Old technology news, I studied this in 1980 at Colorado School of Mines at Golden, CO. Yes it is there, yes we have the technology to produce it, the cost to produce it in 1980 was $44/barrel, if you escalate the costs of equipment and processing to today using 4% escalator the current adjusted costs are near $122/barrel.

In addition it is extremely hard on the environment and a by-product of production is arsenic, not only is it very toxic, unless it is removed before the refining of shale oil it is a 'catalyst' killer, in that the platinum beds in the reformer towers is destroyed by the presence of arsenic.

Any refinery that would use shale oil as feed stock would have to be completely revamped at huge expense.

Just a few problems to face.
