battery products to a German company.
Electrovaya said the TESS is expected to be delivered to Con Edison in the second quarter of 2016.
