I got it... there's going to be an announcement they're going private after the buyer has accumulated most of the float and they're going to buyout all the shareholders at 50 cents a share for a total sale of 750million but they'll be a huge shareholder already so the actual price they paid for their shares was 004..

The reason we arent seeing any PR or increase in shareholder value attempts is that the buyout is already underway as seem with the accumulation..

And they're buying shares on the open market cheap to increase their ownership prior to making an announcement.
