Lies and More Lies
TERROR WAR
EXACTLY one year ago, Tony Blair told Parliament: "Saddam Hussein's weapons of mass destruction programme is active, detailed and growing.
"The policy of containment is not working. The weapons of mass destruction programme is not shut down. It is up and running now."
Not only was every word of this false, it was part of a big lie invented in Washington within hours of the attacks of September 11 2001 and used to hoodwink the American public and distract the media from the real reason for attacking Iraq. "It was 95 per cent charade," a former senior CIA analyst told me.
An investigation of files and archive film for my TV documentary Breaking The Silence, together with interviews with former intelligence officers and senior Bush officials have revealed that Bush and Blair knew all along that Saddam Hussein was effectively disarmed.
Both Colin Powell, US Secretary of State, and Condoleezza Rice, President Bush's closest adviser, made clear before September 11 2001 that Saddam Hussein was no threat - to America, Europe or the Middle East.
In Cairo, on February 24 2001, Powell said: "He (Saddam Hussein) has not developed any significant capability with respect to weapons of mass destruction. He is unable to project conventional power against his neighbours."
This is the very opposite of what Bush and Blair said in public.
Powell even boasted that it was the US policy of "containment" that had effectively disarmed the Iraqi dictator - again the very opposite of what Blair said time and again. On May 15 2001, Powell went further and said that Saddam Hussein had not been able to "build his military back up or to develop weapons of mass destruction" for "the last 10 years".
America, he said, had been successful in keeping him "in a box".
Two months later, Condoleezza Rice also described a weak, divided and militarily defenceless Iraq. "Saddam does not control the northern part of the country," she said. "We are able to keep his arms from him. His military forces have not been rebuilt."
So here were two of Bush's most important officials putting the lie to their own propaganda, and the Blair government's propaganda that subsequently provided the justification for an unprovoked, illegal attack on Iraq. The result was the deaths of what reliable studies now put at 50,000 people, civilians and mostly conscript Iraqi soldiers, as well as British and American troops. There is no estimate of the countless thousands of wounded.
In a torrent of propaganda seeking to justify this violence before and during the invasion, there were occasional truths that never made headlines. In April last year, Condoleezza Rice described September 11
2001 as an "enormous opportunity" and said America "must move to take advantage of these new opportunities."
Taking over Iraq, the world's second biggest oil producer, was the first such opportunity.
At 2.40pm on September 11, according to confidential notes taken by his aides, Donald Rumsfeld, the Defense Secretary, said he wanted to "hit" Iraq - even though not a shred of evidence existed that Saddam Hussein had anything to do with the attacks on New York and Washington. "Go massive," the notes quote Rumsfeld as saying. "Sweep it all up. Things related and not." Iraq was given a brief reprieve when it was decided instead to attack Afghanistan. This was the "softest option" and easiest to explain to the American people - even though not a single September 11 hijacker came from Afghanistan. In the meantime, securing the "big prize", Iraq, became an obsession in both Washington and London.
An Office of Special Plans was hurriedly set up in the Pentagon for the sole purpose of converting "loose" or unsubstantiated intelligence into US policy. This was a source from which Downing Street received much of the "evidence" of weapons of mass destruction we now know to be phoney.
CONTRARY to Blair's denials at the time, the decision to attack Iraq was set in motion on September 17 2001, just six days after the attacks on New York and Washington.
On that day, Bush signed a top-secret directive, ordering the Pentagon to begin planning "military options" for an invasion of Iraq. In July 2002, Condoleezza Rice told another Bush official who had voiced doubts about invading Iraq: "A decision has been made. Don't waste your breath."
The ultimate cynicism of this cover-up was expressed by Rumsfeld himself only last week. When asked why he thought most Americans still believed Saddam Hussein was behind the attacks of September 11, he replied: "I've not seen any indication that would lead me to believe I could say that."
It is this that makes the Hutton inquiry in London virtually a sham. By setting up an inquiry solely into the death of the weapons expert David Kelly, Blair has ensured there will be no official public investigation into the real reasons he and Bush attacked Iraq and into when exactly they made that decision. He has ensured there will be no headlines about disclosures in email traffic between Downing Street and the White House, only secretive tittle-tattle from Whitehall and the smearing of the messenger of Blair's misdeeds.
The sheer scale of this cover-up makes almost laughable the forensic cross-examination of the BBC reporter Andrew Gilligan about "anomalies" in the notes of his interview with David Kelly - when the story Gilligan told of government hypocrisy and deception was basically true.
Those pontificating about Gilligan failed to ask one vital question - why has Lord Hutton not recalled Tony Blair for cross-examination? Why is Blair not being asked why British sovereignty has been handed over to a gang in Washington whose extremism is no longer doubted by even the most conservative observers? No one knows the Bush extremists better than Ray McGovern, a former senior CIA officer and personal friend of George Bush senior, the President's father. In Breaking The Silence, he tells me: "They were referred to in the circles in which I moved when I was briefing at the top policy levels as 'the crazies'."
"Who referred to them as 'the crazies'?" I asked.
"All of us... in policy circles as well as intelligence circles... There is plenty of documented evidence that they have been planning these attacks for a long time and that 9/11 accelerated their plan. (The weapons of mass destruction issue) was all contrived, so was the connection of Iraq with al Qaeda. It was all PR... Josef Goebbels had this dictum: If you say something often enough, the people will believe it." He added: "I think we ought to be all worried about fascism (in the United States)."
The "crazies" include John Bolton, Under Secretary of State, who has made a personal mission of tearing up missile treaties with the Russians and threatening North Korea, and Douglas Feith, an Under Secretary of Defence, who ran a secret propaganda unit "reworking" intelligence about Iraq's weapons. I interviewed them both in Washington.
BOLTON boasted to me that the killing of as many as 10,000 Iraqi civilians in the invasion was "quite low if you look at the size of the military operation."
For raising the question of civilian casualties and asking which country America might attack next, I was told: "You must be a member of the Communist Party."
Over at the Pentagon, Feith, No 3 to Rumsfeld, spoke about the "precision" of American weapons and denied that many civilians had been killed. When I pressed him, an army colonel ordered my cameraman: "Stop the tape!" In Washington, the wholesale deaths of Iraqis is unmentionable. They are non-people; the more they resist the Anglo-American occupation, the more they are dismissed as "terrorists".
It is this slaughter in Iraq, a crime by any interpretation of an international law, that makes the Hutton inquiry absurd. While his lordship and the barristers play their semantic games, the spectre of thousands of dead human beings is never mentioned, and witnesses to this great crime are not called.
Jo Wilding, a young law graduate, is one such witness. She was one of a group of human rights observers in Baghdad during the bombing. She and the others lived with Iraqi families as the missiles and cluster bombs exploded around them. Where possible, they would follow the explosions to scenes of civilian casualties and trace the victims to hospitals and mortuaries, interviewing the eyewitnesses and doctors. She kept meticulous notes.
She saw children cut to pieces by shrapnel and screaming because there were no anaesthetics or painkillers. She saw Fatima, a mother stained with the blood of her eight children. She saw streets, mosques and farmhouses bombed by marauding aircraft. "Nothing could explain them,"
she told me, "other than that it was a deliberate attack on civilians."
As these atrocities were carried out in our name, why are we not hearing such crucial evidence? And why is Blair allowed to make yet more self-serving speeches, and none of them from the dock?

The president has adopted a policy of "anticipatory self-defense" that is alarmingly similar to the policy that imperial Japan employed at Pearl Harbor on a date which, as an earlier American president said it would, lives in infamy.

Self-defense is an inherent right of states that is often used to justify armed attacks. As Francis A. Boyle has pointed out in reference to the Bush administration's "preemption doctrine", preemptive self-defense was the argument advanced by the defense lawyers for the Nazis at the Nuremburg tribunals to justify their wars of aggression. This argument was rejected, and the war criminals were sentenced to death by hanging, life imprisonment, and some lesser terms. The indictments were for conspiracy to commit crimes against peace; planning, initiation, and waging of wars of aggression; war crimes; and crimes against humanity.
David Krieger and Richard Falk, Professor Emeritus of International Law at Princeton University, wrote the following in a recent article about a war against Iraq:
From these perspectives, under present conditions, it is clear that if the United States goes ahead and wages war against Iraq it will be guilty of what international lawyers call aggressive war, which was one of the principal charges leveled against surviving Axis leaders at the Nuremberg and Tokyo war crimes tribunals after World War II.
In the 1986 Case Concerning the Military and Paramilitary Activities in and Against Nicaragua (Nicaragua v. United States of America), the United States attempted to use the argument of collective self-defense to justify its actions against Nicaragua. In paragraph 2 of the operative parts of the judgement in this case, the International Court of Justice rejected the argument of collective self-defense advanced by the United States:
THE COURT

(2) By twelve votes to three,
Rejects the justification of collective self-defence maintained by the United States of America in connection with the military and paramilitary activities in and against Nicaragua the subject of this case;
IN FAVOUR: President Nagendra Singh; Vice-President de Lacharrière; Judges Lachs, Ruda, Elias, Ago, Sette-Camara, Mbaye, Bedjaoui, Ni and Evensen; Judge ad hoc Colliard;
AGAINST: Judges Oda, Schwebel and Sir Robert Jennings.
The Judgement of the Nuremberg Tribunal asserted that "to initiate a war of aggression [...] is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole." Some international lawyers have publicly stated that the Bush administration's planned war on Iraq would be a war of aggression. At the same time, the Bush administration has worked to sabotage the formation of the International Criminal Court, including the act of "unsigning" President Clinton's signature from the Rome Statute, which entered into force on 1 July 2002.
On June 16, 1998, Benjamin B. Ferencz -- a former prosecutor at the Nuremberg War Crimes Trials -- addressed the United Nations Conference on the Establishment of an International Criminal Court:
Over fifty years ago, I stood in a courtroom at Nuremberg and accused 22 highranking German Storm Troopers of deliberately murdering more than a million men, women and children. The defenseless victims were slaughtered because they did not share the race or creed of their executioners. I asked the tribunal to affirm the legal right of every human being to live in peace and dignity. It was a plea of humanity to law - a plea that needs repeating.
Unanimous affirmation of the Nuremberg principles by the United Nations in 1947 implied a promise that "never again" would aggression, war crimes and crimes against humanity go unpunished. War crimes trials after World W II came to grips with the past. We have yet to come to grips with the future.
I have come to Rome to plead for a more humane world order.
Nuremberg was the beginning of a process. Failure to build on its precedents has cost the world dearly.

Ever since the judgment at Nuremberg, it has been undeniable that aggressive war is not a national right but an international crime. War is the soil from which the worst human rights violations invariably grow. The UN Charter prescribes that only the Security Council can determine when aggression by a state has occurred but it makes no provision for criminal trials. No criminal statute can expand or diminish the Council's vested power. Only an independent court can decide justly whether any individual is innocent or guilty. Excluding aggression from international judicial scrutiny is to grant immunity to those responsible for "the supreme international crime" - omission encourages war rather than peace.

Never lose faith that the dreams of today for a more lawful world can become the reality of tomorrow. Never stop trying to make this a more. humane universe. If we care enough and dare enough, an international criminal court - the missing link in the world legal order - is within our grasp. The place to act is here and the time to act is now!
Steven R. Ratner defines aggression as follows: "Aggression in international law is defined as the use of force by one State against another, not justified by self-defense or other legally recognized exceptions."
Black's Law Dictionary, seventh edition, defines aggression as follows:
Int'l law. The use of armed force by a country against the sovereignty, territorial integrity, or political independence of another country, or in a manner inconsistent with the Charter of the United Nations. • Acts falling within this definition include declaring war against, invading, attacking, blockading, or landing troops on another country's territory.
According to Jordan J. Paust, Law Foundation Professor at the University of Houston Law Center, "Preemptive Self-Defense is Widely Condemned":
Predominant trends in decision demonstrate widespread expectations and intense demands that the use of armed force merely for preemptive or retaliatory purposes is inconsistent with the purposes of the United Nations Charter and is proscribed under Article 2 (4) of the Charter.1

International law professor Francis A. Boyle wrote the following in the introduction to his book The Criminality of Nuclear Deterrence:
Given his "priors", the letter by Negroponte to the Security Council was not surprising. It basically said that the United States reserved its right to use force in self-defense against any state that the Bush Jr. administration felt the need to victimize in order to fight their holy war against international terrorism as determined by themselves. Soon thereafter a reporter from the San Francisco Chronicle asked me if there was any precedent for the sweeping position being asserted by Negroponte that the United States is reserving the right to go to war in self-defense against 30 to 60 other states as determined solely by the United States. I responded that there is indeed one very unfortunate precedent, recorded in the Nuremberg Judgment of 1946.
It was not surprising that this mass murderer Negroponte was making an argument similar to that put forth in defense of the Nazi war criminals before the Nuremberg Tribunal with respect to the non-applicability of the Kellogg-Briand Pact of 1928. This "Paris Peace Pact" had formally renounced war as an instrument of national policy. Article 1 provided: "The High Contracting Parties solemnly declare in the names of their respective peoples that they condemn recourse to war for the solution of international controversies, and renounce it as an instrument of national policy in their relations with one another." However, when signing the pact, Germany entered a reservation to the effect that it reserved the right to go to war in self-defense as determined by itself.
So when in 1945 the Nazi war criminals were prosecuted for crimes against peace on the basis of the Kellogg-Briand Pact, they basically argued that the Second World War was a war of self-defense as determined by the Nazi government, and therefore that the Nuremberg Tribunal had no competence to determine otherwise because of Germany's self-judging reservation. Needless to say, the Tribunal summarily rejected this preposterous argument and later convicted and sentenced to death several Nazi war criminals for the commission of crimes against peace, among other international crimes.

Soldier dies in electrical accident
TIKRIT, Iraq - A First Infantry Division Soldier was electrocuted while
working on communications equipment at Forward Operating Base Comanche
north of Baqubah March 19 at approximately 2 p.m.
The Soldier was evacuated to the 31ST Combat Support Hospital at Balad
where he died from injuries. The incident is under investigation. The
name of the Soldier is being withheld pending notification of next of
kin.

Get Ready for World War Four

It rhymes. World War Four. War for what? War for blood, war for oil, war for human minds? Global violence since the beginning of the Iraqi War has escalated by 25% compared to the years 2000 through 2002. This supports the self evident observation that force begets force.
So what will World War Four look like? China enters the fray, defending Iran against the United States. US Russian relations break down and Russia attacks China in a battle for dominance in the far east. A global economic collapse followed by more violence.
Terrorists expand their international operations with the use of limited nuclear weapons. Hundreds of thousands of Americans killed on their own soil. The horrors of war are well documented.
What humans have seen historically in times of war is nothing compared to what is coming out of the seeds of destruction that have been sown by what was once the last free nation on earth.
It is already too late to change the course of history. Now the most that intellectuals and protesters can do is stand by and watch the drama unfold onto the pages of the future on the big screen of life.

Muszikas gives the Al-Bustan festival a taste of folk music from Hungary
Group makes the evening entertaining amusing and even informative

Marta Sebestyen can play the bagpipes without bagpipes. A deep strident sound coming from her chest, she trumpets short peeps through her lips. "An old lady taught me this," she said. "The old lady said you could never learn it, it's talent. But I practiced a lot."
Sebestyen is the most famous folk singer in Hungary. She sang two songs in the Oscar-winning film "The English Patient," and another one of her songs is on the soundtrack of the Robert Altman film "Pret-A-Porter." On Thursday night, she performed with the folk ensemble Muszikas at the Al-Bustan Festival in Beit Mery.
Her deep almost haunting voice filled the packed Crystal Garden at the Al-Bustan Hotel, as she and the four musicians gave the audience a tour of Hungarian folk music. Far from the fast and happy folk dances one might associate with Eastern Europe, this was a rather melancholic evening of ballads and sad love songs.
The title of the concert may have been a bit misleading, said Myrna Bustani, the coordinator of the festival, before the show started. It was entitled Selections from the Bartok Album. Yet Muszikas were not playing anything by the Hungarian composer Bela Bartok. Bartok was fascinated by Hungarian folk music and collected it, traveling to remote regions and recording what village people sang to him.
The ensemble explored these recordings a little, almost unrecognizable because of the poor sound quality at the beginning of last century, with noises reminiscent of tractors in the background. From this musical archive, they derived their repertoire.
There was the fast and short song Bartok had found two girls singing. It seemed like Sebestyen was performing a miracle with her voice when she imitated this guttural singing, which was almost a screech.
There was a ballad from Moldavia about a shepherd who asks his murderers to place a flute on his grave so it may play on its own when the wind blows.
There was also a long, sad love song. Sebestyen said those were her favorites because of the deep sad emotions conveyed in these songs, which are found in many cultures. She intoned Ya Habibi, saying that Arabic love songs must be similar.
In its sometimes strident tunes, the melodies were indeed at times reminiscent of Arabic music. Much of Eastern European music can only be written on what in European music is called a gypsy scale, because it includes, like Arabic music, not only half, but also quarter tones.
However, the deep melancholy in Sebestyen's voice, the violins and flutes could be much more easily associated with a country where forests are deep and grass grows high on vast plains. Much of the happier pieces, like a wedding song the ensemble played as an encore, sounded like Irish folk music. So did a song the musician Daniel Hamar introduced as Chardash. "This is sung in the countryside after drinking the necessary amount of wine," he said.
Hamar and Sebestyen provided humor and background information throughout the show. This is how the audience learned about the gardon - an instrument looking like a small cello, but with rough wood as if it was quickly put together in a carpenter's shop. Despite its strings, it is only used as a percussion instrument and exists nowhere in the world but in the Carpathian mountains, Hamar explained.
Other typical Hungarian instruments played were the long flute and a special kind of mandolin.
Even though the sounds were sometimes strange and new to the ear, Sebestyan and Muszikas proved to be another example of the high quality of artists Myrna Bustani chooses each year for her prestigious festival, whether they are classical or folk musicians, ballet dancers or opera singers. Thus, when Hamar said "You are very lucky people here because now you can buy a CD from us," this was for many the thing to do.

What is the Difference between Gambling and Investing?
Introduction

What is the difference between gambling and investing? In order to differentiate between the two, we should start by defining them. Comparisons are often made between the two activities, but I've never seen the terms explicitly defined. If you're sufficiently motivated, I encourage you to try to define the terms 'gambling' and 'investing' before you continue reading this essay... you may surprise yourself. (Go ahead, I'll wait here for you.)
What definitions did you come up with? Are investing and gambling mutually exclusive, or is there an area of overlap? And are the boundaries clearly delineated, or is there a gray area in the middle?
Let's see what the dictionary says. Here's what the Random House dictionary on my bookshelf says:
"Gamble: To play at any game of chance for stakes. To stake or risk money, or anything of value, on the outcome of something involving chance."
"Invest: To put money to use, by purchase or expenditure, in something offering profitable returns."
Both seem reasonable upon cursory review, but a closer look reveals that they're not terribly helpful. The definition for gambling could apply just as well to investing, and vice-versa.
The Dictionary.com web site says:
"Gamble: To bet on an uncertain outcome, as of a contest. To take a risk in the hope of gaining an advantage or a benefit."
"Invest: To commit money or capital in order to gain a financial return."
Again, the distinction isn't clear. In investing, are you not betting on an uncertain outcome? Are you not taking a risk in the hope of gaining an advantage or benefit? In gambling, are you not committing money? Are you not doing it in order to gain a financial return?

CORNERED RATS AND THE PPT

There is a new wrinkle to consider regarding the government's Plunge Protection Team (PPT), which the investing public needs to be made aware of. First, however, some groundwork on the PPT, its origins, and its assumed purposes. Then I will present a theory about the PPT that should further validate its existence and clue us in to what it has planned for the future.
Conventional Wall Street media and Washington establishment types are quick to denigrate those of us who theorize about the establishment of a secretive PPT organization to manipulate the markets. But it is a matter of public record that the Working Group on Financial Markets (WGFM), which we allege to be the parent to the PPT, was formed under the Reagan administration. It was done by Executive Order on March 18, 1988.
This order states that the major appointees of this group are to be the Secretary of the Treasury, the Federal Reserve Chairman, the SEC Chairman, and the CFTC Chairman and those they designate to fulfill their purposes. The purposes, as defined in the Executive Order, are to "[enhance] the integrity, efficiency, orderliness, and competitiveness of our Nation's financial markets and [maintain] investor confidence." The order goes on to say, "To the extent permitted by law and subject to the availability of funds therefore, the Department of the Treasury shall provide the Working Group with such administrative and support services as may be necessary for the performance of its functions." (Executive Order 12631 of March 18, 1988, 53 FR, 3 CFR, 1988 Comp., p. 559)
The WGFM was formed in the aftermath of the crash of 1987 as a natural effort by government bureaucracy to do for the economy what it thinks it is supposed to do -- intervene and manipulate the workings of the marketplace so as to create an ordered economy, an economy that is to the greatest possible extent devoid of volatility, disruption, severity, loss, etc. So it is in this context that we need to consider the origins of the PPT. At the time, there was great fear that something very big had to now be done to regulate the stock market and smooth out its potential volatility. The WGFM (in conjunction with mega-bankers they chose) was to make sure there was always sufficient "liquidity" to prevent any serious plummeting of the market again. And whatever additional interventions were deemed to be necessary would have to be tolerated.
The fact that severe market volatility was largely a result of government manipulation of the money supply and interest rates was merely blanked out on by the WGFM and its creators. A study of our nation's economic history will show to any objective observer that there are natural fluctuations inherent in the free-market that humans must always put up with, but which are always self-corrected if the forces of the market are simply LEFT ALONE. This is basic Adam Smith economics; the smoothest economy is a laissez-faire economy. But these fluctuations become extremely exacerbated with the intervention of government into the mix to try and "manage the economy" so as to eliminate these fluctuations. The fact that the Federal Government had become in the 20th century a massive interventionist-manager of the economy, and thus a massive exacerbator of these natural fluctuations, was something that just could not be grasped by the bureaucratic mentality. The modern day statist has been taught via Marxist-Keynesian indoctrination in college to believe that a "free" market is dangerous, chaotic, and unworkable. He is not capable (or not willing) to dispute this view. Thus, he naturally moves toward more and more MANIPULATION of market forces as his duty. And the very volatility he seeks to diminish, he intensifies.
So the climate of government opinion in the aftermath of the 1987 crash was moving toward even more "interventionist-manipulative" tactics than it had felt necessary during previous decades of the 20th century. In this climate, it is quite natural that the WGFM authorities decided that something unprecedented had to now be done to guarantee a safe, smooth, crash-free, perma-bull stock market. Thus was born the idea of the PPT.
How the Plunge Protection Team Came About
Bill King of the highly regarded King Report in New York tells us that the PPT sprang from an analysis written and presented by former Fed Governor Robert Heller in 1989. After his paper was published is when the PPT agenda was formalized.
King refers to his associate John Crudele's writing on the subject of how the stock market was to be rigged. "Heller had just left the Fed when he gave a speech suggesting that the central bank should step in and take direct action to keep the stock market from collapsing. The Fed had taken action before. It made sure there was enough liquidity during the crash of '87 to keep the system going. It may have even strong-armed a few banks into propping up the market. And it has often lowered interest rates at opportune times.
"But Heller's idea was different. He wanted a more direct approach, especially when the bond and currency markets were becoming uncontrollable [like they are these days]. Heller believed that in an emergency, the Fed should start buying stock index futures contracts until it managed to pull stocks out of their nosedive. Essentially, whenever there is heavy buying of these futures contracts it causes the underlying stock market to rise. The futures contracts can be bought cheaply; they are highly leveraged so you can get more bang for your buck, and they eliminate the need for a rigger to purchase, say, all 30 stocks that make up the Dow. Heller explained that the process was simple. And it is. The trouble is, the government never has had authority to rig the stock market." King, who at the time was running several equity trading desks in New York, goes on to say that it was during Q1 of 1990, as the Japan bubble was bursting, that massive S&P futures buying began to be used extensively by the trusted agents of the PPT, big 'name' brokers in New York. During the crises of the late 90's, this massive buying increased even more. By this time, many skeptics of such manipulation in the investment advisory business began to realize it was definitely taking place.
If you still doubt, here is a BBC release from the latest King Report on the issue: "A deal was struck last week in the United States between a former Japanese finance minister and the head of the U.S. central bank, the Federal Reserve's Alan Greenspan. There was an agreement between Japan and the United States to take action cooperatively in foreign exchange, STOCKS and OTHER MARKETS (bonds? GOLD?) if the markets face a crisis," Chief Cabinet Secretary Yasuo Fukuda said....
We know never to believe anything until it's been officially denied, so we were pleased to note that U.S. Treasury Dept spokesman Tony Fratto did just that, stating: "The administration's views on markets on interventions are well-known and there has been no change in our view." What needs to be grasped by all Americans who invest their money in the equity, currency, and commodity markets today is that the PPT is not a fantasy conjured up in the minds of conspiracy wackos who see aliens from outer space climbing over their backyard fence every other month. It is a verifiable reality. It exists. It is bigger than any of us imagine. It is the result of the hideous statist mindset that is taking over our country -- which believes that all aspects of economic life must be regulated and MANIPULATED by central planners from Washington. Yet such omnipresent manipulation and regulation goes contrary to the logic, the freedom, the entire meaning of America. When manifested in specific areas like the stock market, it becomes especially unsavory. If such an organization to rig the stock market was ever to become widely known throughout the country, then confidence in the integrity of the markets would be greatly diminished and probably destroyed. So the PPT and all federal bureaucrats who know of it must continually deny its existence. They must travel by night and operate through surrogates.
A New and Sinister Use of the PPT
For the past 12-14 years then, the PPT has been used by Washington to control the price movements of the NYSE through the buying of S&P futures as former Fed governor Heller advocated. Whenever a crisis appears especially threatening, the PPT swings into action to shore up equity prices on the exchange. The media sycophants of the establishment turn a deaf ear to such a claim, but it is accepted by most astute followers of the market today. The sheep who idolize CNBC choose to ignore such revelations when divulged to them because it is in their interests to have such a shoring-up agency putting a floor under them. They are happy with such an arrangement, and being unable to grasp the long range ramifications of such market rigging, they just dutifully go along to get along. That their profits are protected is all they care about. The fact that eventually such rigging will destroy the integrity of the markets as free institutions of trading is for someone in the future to worry about.
Well that future is rapidly approaching us. And it concerns the new theoretical wrinkle I alluded to above. This is purely hypothetical on my part. I have no verification to prove the claim that follows. But if the reader will keep an open mind and think logically, he should come to the same conclusion that I have.
What, in the minds of Federal Reserve and Treasury bureaucrats, is the most important economic need facing our economy today? And as a result of this need, what is it that they desire to do the most? I would say their greatest desire is to counter the potential forces of deflation that have devastated Japan for over 10 years, and now threaten to afflict us also. If this is so, then the most crucial problem the Fed and the Treasury has is to get liquidity into the system so as to hopefully maintain consumer spending and stimulate new capital expansion, but to do so without spooking the foreign holders of American equities and bonds into repatriating their funds, which would bring about a crash of the dollar and the Dow. If the Fed starts printing up dollars wholesale as Bernanke postulated, then alarm bells begin sounding throughout the Forex markets and the dollar starts falling like an elevator with a severed cable. This Washington cannot tolerate. But since it is becoming more and more evident that mere Fed manipulation of interest rates is not going to be enough to counter the forces of deflation, the printing presses have to be brought out. How to start printing money, though, without setting off the alarm bells?
Here is where the Clinton-Rubin "strong dollar" policy and its gold leasing scheme becomes instructive. Rubin understood that to confront the Republican revolution of '94 and insure Clinton's re-election he needed to inflate the money supply; but to do so, he needed to suppress the price of gold so as to not alarm the Forex markets. However, he could not suppress the price of gold by just selling Fed owned gold. That was public; it would set off the Forex alarm bells and negate his desire to keep the dollar "strong" while still inflating it. He therefore hatched the scheme to lease gold to the bullion banks who would then sell it into the market. Leased gold could still be carried on the Fed's books as an asset; the movement of the gold would not be acknowledged to the world. The bond vigilantes and Forex markets would not get alarmed. The dollar could be inflated, yet made to appear to be strong. Capital would continue to flow into America. Clinton could be re-elected.
The lesson here is that any substantial printing to inflate the money supply must be done SECRETLY. If it is done in large amounts by conventional monetization of bonds and deficits, then it will set off those nasty alarm bells in the Forex markets. The dollar will plummet, capital will flow out of America, and the Dow will crash.
So the Fed has to print up billions of dollars and inject them into the economy without public acknowledgement. Enter the PPT! The Treasury Department has by now found that it is a natural vehicle to use to funnel "new money" into the market secretly. Since the PPT's operations and existence must always be kept secret, then its funding (at least its major funding) must also be orchestrated in clandestine manner. It must be done offshore. And this is where the funding for the PPT undoubtedly comes from. Rubin probably initiated this procedure. The Fed prints up billions of dollars and slips them into an offshore bank account for say XYZ Investment Corp (which is established as a front for the PPT). JP Morgan and Goldman Sachs are then designated as the brokers for XYZ Corp to act as the funnels to bring the "new money" into the economy via the PPT's "market stabilization activities." Thus, there are unlimited funds for use to short gold, buy dollars, and buy S&P futures whenever the markets look to be in jeopardy. Whenever the offshore account runs low, the Fed merely prints up more money for a PPT operative to deposit into the account.
Thus, the Fed and the Treasury accomplish two things that help them to keep their sinking ship afloat: 1) They shore up both the equity and dollar markets and put a cap on the gold market, and 2) they also inject billions of "newly printed" dollars into the economy, which helps them to counter deflation. The important point, however, is that the new dollars are injected into the economy SECRETLY! There is no public record of their entry like there would be if the Fed monetized the purchase of bonds through its open market operations. So the Big Government-Big Banking cartel gets to control the equity, currency and commodity markets, and it also gets to funnel billions of newly printed dollars into the economy without sending out an alarm to the world. In this way, the Federal Reserve can print money big time without causing a big sell-off of the dollar in the Forex markets and an exodus of foreign capital out of America.
The Federal Government will do anything to avert deflation, keep the Dow and the dollar from crashing, and keep gold and silver from skyrocketing. USING THE PPT ALLOWS IT TO DO ALL THREE IN A SIMPLE, SECRETIVE WAY. It's a perfect tool for the disingenuous Machiavellians who run Washington today. As stated, I have no proof of any offshore funding, and no Deep Throat contact has informed me that the Treasury has bumped the PPT's role into a vehicle to inject substantial amounts of "printed" dollars into the economy. But such a role is as natural as members of a Mafia family operating neighborhood protection rackets. It fits the personas of the participants, and it fulfills their needs.
Will Such Manipulation Work?
There is an adage that no man and no group is bigger than the market -- even government men and groups. This can be borne out by any perusal of history. All savvy theoreticians accept this truth. And it is especially true if the market trend that the government is attempting to manipulate is a Kondratieff winter. The only thing that will cure this kind of bear market is the PURGING OF DEBT, which is precisely the opposite of what the Fed and Treasury machinations are geared to do. They are hell bent upon creating more debt and more fiat money to chase more goods and services higher in price. This is what they conceive to be "stability" and "prosperity."
So in the long run, the PPT's manipulatory tactics will not be able to stop the gold and silver bull market, nor will they be able to stop the continued bear market in equities. No government has ever been able to reverse or stop a "primary bull or bear trend" once it is launched. All government manipulators can do is delay the ultimate destination of the market and make for wild swings of high volatility. All they can do is buy some time, which is what desperate men always try to do when their backs are against the wall.
What these manipulators don't realize is that a secular bear market is like a great northern blizzard. All we can do is try to calculate its duration. All we can do is hunker down and ride it out, while loading up on various storm shields that might gain value in freezing weather. The manipulators' efforts to stop the development of the blizzard will fail, but this doesn't keep them from trying to stop it, and in the process creating havoc and volatility along the way.
Therefore, what we can expect from the Fed on an ever increasing scale in the upcoming years is an effort to "manage" the dollar down slowly so as to alleviate America's trade and current account deficits, while trying to keep the Dow from crashing, and also at the same time helping JP Morgan and its cohorts in New York to ease out of their short derivatives. Thus, the Fed needs to push gold down to a low enough price where JP Morgan, et al can buy their shorts back without too much of a loss. This buying back then causes the gold market to shoot up, which then necessitates that the PPT come in and push it back down to where JP Morgan, et al can then dump some more of their short contracts. Jim Sinclair thinks the recent rocket up to $390 in gold was the first big attempt by JP Morgan to close out some of their short positions. It put tremendous buying pressure on the price, and it had to be contained. So the PPT was brought in to push the price down again. (I am not saying that gold didn't get overbought; it did. But you can bet that the PPT was right there helping to push the price down once the market turned. And it will be ever with us into the foreseeable future trying its damndest to convince the world that gold as an investment vehicle is a fool's choice.)
So the Fed's strategy is to try and keep the Dow above 7000 and gold below $400 until all the dangers are purged, i.e., until the New York banking cartel has eased out of its short positions and U.S. corporations are beginning to make profits again. That's why the Fed will be making liberal use of the PPT along with lots of rumors and smear campaigns over the next decade. This is a very dangerous game that these participants are playing, and we need to be aware of it.
As stated above, the only thing such PPT rigging can accomplish in the long run is more WORTHLESS DOLLARS being funneled into the economy, which is just more of the paper money poison that is killing us. But such rigging will be able to buy the Fed and the New York cartel some time. If Greenspan can pull this off until June of 2004, he then retires, and can drop the whole mess in the lap of his successor. He can then escape to his knighthood and become an elder statesman. The crash will come on someone else's watch. So it's a good bet that such motives and manipulations are a prominent part of his present rationale.
This, in my opinion, is the vision of our Federal Reserve and Treasury bureaucrats who are in bed with the mega-bankers of New York City. These are desperate men, and desperate men blind themselves to long term reality. They shrink their focus down to the short run, so as to buy time. This is why the PPT is going to become a much bigger and more dangerous element in the investment markets as this decade unfolds. We must always keep in mind that desperate men are like cornered rats. They will use any means at their disposal to avoid loss and humiliation. These are the people who are governing us today -- cornered rats.

The members agreed that the potential for such an economic and policy scenario seemed highly remote, but it could not be dismissed altogether. Internet Mortgage Scam Halted
An Internet operation that advertised “3.95% 30 Year Mortgages” to obtain sensitive financial information from consumers has been barred from violating federal lending and privacy laws. The operation’s principals have agreed to settle FTC charges that the scheme violated federal law. The settlement requires the principals to post $1 million bonds before sending unsolicited commercial e-mail - spam - in the future. The settlements also bar misrepresentations in the advertising or sales of any goods or services on the Internet and misrepresentations that relate to residential mortgages. The settlements also bar the defendants from using or benefitting from personal information that was deceptively collected from consumers.
In January 2003, the FTC filed a complaint in U.S. District court charging that 30 Minute Mortgage Inc. sent spam and maintained Web sites where it advertised “3.95% 30 Year Mortgages” and described itself as a “national mortgage lender.” The FTC charged that the company urged potential customers to complete detailed online loan applications that included such information as social security numbers, income, and assets. The company assured consumers that their sensitive information would be protected because it would be transmitted using Secure Sockets Layer (SSL) technology.
The FTC alleged that 30 Minute Mortgage was not a “national mortgage lender” and did not offer 3.95% 30 year loans. Instead, the company allegedly sold or offered to sell thousands of completed applications to nonaffiliated third parties without consumers’ consent. The FTC also alleged that consumers’ sensitive personal and financial information was not protected in transmission because the Web sites at times did not use SSL or other encryption technology.
The FTC charged 30 Minute Mortgage, its president Gregory P. Roth, and its former national sales director Peter W. Stolz, with violating the FTC Act, the Truth in Lending Act, and the Gramm-Leach-Bliley Act. The FTC asked the court to bar the illegal practices permanently and
order the defendants to give up their ill-gotten gains. The judgments announced today end that litigation.
The judgments require 30 Minute Mortgage, Roth, and Stolz to post $1 million bonds before sending unsolicited commercial e-mail or “spam.” The judgments also bar the defendants from:
violating the Truth in Lending Act or its implementing Regulation Z,
violating the financial privacy or pretexting provisions of the Gramm-Leach-Bliley
Act or the Commission’s Privacy Rule,
misrepresenting mortgage terms, security protections, or other information
conveyed through the Internet or that relates to residential mortgages, and
using or benefitting from the personal information that 30 Minute Mortgage
deceptively obtained from consumers.
Based on financial disclosures provided to the FTC, a $57,500 judgment against Roth has been suspended. Should the Court find any material misstatement or omission in these financial disclosures, the full amount of the judgment will be due.
The case was filed in the U.S. District Court for the Southern District of Florida. The Commission vote to accept the settlements with the individual defendants was 5-0. The court entered stipulated final judgments and orders as to Roth and Stolz on September 17, 2003, and December 2, 2003 respectively. The court entered the default judgment against 30 Minute Mortgage on December 2, 2003.
