Seven pro-marijuana bills introduced Thursday in Congress
Seven pro-marijuana industry bills were announced Thursday morning by a bipartisan group of U.S. lawmakers in the House and Senate, suggesting that 2017 may be the year real reform gets through the Capitol.
The sponsors range from longtime marijuana industry allies such as Oregon Democrat U.S. Rep. Earl Blumenauer to newcomers to the cause such as Florida Republican U.S. Rep. Carlos Curbelo.
Three bills were introduced in the Senate, along with four more in the House. In the upper chamber, the point man is Oregon Democratic Sen. Ron Wyden, who is sponsoring all three bills.
Mirth ProvisionsOne of the measures, which would grant an exception for state-licensed marijuana businesses to the 280E provision of the federal tax code, is also co-sponsored by Kentucky Republican Rand Paul and Colorado Democrat Michael Bennet.
A parallel measure was introduced in the House by Blumenauer and Curbelo. Both measures are called the Small Business Tax Equity Act.
Wyden’s second bill, called the Responsibly Addressing the Marijuana Policy Gap Act, would guarantee banking access for legal cannabis businesses, grant bankruptcy protection for MJ companies, prohibit the use of civil asset forfeiture tactics by the federal government against legal marijuana businesses and much more, according to a news release.
Wyden’s third measure, dubbed the Marijuana Revenue and Regulation Act, would remove marijuana from the list of federally controlled substances and establish a new federal excise tax on cannabis products, with a top tax rate of 25% of the sale price.
In the House, the four bills being run are all similar – if not identical – versions of the Senate bills, with the Policy Gap Act broken into two different bills, according to sources (draft language was not immediately available Thursday).
Blumenauer and Curbelo are teaming up to reform 280E, while Colorado Democrat Jared Polis is sponsoring the House bill to deschedule cannabis. Blumenauer is also sponsoring the other two bills introduced in the House on Thursday.

Nancy Pelosi slams Jeff Sessions for 'pathetic' excuse of Russia meetings
House Minority Leader Nancy Pelosi slammed Attorney General Jeff Sessions on Friday, saying his excuse for having omitted meetings with the Russian ambassador from his confirmation hearing testimony is "pathetic."
In the wake of Russia's reported involvement in the 2016 presidential election, Sessions recused himself on Thursday from "any existing or future investigations of any matters related in any way to the campaigns for President of the United States," after news broke of two meetings he had with Russian Ambassador Sergey Kislyak.
Pelosi sat down with POLITICO Live's "Playbook Interview" series on Friday morning, telling Jake Sherman and Amanda Palmer she believes Sessions' recusal is "an admission that something was wrong."

"Everybody knew that there was something completely out of order that was going on," said Pelosi. "So for him to say 'Well, I was just meeting with him in the normal course of a senator meeting with an ambassador' -- and the Russian ambassador, who everyone knew was hacking our system ... it's beyond naive. It's almost pathetic ... it's almost pathetic."
Pelosi was among the Democrats who called for Sessions' resignation on Thursday. She was joined by Sen. Elizabeth Warren and Rep. Elijah Cummings, among others.
Pelosi expanded on the "completely unacceptable" course of actions out of the White House this week, saying the office of the attorney general is meant to serve as a bar standard for lawyers and law enforcement throughout the country.
"If these meetings were innocuous, why did he deny that he had them?," Pelosi asked. "The fact is he's the highest law enforcement officer in the country. He's supposed to tell the truth."

Attorney General Jeff Sessions finds himself in hot water, after the Washington Post dropped a bombshell report Wednesday night showing Sessions denying under oath that he met with any Russian officials during the campaign — despite the fact that he indeed allegedly met with Russian Ambassador Sergey Kislyak.
During Sessions' confirmation hearings, Sen. Al Franken (D-Minn.) asked Sessions what he would do if he found out anyone connected to President Donald Trump's campaign had contact with Russia.
"If there is any evidence that anyone affiliated with the Trump campaign communicated with the Russian government in the course of this campaign, what would you do?" Franken asked Sessions during the hearing.
To which Sessions responded, "I have been called a surrogate at a time or two during that campaign, and I did not have communications with the Russians, and I'm unable to comment on it."
Since the news broke, Sessions has denied that he committed perjury, or in layman's terms, lied under oath.

Chart: Recreational marijuana markets in Washington, Colorado still soaring

Sales of recreational marijuana in the nation’s two largest and oldest adult-use markets – Colorado and Washington state – eclipsed $1.5 billion in 2016, rising a combined 66% from the previous year.
The figures highlight the massive growth potential for the rec side of the cannabis industry, which is still in its infancy. But they may mask the growing difficulties of turning a profit as the competition increases by the day.
In Washington, adult-use sales for 2016 nearly doubled from a year earlier, increasing 95% to $696 million.
While much of that growth was organic, the recreational market received a big boost when the state eliminated all medical marijuana dispensaries last summer.
In the month after that transition, rec sales surged by more than $10 million, up 19% month-over-month. Average monthly sales growth in 2016 before July was 6%.
Spring 2017 MJBizConIn Colorado, recreational marijuana sales approached $900 million in 2016, up 49% from 2015.
Although that’s smaller on a percentage basis than the growth in Washington, Colorado’s rec expansion is equally impressive given that the state still has a completely separate medical cannabis market.
Adult-use sales in Colorado also were much larger heading into 2016 than they were in Washington, making it more difficult to post huge percentage gains.
Though recreational sales are rising, new businesses looking to enter these markets face significant challenges.
Wholesale marijuana prices have been falling in both Colorado and Washington, and retail prices have dropped because of huge increases in the number of infused products companies and retail stores.
As the recreational industry has grown, so too has the number of businesses serving the market. The growth in new businesses has kept pace with – or, in some cases, exceeded – the growth in sales, making it harder for any single business to profit.
Looking forward, both markets are likely to continue growing, though it remains to be seen how long they’ll be able to sustain such explosive growth.

Legislators in Maryland and New Mexico are preparing a vote on marijuana legalization that would make the drug available for recreational use in those states for the first time.
If the laws pass, as public opinion polls suggest they will, Maryland and New Mexico will join seven other states and the District of Columbia that have already fully legalized the drug.
