Old technology news, I studied this in 1980 at Colorado School of Mines at Golden, CO. Yes it is there, yes we have the technology to produce it, the cost to produce it in 1980 was $44/barrel, if you escalate the costs of equipment and processing to today using 4% escalator the current adjusted costs are near $122/barrel.
In addition it is extremely hard on the environment and a by-product of production is arsenic, not only is it very toxic, unless it is removed before the refining of shale oil it is a 'catalyst' killer, in that the platinum beds in the reformer towers is destroyed by the presence of arsenic.
Any refinery that would use shale oil as feed stock would have to be completely revamped at huge expense.
Just a few problems to face.

Petroleum Engineer here, specialty in enhanced oil recovery and advanced training in Oil Shale oil production at Colorado School of Mines.
Back in 1980, my employer (United California Bank – Natural Resources Department) sent me to specialized schooling at the Colorado School of Mines in Golden CO to become an expert in oil production from oil shale as they wanted to become the premier lender in Shale Oil production.
Studied various methods of oil production from oil shale ( I believe there were about 12 proposed methodologies then) and in the end we determined the cost to produce 1 barrel of oil shale crude would cost in 1980’s dollars $44 per barrel.
Just use any reliable escalation index and it will yield the estimated production cost today. Without doing the math I would guess about $120 - $150 per barrel today.

Upon completion of the merger (Loftwerks, SuljaBros/Consultech), and knowing they own all the O/S, couldn’t mgmt transfer a large amount of assets into the new corporate entity, create a solid high asset value/share situation to satisfy a higher PPS requirement without a reverse split?
They would be creating new company, new share price similar to an IPO coming to the street.

1) you do a deal involving a clean corp shell that actually has some inherent asset value, sort cut to the boards,
2) you believe strongly that the shares you get (200MM) will appreciate significantly upon pr's of merger,
3) MM's play you for a sucker and drive the PPS down,
4) you pr that you are going to a broader and more significant exchange, now you've really pulled out your big guns,
5) MM's play you for a sucker and drive the PPS down,
6) you hire Madison Ave gunslingers, they will obviously cover your six, we got you know putrid MM's,
7) MM's play you for a sucker and drive the PPS down,
8) you look at your balance sheets and observe you have a lot of cash and you recognize the company owns 100% of the real float, you buy your own shares back at wholesale knowing for a fact your PPS does not reflect the simple asset value/outstanding shares calculated PPS, buy all you can at this depressed PPS and know for certain that either a forced buyin after July 3rd or a declared dividend will cost you nothing and you will even make significant profits on your recently acquired wholesale shares and better yet the NSS's will have to pony up the divvie,
9) what is the next step?

NEVADA LEASE discussion.................
when I heard that PBLS had acquired a 7820 acre lease in NV I searched for a transaction that was in the right area at the right time and of the right sze. I found that a privately held lease meeting all the criteria was available for purchase. It was offered for sale by Winona Oil, there has never been a confirmation that this is the lease or that it did indeed get sold to PBLS, warrants more DD, perhaps a direct call to Winona Oil.
Also, P & M Engineering out of Denver, CO was pr's by PBLS as their aid in the NV and WY properties.
Everyone is so antsy, I am not, I do not feel compelled to verify each iota of information as Paul has come through on everything he has stated, only the timeline varies, that is normal in business. A timeline is only a best guess ans is always subject to change depending on the usual problems that always arise.
My recommendation is to get your position solidified n PBLS and then chill out, let business run its course and quit getting frantic over each and every detail.
I'm sitting on over 5MM shares and quite comfortable.
