LOL perhaps he/she should read the PR stating "that as of February 18th 2009 the estimated issued and outstanding non-restricted tradable float was just shy of 658 million shares"
Then the shorts will realize they have major problems!
yes and guess what, the share buyback and the recent announcement of the dividend, go hand in hand according to this definition of a share repurchase of a company making CASH and having profits!
Companies making profits typically have two uses for those profits. Firstly, some part of profits are usually repaid to shareholders in the form of dividends. The remainder, termed retained earnings, are kept inside the company and used for investing in the future of the company. If companies can reinvest most of their retained earnings profitably, then they may do so. However, sometimes companies may find that some or all of their retained earnings cannot be reinvested to produce acceptable returns.
Share repurchases are one possible use of leftover retained profits. When a company repurchases its own shares, it reduces the number of shares held by the public so, even if profits were to remain the same, this would have the effect of increasing earnings per share. So, repurchasing shares, particularly when a company's share price is undervalued or depressed, can provide a competitive return on investment.

"Often the motivation for a share buyback is management frustration at what they see as an undervaluation of their company's shares."
yes, and to reinforce what you were saying... Necessary Steps???
Syndication Inc., (Pink Sheets: SYNJ), reports that on February 25th 2009, The BOD of Syndication authorized the CEO to take the necessary steps to rescind 300 million issued and outstanding shares of the Company's Common Stock to the Treasury. The Company maintains that the action taken by the Board is one of many that embrace a comprehensive Company Capitalization Policy designed to increase equity valuation, enhance the potential for equity investment, discourage short trading activity and, most importantly foster a longer term investor attitude.

DAMASCUS, Md., Feb 09, 2009 /PRNewswire-FirstCall via COMTEX/ -- SYNJ | Quote | Chart | News | PowerRating -- Syndication Inc., (OTC Bulletin Board: SYNJ.PK), reports that on February 3rd, 2009 Sy-Med Decompression Centers celebrated its 1 YEAR ANNIVERSARY. In the face of the worst financial market melt-down since 1929, the Sy-Med prototype made it through. The BOD has hinted that the Capital Investors that were prepared to finance the Sub's Business plan, (to develop 9 additional units), in July of 2008 are now ready to consider moving forward. Our Sy-Med Decompression Unit "Prototype" was established on schedule in July of 2008. The ability to reproduce the program was based on equity financing that evaporated in August of 2008 when the financial markets in the US and around the world melted. "We are back on," says Sorrentino, CEO Syndication Inc. Further info discovered indicates that Sorrentino has been registered as an "Organizer" of the T. Boone Pickens Green Energy Program.
