One of today's more interesting military contract awards
General Atomics Aeronautical System, San Diego, Calif., was awarded on Nov. 7, 2006, a $20,000,000 increment as part of a $215,373,106 cost-plus-incentive-fee contract for system development and demonstration for the extended range / multi-purpose unmanned aerial vehicle. Work will be performed in San Diego, Calif. (43 percent), Adelanto, Calif. (14 percent), Palmdale, Calif. (8 percent), Salt Lake City, Utah (18 percent), Hunt Valley, Md. (14 percent), and Huntsville, Ala. (3 percent), and is expected to be completed by Aug. 31, 2009. Contract funds will not expire at the end of the current fiscal year. There were 120 bids solicited on Sept. 1, 2004, and three bids were received. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-C-0069).

FCC Seeks Comments on Effect of Cell Towers on Migratory Birds
The US Federal Communications Commission (FCC) adopted a Notice of Proposed Rule Making (NPRM) that seeks comment on whether it should take measures to reduce the number of migratory bird collisions with communications towers. The commission is seeking to build on information gathered in response to a 2003 Notice of Inquiry into the issue, and will also look into legal, substantive, and procedural issues related to adopting measures to minimize the collisions. The FCC is seeking comment on its legal authority to adopt regulations related to the issue, believing that the National Environmental Policy Act may give it the authorization. The NPRM also seeks comment on whether the evidence is sufficient to demonstrate that the towers are having a significant impact on the birds. In addition, the FCC is seeking comment on the role of tower lighting on the issue with the Federal Aviation Administration providing a memo that says that white strobe lights at night are more effective than red lights. Other tower factors, such as height, location, use of guy wires, and co-location of new antennas on existing towers, require input as well. Finally, the NPRM seeks comment on whether the FCC should require tower applicants to prepare an environmental assessment of the effect on migratory birds.

The proposals were received Friday and a panel of local government and education officials will gather Wednesday to begin evaluating the bids, said Stephen Ferguson, Sacramento's chief information officer.
Among the companies bidding on the project are partnerships that include AT&T Inc., Intel Corp., IBM, Nortel Networks Corp. and Cisco Systems Inc.
Ferguson said he is pleased with the caliber of bidders, but doesn't anticipate a perfect offer. "We aren't expecting any of them to meet every term and condition" in our proposal request, he said.
Among the city's requirements: construction of the system at no cost to the public, free unlimited Wi-Fi connections at 300 kilobits per second or faster, free service for city government use at 1 megabit per second or faster, and coverage of 95 percent of the city's 100 square miles within two years.

Service in the downtown area could go live within three months of the contract's approval, said Thanh Vo, the city's Wi-Fi project manager. The entire city could be covered within two years.
Perhaps the most star-studded bid comes from a group calling itself Sacramento Metro Connect. It includes IBM, Cisco, Intel, SeaKay Inc. and AzulStar Inc. That group, minus Intel and operating under the name Silicon Valley Metro Connect, recently won a contract to build a major Wi-Fi network covering 1,500 square miles of Silicon Valley with access to 2.4 million residents.
Another partnership -- AT&T and MetroFi Inc. -- also is in the running. Telecommunications giant AT&T has thousands of DSL broadband customers in the Sacramento area, while MetroFi runs wireless networks in three Silicon Valley cities and recently won a contract for a similar system in Portland, Ore.
Two other groups -- both unsuccessful bidders in the 1,500-square-mile Silicon Valley project -- also submitted proposals:
-- A partnership formed by Ubiquity Broadband Communications, Fire2Wire and Nortel Networks;
-- A partnership of Blue Horizon Group Inc. and Globetel Communications LLC.
This is the second effort by Sacramento to establish a citywide Wi-Fi network. Earlier this year, a Maryland-based company called MobilePro Inc. had an agreement to build such a system, but it withdrew from the deal in June after the city added new requirements, such as free, unlimited Wi-Fi for all users.

eqbeck: You'll notice the error on that Nasdaq site...they're showing Form 4s where Form 144s should be...I have e-mailed Nasdaq twice to have them correct that error...first time, they corrected it for about a day, then it reverted back to the error...second time, they still didn't correct it at all...maybe I'll be third time lucky!..and it's in error that way for all stocks, not just GTEM.

Sacramento decision coming due (see bold):
Sacramento has put out a bid for a citywide Wi-Fi network that will offer free basic service (starting at 300 Kbps) and paid Internet access to residents and businesses. Sacramento has a population of 435,000 and covers 97 square miles. They want the initial deployment to cover the central business district, followed by a citywide deployment within two years.
I reported in early June 2006 that the city had been negotiating with MobilePro for the deployment of a network but the company decided to pull out.
Among the key points in the RFP are the city’s use of the network and the digital inclusion provisions.
Municipal use
The city wants to use the network free of charge for the term of the agreement (5 years) and the terms of use include use on a priority basis at 1MBPS or greater, and on a separate and dedicated SSID. The city is willing to consider proposals where it could become an “anchor tenant” to support its use of the network. The proposer may offer multiple “anchor tenant” scenarios for the city to select.
Digital Inclusion
If a bidder wants to use advertising to support the free service, then 7% or greater of gross advertising revenue has to be allocated to support a nonprofit organization. Bidders may offer alternative approaches to funding digital inclusion, for example, the bidder may partner with an existing non-profit to provide the following funded by the 7% of gross advertising revenue: subsidizing accounts for low income residents, purchasing computers, creating additional free access points in schools, libraries, community centers, and providing technical services to qualified households.

Banks bet on booming remittances

MUMBAI: With an increasing number of Indians living abroad, either for work or having settled there, foreign exchange remittances into the country is likely to increase, market players say.
India receives the largest amount of remittances in the world, “getting over 10% of the $230 billion global market, according to World Bank numbers,” says Manish Misra, ICICI Bank’s head of global remittance. He expects the business to grow 15-20% annually in the next 4-5 years.
“It is inevitable that, with the need for overseas workers, India will remain a big market for the remittance business,” Misra says. The bank’s remittance service, Money2India, has a 22% market share in the Indian business.
“According to some estimates, the remittance market is expected to grow to $26-27 billion by 2006-07,” adds Anand Kute, head of marketing of online remittance company, remit2india.
The United States and Saudi Arabia are the largest sources of workers remittances to developing countries. Analysts expect that, in the next five years, Asia will be the top destination for Indians willing to migrate abroad.
“The region will become a powerhouse because of the economic boom here and the development in science and technology,” Misra explains.
Besides the Gulf, US and UK, Australia, New Zealand and Canada are also fast catching up because of the need for skilled labour there.
Out of the $23 billion, that comes into India, an estimated $8-9 billion comes from US, and the next highest is from the Gulf. India accounts for over 20% of remittances into developing countries. China received $21 billion of remittances.
Preliminary figures in the RBI annual report for the year ended June 2006 show that non resident Indian deposits were the third largest contributor to the total capital flows in 2005-06.
NRI deposits are expected to make up 11.3% of the total $24.693 billion capital inflows in 2005-06, behind portfolio and foreign direct investments at 50.6% and 31.1%, respectively.
For remitting money, the cheque/draft route is still the most popular. Exchange houses are also a popular means of transferring money, especially from the Gulf.
Some agencies such as Cash2India and Western Union Money Transfer deal only in remittance services. Several Indian banks also offer remittance services in alliance with foreign banks such as Citibank and HSBC.
Kute is confident that the online market will grow in the next few years as people get familiar with computers and the initial apprehensions about transferring money online vanish.
There are also unofficial channels (as hawala) used to transfer money which the RBI is keen to track down.

Mexico slaps fee on cell phone calls
New surcharge will double or triple cost for callers from outside country

Starting today, the Mexican government is imposing a surcharge of at least 14 cents a minute to complete international calls to cell phones, doubling or tripling rates callers pay.
"It's going to hurt the average consumer significantly," said Jeff Compton, an executive at Telscape Communications Inc., a Monrovia, Calif., phone company catering to Hispanics.
Gabriel Lasco, 27, a waiter at Maria's Pescado Frito at the Grand Central Market in Los Angeles, knows how to get around the surcharges to call his father in Mexico City. "I guess I'll have to call the house phone now," he said, "but it's so much less convenient."
Carpenter Emilio Ochoa, 26, said he will absorb the cost of calling his family in Jalisco.
"I have to call my family, so I'm not going to stop," he said. "I'm not happy about the price, but what can I do?"
Lisa Pierce, an industry analyst with Forrester Research Inc., said, "Look at who the fees hurt, the people who can least afford them."
The surcharge was imposed by Mexico's equivalent of the Federal Communications Commission as part of an overhaul of the way mobile phone companies bill their customers. For six years, Mexico has been moving toward a system in which the calling party pays all the costs of a call to a cell phone, including long-distance charges. That makes the incoming call free to mobile users.
Mexico's surcharge does not apply to calls made to landline phones in Mexico or to walkie-talkie systems used by some cell-phone users. At least four smaller Mexican cell phone carriers have obtained a court order to block the surcharge.
But the country's largest phone company, Telefonos de Mexico, known as Telmex, said it would abide by the Mexican authority's new fees. The fees are negotiated individually between Mexican phone companies and their counterparts in other countries.
Most of the money collected will go to companies controlled by entrepreneur Carlos Slim, the world's third-richest man with a net worth of $30 billion, according to Forbes magazine. Slim controls Telmex, which has 94 percent of the Mexican landline market, and America Movil, whose Telcel subsidiary has 80 percent of the Mexican mobile market.
AT&T and Sprint have been alerting their customers about the new fee, but customers still unaware of the higher cost "may suffer sticker shock," said Sprint spokeswoman Kathleen Dunleavy. Verizon Communications Inc. will absorb the fee for three months as it notifies customers, spokesman Jonathan Davies said.
Having the caller pay cell phone costs is prevalent in Europe. The trend never caught on in the United States, despite efforts to implement it. On landline phones, the calling party has long paid the freight for the call, but the U.S. mobile market grew up with each party sharing the cost.
International calls to cell phone customers in Europe also have high surcharges: 20 cents a minute for England, 19 cents for Italy and 17 cents for France. Calls to Canadian cell phone users are billed the way they are here.

Air Force announces new cyberspace command

Speaking yesterday at the C4ISR (Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance) Integration Conference in Crystal City, Va., Air Force Secretary Michael Wynne announced that the branch is creating a new cyberspace command, assigned to the 8th Air Force, headquartered at Barksdale Air Force Base in Louisiana and previously part of the Air Combat Command.
The announcement was not unexpected. At the end of August, the Air Force reorganized its network operations structure and put all units charged with network operations under the command of Lt. Gen. Robert Elder Jr., the head of 8th Air Force. And a year ago, the Air Force mission was expanded to include “air, space and cyberspace.”
“The idea of freedom of cyberspace may in time be the same kind of principle as freedom of the seas and freedom of the skies. This means that cyberspace is a domain on which many rely and in which warfighting can, and, actually by some definitions already, takes place,” he said in prepared remarks.
"Last month, the Joint Chiefs of Staff defined cyberspace as 'a domain characterized by the use of electronics and the electromagnetic spectrum to store, modify and exchange data via networked systems and associated physical infrastructures,'" Wynne said.
Wynne pointed out that the basic questions of the principles of war can be applied to the cyberspace domain.
“Can one mass forces in cyber? Yes. Does surprise give an advantage in cyber? Of course. Simplicity? Economy of force? Clarity of objective? Yes, yes and yes,” he said.
Wynne said that he and Gen. Michael Moseley, the Air Force Chief of Staff, have asked Elder to develop a roadmap to grow the new command into an organization comparable to its peers, Air Combat Command and Space Command.
“We expect that this work will stretch out for the bulk of this next year,” he said.

MONTREAL, Canada, and MOSCOW, Russian Federation, May 23, 2006 – Maravedis Research (http://www.maravedis-bwa.com), a leading wireless broadband access research firm, announced a new research report entitled the “Russian Federation Broadband Wireless and WiMAX Market Analysis and Forecast 2006-2010,” which details the golden opportunities now present within the Russian Federation for BWA and WiMAX wireless products and services.
The new 100-page report, the second of a series that includes reports on Brazil and India, provides an in-depth review of the broadband wireless and WiMAX markets and regulatory activity taking place in Russia.
The Russian economy is flourishing and demand is quickly outpacing the supply of the telecommunications services provided by legacy wired telecommunication infrastructure built during the communist era. For example, more then 70% of Russia households do not have access to fixed wired telephone services. Instead, customers have flocked to cellular phone carriers, which have built a tremendous infrastructure of cellular towers to provide service to more 130 million customers or 90% of the Russian population.
The same trend is predicted for broadband wireless Internet access services, such as WiMAX, that will provide high-speed data services over a wireless data infrastructure. Small- to medium-sized businesses realize the potential of websites and doing business online via the Internet in order to reach the worldwide economy. Since 75% of Russian households can not get basic dial-up Internet access, wireless Internet service providers (WISPs) are expected to break open the large pent up demand for broadband Internet connections.
“There is huge potential for broadband wireless Internet and voice-over-IP services in Russia because there are still more than 40,000-50,000 towns and villages with no basic communications services,” explained Maravedis’ Russian and Ukraine Senior Analyst, Artur Mironenko. “And, as the economy keeps improving, not only do customers want high-speed connections, but in many areas they now have the household budgets to pay for high-speed Internet access.”
“Several wireless Internet service providers, such as Art Com, Enforta and Tascom, have already launched service in Russia and are enjoying early successes and heavy demand from consumers and businesses,” said Adlane Fellah, senior analyst with Maravedis Research. “Our wireless forecast for Russian broadband wireless access shows the vast potential for this marketplace and provides a valuable analysis of existing wireless operators.”
Maravedis predicts a consolidation among the current 200 BWA service providers active in the country. In fact, the authors interviewed and profiled the Top 10 service providers in Russia and concluded that the most active players will be companies with deep pockets that belong to one of three major holdings in Russia, namely Alfa, Sistema and Telekom Invest which control both fixed and mobile service providers. Others such as Enforta also benefit from a sound investment capacity. Vendors and financiers need to be aware of “noise makers” who put press releases with ambitious plans but after analysis appear as just “smoke and mirrors.”
“The most promising regions (russian word for region is oblasts) for the development of BWA/WiMAX networks are Moscow city, Saint Petersburg, Samara oblast, Sverdlovsk oblast, Rostov oblast, Tatarstan republic, Krasnodar krai, Tyumen oblast, Chelyabinsk oblast and Bashkortostan republic. The center region will concentrate one-third of total subscribers,” added Mironenko.
“However, shortage of spectrum and very stringent regulation for equipment and licensing are serious obstacles for massive adoption of broadband wireless and WiMAX in Russia. For WiMAX to prosper in Russia, frequency bands in the 2 GHz range (2.3-2.4 and/or 2.5-2.7GHz) must be made available to commercial operators. That will require current analog broadcasters to digitalize their networks which will take a long time,” Mironenko continued.
Maravedis’ latest research also reveals that Russia remains a very price sensitive market. Demand for broadband services is exploding, but both service providers and residential end-users demand very low cost CPE (in the $100 range) before they will fully adopt WiMAX. So far, the demand for broadband wireless services has been mainly driven by high-end corporate and residential as well as government users.
