Steven Brill: Hillary Fabricated 9/11 Records
U.S. Sen. Hillary Clinton had her staff fabricate records of meetings and phone calls to families of victims of the Sept. 11 attacks to burnish her image as New York's leading politician on 9/11 issues, the author of a new book on how U.S. officials dealt with the aftermath of the attacks charged Sunday.
"I think [Sen. Clinton] has begun every statement she's ever made in her life about the families of the victims by saying she's met innumerable hours with the families of the victims," Steven Brill, author of the new book "After: How America Confronted the September 12 Era," told WABC Radio's Steve Malzberg.
To support Mrs. Clinton's claims of 9/11 victim service for his book, Brill said her staff tried to persuade him that she worked overtime to help, providing "an elaborate story, with an elaborate subtext of memos and phone calls - a long, long story."
But, says the author, "None of it turned out to be true. ... They gave me documents and phone calls and things like that which just plain never happened."
Brill, who defended the Clintons throughout the Monica Lewinsky impeachment scandal, said that efforts to mislead him began after the former first lady got word he was writing his 9/11 book. She actually sought him out at the Ground Zero ceremony commemorating the first anniversary of the attacks. "I hear you want to talk to me about your book," he recalls her saying.
"We had this discussion which she insisted be off the record," Brill said. But he added, "She did follow up in one non-off-the-record conversation, urging me that the person responsible for aid to New York City was not [Sen.] Chuck Schumer but Hillary Clinton."
Brill said he was astonished that Clinton would go to such lengths to fabricate a phony record of 9/11 service "all in the cause, actually, of shooting down Chuck Schumer getting a bunch of pages in a book."
"It sort of takes your breath away when you think about it," he told Malzberg.
The author detailed the saga of one family in particular, the Cartiers, who lost a relative in the Twin Towers collapse.
"This family had tried repeatedly to get Hillary Clinton to meet with them," Brill said. "And always the staff said: 'Write up a memo. We don't meet with any families unless they write to us first and tell us what they want to meet about.'"
"They said to me, the Cartiers - and these are not, you know, people who are political - that the only time families can meet with Hillary Clinton is if it's at a press conference."
Meanwhile, said Brill, Sen. Schumer took time out on a Sunday to meet with the Cartiers - "no reporters, no cameras, no nothing."
The former publisher of "Brill's Content" magazine said that then-Mayor Rudy Giuliani and Schumer worked to give the Cartier family access to Ground Zero and to Fresh Kills, the Staten Island recovery site, so they could search for their relative's remains.
The former Clinton defender also cast doubt on the authenticity of an account offered by Chelsea Clinton, who told reporters after the attacks that she was so close to the Twin Towers collapse that she feared for her life.
"There are people on Schumer's staff who say that Chelsea kept moving south [toward Ground Zero] the more the press kept reporting that [Schumer's daughter Jessica] really was at Stuyvesant High School," just five blocks away from Ground Zero, he said.
Of Sen. Clinton's attempts to garner praise for helping 9/11 victims, Brill said, "What stunned me is that one person would try to steal away the credit from the other person, especially when everything I was hearing from the families is that Schumer" had helped far more.

Washington D.C. Museum Looted!
April 21, 2003
I'm sorry to have to bring you a troubling report of civil unrest near Washington D.C.'s Liberal Museum of Antiquities. The missing items include: an Oldsmobile driven by Senator Kennedy, which had been carefully restored from its waterlogged condition; one blue dress with a presidential stain along with a set of kneepads; silverware and antique furniture stolen from the White House in January of 2001.
Vandals also damaged a prized boat, the good ship Monkey Business from the Donna Rice / Gary Hartpence collection, along with a white sheet, hood and hangman's noose belonging to former Ku Klux Klan recruiter Robert "Sheets" Byrd (D-WV). Gone are these and other tremendous cultural artifacts dating back to defining periods and moments of liberal culture. The latest word is that they really weren't looted. They were stolen by elite collectors who intend to turn a profit. It's just tragic.

SARANDON MOVIE ON CBS FINISHES LAST PLACE IN OVERNIGHTS
Outspoken anti-war activist Susan Sarandon hit severe ratings turbulence on CBS Sunday night with her original telefilm ICE BOUND -- landing last in overnight ratings and losing nearly 40% of audience levels from the previous Sunday on CBS.
ICE pulled a frosty 5.5 rating/9 share in NIELSEN's 55 overnight markets.
But it was in New York City where Sarandon hit complete bottom.
At 9 PM in Gotham, Sarandon trailed even the WB network's BLACK SASH [3.5/5], with a 3.4 rating/5 share -- the lowest seen for CBS on Sunday night in recent memory.
It is not clear if it was ICE's subject matter -- a woman suffering from breast cancer in the South Pole -- or if it was viewership rejection of Sarandon that resulted in the startling ratings crash.
CBS finished first in its 7 PM slot with 60 MINS [7.5/14].
A rerun of NBC's LAW AND ORDER [10.2/16] took top honors at 9 PM; ABC's holiday airing of TEN COMMANDMENTS [8.9/14] won 10 PM.
"Sure, [ICE BOUND] was a disappointment in the ratings," a CBS source said Monday from New York. "But Susan's acting was terrific and we are very proud to have aired the movie."
Total audience levels, despite the holiday, were nearly identical to the previous week, research shows.
SURRENDERING AN ADVANTAGE
We have the attention of dictators right now. Bashar Assad, Kim Jong Il, and the weird beards who run Iran … all paying attention. Each and every one of these dictators have shown over the past few weeks that they are ready to change their behavior toward the United States and the rest of the world. It’s not hard to understand why. They just watched the U.S. military go through Iraq like a pork spending bill through congress.
So --- what could turn things around? What could cause these dictators to shed their newfound cooperative instincts and return to funding terrorism and building nuclear weapons? Simple. The constant haranguing of the appeasement crowd and continued statements from Democrats and their leftist fellow travelers that America must never act in this manner again.
We have the advantage now. It’s an advantage that could starve terrorists of their funding and truly reduce the terrorist threat worldwide. Would the Democrats give up trade this advantage for political gain in 2004? Why you know they would … in a heartbeat.
THIS IS GOING TO BE SUCH A FUN ELECTION YEAR
Democrats lost the war. Almost every prediction they made about what would happen if the U.S. used force against Saddam Hussein has proven to be wrong. There's little left in the war story to use against George Bush in the next election. The best the left will be able to do is to try to blame the loss of some Baghdad museum items on Bush.
It's economy time! The Democratic game plan is becoming clear. Two simple steps: First, use every bit of legislative leverage you have to make sure that nothing gets through the congress that could actually spur our economy into a strong growth cycle, and this means fighting tax cuts tooth and nail. Second, While working to make sure the economy remains sluggish, blame that sluggishness on George Bush.
Yes, I've said it before ... and I'll continue to hammer home this message through the election cycle. There is NOTHING more important to Democrats, not your job, not your company's survival, not your retirement accounts ... NOTHING that is more important to democrats then avenging Al Gore and returning to power in 2004.
This is going to be one helluva election. Glad I stuck around for it.

SO ABSOLUTELY TYPICAL OF THE LEFT
'A chill wind is blowing through this nation... A message is being sent through the White House and its allies in talk radio... 'If you oppose this administration, there can and will be ramifications'...
Those are the words of “actor-director” Tim Robbins. Perhaps you know him a Susan Sarandon’s boyfriend. Robbins, Sarandon, Garafalo … all part of the Hollywood left, all harshly critical of the war against Saddam Hussein, and all singing the blues. Sarandon and Robbins were uninvited to a Baseball Hall of Fame event, Garafalo has a network sit-com that may not make it to the air.
So …Tim Robbins talks of a chill wind. He says a message is being sent through the White House and its allies in talk radio. Robbins is right, there is a message. He just doesn’t understand what that message is.
The message is one that libertarians and conservatives have understood and accepted for years --- and one that liberals just can’t grasp. The message is simple. Actions have consequences.
Robbins, Sarandon, Garafalo, The Ditzy Twits, Martin Sheen … they’re all bemoaning what they believe to be assaults on their right of free speech. They believe that “free speech” means that they should be free to say anything they want to say without suffering any ill consequences whatsoever. They couldn’t be more wrong.
The First Amendment of the Constitution sets limitations on the actions of government. It says that “Congress shall make no law … abridging the freedom of speech …” This means that the federal government cannot deprive a person of their liberty, their property or their life because that person expresses an opinion that might be critical of a government official or policy.
That’s what the First Amendment does say. Here’s what it does not say. The First Amendment does not say that you must go buy a Ditzy Twit CD or pay to see a Tim Robbins movie if you find their public utterances to be ignorant, unpatriotic, or just reprehensible. The First Amendment does not say that a television network must ignore public opinion and schedule a sitcom for broadcast after the sitcom’s star loudly opposes a government initiative supported by a clear majority of Americans.
It’s so simple to understand … so simple that Tim Robbins should be able to grasp it. If you make an unpopular statement the government cannot use its police power to punish you. Your fellow citizens, however, most certainly can use their economic power to make you feel their pain.
This is, though, so typical of the left. The left has been fighting the concept of individuality for generations .. we shouldn’t be surprised, then, that they also reject the concept of individual responsibility. For decades we’ve been hearing that criminals were victims of their environment and that women beset by poverty shouldn’t feel restrained from having children they can’t afford to raise.
What is it about the leftist mind? Why do they have so much trouble understanding simple, basic concepts? Sure! Say what you want! And if people don’t like what you say then stand by for the consequences! Nobody can be forced to buy your music, watch your movies or buy advertisements on your sitcom. No, the government can’t jail you or seize your property, but Americans who are offended by your idiocy can damned sure withhold their dollars.
Welcome to the real world, Tim Robbins. This whole “actions have consequences” thing is tough, isn’t it?

BAGHDAD, Iraq - The famed Iraq National Museum, home of extraordinary Babylonian, Sumerian and Assyrian collections and rare Islamic texts, sat empty Saturday - except for shattered glass display cases and cracked pottery bowls that littered the floor.
In an unchecked frenzy of cultural theft, looters who pillaged government buildings and businesses after the collapse of Saddam Hussein's regime also targeted the museum. Gone were irreplaceable archaeological treasures from the Cradle of Civilization.
Everything that could be carried out has disappeared from the museum - gold bowls and drinking cups, ritual masks worn in funerals, elaborately wrought headdresses, lyres studded with jewels - priceless craftsmanship from ancient Mesopotamia.
"This is the property of this nation and the treasure of 7,000 years of civilization. What does this country think it is doing?" asked Ali Mahmoud, a museum employee, futility and frustration in his voice.
Much of the looting occurred Thursday, according to a security guard who stood by helplessly as hoards broke into the museum with wheelbarrows and carts and stole priceless jewelry, clay tablets and manuscripts.
Left behind were row upon row of empty glass cases - some smashed up, others left intact - heaps of crumbled pottery and hunks of broken statues scattered across the exhibit floors.
Sensing its treasures could be in peril, museum curators secretly removed antiquities from their display cases before the war and placed them into storage vaults - but to no avail. The doors of the vaults were opened or smashed, and everything was taken, museum workers said. That lead one museum employee to suspect that others familiar with the museum may have participated in the theft.
"The fact that the vaults were opened suggests that employees of the museum may have been involved," said the employee, who declined to be identified. "To ordinarily people, these are just stones. Only the educated know the value of these pieces."
Gordon Newby, a historian and professor of Middle Eastern studies at Emory University in Atlanta, said the museum's most famous holding may have been tablets with Hammurabi's Code - one of mankind's earliest codes of law. It could not be determined whether the tablets were at the museum when the war broke out.
Other treasures believed to be housed at the museum - such as the Ram in the Thicket from Ur, a statue representing a deity from 2600 BC - are no doubt gone, perhaps forever, he said.
"This is just one of the most tragic things that could happen for our being able to understand the past," Newby said. The looting, he said, "is destroying the history of the very people that are there."
John Russell, a professor of art history and archaeology at the Massachusetts College of Art, feared for the safety of the staff of Iraq's national antiquities department, also housed at the museum; for irreplaceable records of every archaeological expedition in Iraq since the 1930s; for perhaps hundreds of thousands of artifacts from 10,000 years of civilization, both on display and in storage.
Among them, he said, was the copper head of an Akkadian king, at least 4,300 years old. Its eyes were gouged out, nose flattened, ears and beard cut off, apparently by subjects who took their revenge on his image - much the same way as Iraqis mutilated statues of Saddam.
"These are the foundational cornerstones of Western civilization," Russell said, and are literally priceless - which he said will not prevent them from finding a price on the black market.
Some of the gold artifacts may be melted down, but most pieces will find their way into the hands of private collectors, he said.
The chances of recovery are slim; regional museums were looted after the 1991 Gulf War, and 4,000 pieces were lost.
"I understand three or four have been recovered," he said.
Samuel Paley, a professor of classics at the State University of New York, Buffalo, predicted whatever treasures aren't sold will be trashed.
The looters are "people trying to feed themselves," said Paley, who has spent years tracking Assyrian reliefs previously looted from Nimrud in Northern Iraq. "When they find there's no market, they'll throw them away. If there is a market, they'll go into the market."
Koichiro Matsuura, head of the U.N.'s cultural agency, UNESCO, on Saturday urged American officials to send troops to protect what was left of the museum's collection, and said the military should step in to stop looting and destruction at other key archaeological sites and museums.
The governments of Russia, Jordan and Greece also voiced deep concern about the looting. Jordan urged the United Nations to take steps to protect Iraq's historic sites, a "national treasure for the Iraqi people and an invaluable heritage for the Arab and Islamic worlds."
Some blamed the U.S. military, though coalition forces say they have taken great pains to avoid damage to cultural and historical sites.
A museum employee, reduced to tears after coming to the museum Saturday and finding her office and all administrative offices trashed by looters, said: "It is all the fault of the Americans. This is Iraq's civilization. And it's all gone now." She refused to give her name.
McGuire Gibson, a University of Chicago professor and president of the American Association for Research in Baghdad, was infuriated. He said he had been in frequent and frantic touch with U.S. military officials since Wednesday, imploring them to send troops "in there and protect that building."
The Americans could have prevented the looting, agreed Patty Gerstenblith, a professor at DePaul School of Law in Chicago who helped circulate a petition before the war, urging that care be taken to protect Iraqi antiquities.
"It was completely inexcusable and avoidable," she said.
The museum itself was battered. Its marble staircase was chipped, likely by looters using pushcarts or heavy slabs of wood to carry booty down from the second floor. The museum is in the Al-Salhiya neighborhood of Baghdad, with its back to a poor neighborhood.
Early Saturday, five armed men showed up at the gate: One was armed with a Kalashnikov, three carried pistols, one wielded an iron bar. The man with the assault rifle walked into the museum, accused journalists there of stealing artifacts and ordered them to leave.
He claimed to be there to protect the museum from plundering. One of the men said he was a member of the feared Fedayeen Saddam militia.
"You think Saddam is now gone, so you can do what you like," he raged.
Memo to Nancy Pelosi:
A Failed Plan?
1. We took Iraq in less time than it took Janet Reno to take the Branch Davidian compound. That was a 51-day operation.
2. It took less time to find evidence of chemical weapons in Iraq than it took Hillary Clinton to find the Rose Law Firm billing records.
3. It took Teddy Kennedy longer to call the police after his Oldsmobile sunk at Chappaquiddick than it took the 3rd Infantry Division and the Marines to destroy the Medina Republican Guard.
4. We took Iraq in less time than it took to count the votes in Florida in the year 2000!
And the Democrats called the Iraq effort a failed plan?

This Is Not Bill Clinton's Military
April 10, 2003
Syndicated columnist Matthew Miller has moved ahead of the curve on spinning this war as a Democrat victory. Since liberals live exclusively in the past, getting ahead means reading outdated spin the American people won't believe before anyone else. He makes this laughable claim: "Much as it must incense Rush Limbaugh and Tom DeLay, we are liberating Iraq with Bill Clinton's military."
Members of the military "loathed" Bill Clinton and love Bush, as MSNBC's Howard Fineman writes on Wednesday and as anyone with eyes knows. Clinton ran on a platform promising to spend less time on foreign affairs because they didn't matter a hill of beans compared to feeling the pain of people at home. Clinton fired nearly all our cruise missiles off during his term, and Bush had to replenish them.
Miller fails to name a single new weapons program Clinton proposed, and doesn't detail which programs came forward over his objections. In fact, the only cuts Clinton made when "reinventing government" came from the military. Ah, but those are facts, and facts have nothing to do with liberal revisionist history! Miller claims that Clinton had to "maintain a Cold War budget" (which he did not do) "to protect his right flank."
He says Bush has "thrown" money at defense (what, not "invested" like in social programs?) but that Gore "called for" increased spending too. Nice try, but you can't get away with this anymore. Talking about spending more on defense and actually doing it are two very different things. Let's not forget Rumsfeld's military transmission to a lighter, more agile force. Let's not forget that Bill Clinton predicted disaster in Afghanistan and Iraq, because he thought we'd be using his military. Let's not forget that his military fought the campaign in Kosovo from 30,000 feet.
One more thing: If Bush inherited Clinton's military, does that mean he inherited Clinton's recession and Clinton's deficit? Hello? Matthew? Bueller? Anybody?
Where the HECK did she come from??????
Pelosi stands by vote against Iraq war
By Stephen Dinan and Amy Fagan
THE WASHINGTON TIMES
Democrats and Republicans on Capitol Hill are rallying around military successes in Iraq and supporting the troops, but House Minority Leader Nancy Pelosi said it was still right to oppose granting the president the authority to use force to disarm Iraqi dictator Saddam Hussein.
"I have absolutely no regret about my vote on this war," she told reporters at her weekly briefing yesterday, saying the same questions still remain: "The cost in human lives. The cost to our budget, probably $100 billion. We could have probably brought down that statue for a lot less. The cost to our economy. But the most important question at this time, now that we're toward the end of it, is what is the cost to the war on terrorism?"
She and a majority of House Democrats last October voted against authorizing the president to use force to disarm Saddam's regime. In the Senate, a majority of Democrats voted for the war resolution. The measure passed both chambers comfortably, with almost every Republican supporting it.
But Mrs. Pelosi, California Democrat, has said she worries the Iraq campaign would divert attention from the broader war on terror and could spawn new terrorist attacks.
On the Senate side, Minority Leader Tom Daschle, South Dakota Democrat, praised U.S. troops and declined to second-guess the Bush administration on a series of questions, including whether Iraqi opposition figure Ahmad Chalabi should be the country's next interim leader. He is being promoted for the position by some in the administration.
"I want to vet it a little bit more before I come to any conclusions," Mr. Daschle said.
The ongoing war continues to dominate much of the action on Capitol Hill.
A handful of protesters disrupted a Senate vote last night when they stood in the visitors' gallery, held up red flags and chanted antiwar slogans like "No money for war" and "Our taxes are not for bombing nations."
The five were grabbed and pushed one by one out by guards, but not before they brought the entire chamber, which was full of senators and staffers for the vote, to its feet.
Meanwhile, House Republicans and Democrats held a rally to support the troops yesterday, and leaders of both parties praised the military's efficiency and professionalism.
"Today in Iraq, tens of millions are free," said House Majority Leader Tom DeLay. "This is a regime that needed change."
Mr. DeLay, Texas Republican, said the war is not over yet, "but make no mistake ... our army of virtue is beating back the tide of terror."
Mrs. Pelosi also praised the troops at the rally. But she didn't address the war itself at the event. Later, in her news conference, she told reporters she is not convinced the war in Iraq has made Americans safer.
"That remains to be seen," she said. "I certainly would hope so, and I think we have to think in a very positive way about it, but we don't know."
That put her at odds with House Minority Whip Steny H. Hoyer, Maryland Democrat, who said to some U.S. troops present at the rally: "Your cause is noble and just. You are disarming a dangerous despot and ending his ruthless regime."
He also said he believed the war was "strengthening the security of our nation, as well as the nations of the Middle East and the nations of the world."
As Mrs. Pelosi praised the troops, she also said their success was owed "in large measure" to former President Bill Clinton.
"This best-trained, best-equipped, best-led force for peace in the history of the world was not invented in the last two years. This had a strong influence and strong support during the Clinton years," she said.
Mrs. Pelosi did give President Bush credit for saying the United Nations should have a role in rebuilding a postwar Iraq, but she said the administration must make sure that it involves the international community.

HILLARY HAWKS UP WAR TALK
By DEBORAH ORIN
--------------------------------------------------------------------------------
March 3, 2003 -- Sen. Hillary Rodham Clinton "fully supports" President Bush's Iraq policy, her office said last night - on the eve of her visit today to an upstate arsenal that makes military hardware like mortars and howitzers for U.S. troops.
"Sen. Clinton fully supports the steps the president has taken to disarm Iraq of weapons of mass destruction," said Clinton spokesman Philippe Reines.
That puts Clinton (D-N.Y.) squarely at odds with a majority in her own party, where one recent poll found an Iraq attack is opposed by 66 percent of "core Democrats."
The statement comes after months where Clinton - who voted for an Iraq attack last fall - has low-keyed her support and sharply criticized aspects of Bush's security policy, sparking speculation she was trying to have it both ways.
A month ago, she sent a letter to Secretary of State Colin Powell charging that the Bush administration wasn't sharing enough intelligence to support the work of U.N. weapons inspectors.
"If we are truly serious about supporting the U.N. inspections, we should increase our intelligence support to the inspectors," said the letter.

===> Newly hired: A spokesperson at TTN indicates that about a half dozen more people were just hired (January 2003). These are not staff for ancillary support functions, but seasoned specialists hired for their familiarity with the broadcast industry.

Talking about that mysterious post at this time is a total waste. There is NO proof or LINK whatsoever. Your post make it as though it is fact when in reality it is just another post without any backing. Yes the names on that list are impressive, and that is as far as it goes. Whoever posted that info has possibly crossed a VERY THIN LINE. I suggest you try to verify that post before you research the people mentioned in it. The way you are going about it makes it appear as if you are PUMPING this stock without the proof needed to make yourself credible. IMO you are about to cross that THIN LINE as well.
Respectfully...
Whitenoc
Just because his name ends in a vowel does not make him Italian. Lodi, New Jersey is about 100 miles north of me. No I have not found out anything. I do not believe that post for one second. It is a typical profiler SPAM and I believe whoever is responsible for it step over a very thin line with it. Anyone who believes a POST that pops up without a link to verify is an absolute idiot to say the least.
IMO
Can Anyone Confirm this post from RB????
I cannot find anything to back this up.....I'll keep searching...

OFF TOPIC
WASHINGTON — Usama bin Laden says he "is in partnership with Iraq" in a new statement that will be aired on Arab television Tuesday, Secretary of State Colin Powell told a Senate panel.
Powell said he read a transcript of "what bin Laden — or who we believe to be bin Laden" will be saying on the Al-Jazeera Arab satellite station later Tuesday, "where once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq."
However, Al-Jazeera chief editor Ibrahim Hilal told The Associated Press his station has no such tape. Powell, when asked by a reporter to comment on the station's denial, declined to do so.
"Be patient, it's coming," Powell said.
The statement, Powell said, shows why the world needs to be concerned about Iraq's ties to Al Qaeda terrorists.
"This nexus between terrorists and states that are developing weapons of mass destruction can no longer be looked away from and ignored," Powell told the Senate Budget Committee.
At a separate hearing, CIA Director George Tenet said that he, too, was aware of a new communication from bin Laden, but told the Senate Intelligence Committee he had not been briefed on its contents. "I don't know what the contents will be," Tenet told the panel.
White House press secretary Ari Fleischer, asked about this, said Powell had "summed up what we have heard -- accurately. I think this is something that you may hear more about." He said Powell "wouldn't have said what he said if he didn't have a basis for it."
Pressed during the daily news briefing to say whether the administration actually had access to the broadcast or a transcript of it, Fleischer replied, "I couldn't tell you the precise form of the knowledge of it." But the spokesman reiterated that he thought Powell had a legitimate basis for raising the issue.
The Capitol Hill appearance was Powell's second before the Senate since his presentation to the U.N. Security Council last week. At that time, he detailed his indictment of Iraq as a deceptive stockpiler of weapons of mass destruction.
Lawmakers have praised Powell's U.N. performance, but many Democrats remain skeptical about whether war is necessary, particularly if key U.S. allies remain opposed.
The split between the United States and its allies widened when France, Germany and Belgium jointly vetoed on Monday a U.S.-backed measure to authorize NATO to make plans to protect Turkey if Iraq attacks it. Russia then joined France and Germany in demanding strengthened weapons inspections.
Responding to concerns of Sen. Ernest Hollings, D-S.C., that the United States was putting its international alliances in jeopardy over Iraq, Powell said "we're not breaking up the alliance."
Powell noted that the U.N. resolution demanding that Iraq disarm was approved unanimously by the Security Council and said it is the United Nations' responsibility to enforce the resolution.
"Who's breaking up the alliance? Not the United States," Powell said. "The alliance is breaking itself up because it will not meet its responsibilities."
Powell noted that while "much is being said about disagreement in NATO," that 16 members -- including the United States and Turkey -- back the U.S. position, while three -- France, Germany and Russia -- oppose it.
"I think this is time for the alliance to say to the fellow alliance member, `We agree with you and if you are concerned, we are concerned.' That's what alliances are all about and I hope NATO will be doing the right thing with respect to Turkey within the next 24 hours," he said.
Powell said the United States is prepared to work with the 14 other nations to give Turkey the helps it needs if it cannot win formal NATO support.
Committee Chairman Don Nickles, R-Okla, said of France "I'm amazed at their presumption that they are controlling the (NATO) alliance, but they are not a part of the military alliance."
France's stand on Turkey could signal its steadfast opposition or even a threatened veto to a U.S.-backed resolution at the United Nations that would authorize force to disarm Iraq and remove President Saddam Hussein from power.
Fleischer said earlier Tuesday there was still a reasonable expectation that President Bush could persuade the Security Council to adopt a new resolution.
"At the end of the day, the president would like to believe the United Nations will be relevant," he told reporters.
In Brussels, a second day of heated negotiations failed to end one of the worst crises in NATO's 53-year history: a split triggered when France, Germany and Belgium blocked U.S. plans to defend Turkey in a possible new Persian Gulf war. After behind-the-scene talks throughout the day, ambassadors from the 19 NATO countries met for only 20 minutes Tuesday evening before ending the session.
In Iraq, U.N. weapons inspectors paid a surprise visit to a Baghdad missile plant Tuesday as international experts met behind closed doors in New York to assess whether Iraq's short-range missiles can fly farther than permitted under U.N. edicts.
At the U.N. Security Council, the United States began consultations with other countries on a new resolution designed to strengthen Bush's hand if he should decide to go to war. He also is reserving the option of going to war outside the United Nations, with a coalition of supporting nations.
Bush said Monday that France was a longtime friend of the United States, but said its position was shortsighted. "I hope they'll reconsider," he said.
"Upset is not the proper word," Bush said when reporters asked for his views on France's diplomacy. He went on to register his disappointment with President Jacques Chirac, who wants to extend inspections and seek a peaceful resolution with Saddam.
