What the hell is this??!?! A mandatory $20 fee to process the reorganization for ARCSD?? And they still haven't released them.

In my experience, E-Turd will not release them until their nightly batch runs. I've never seen a cusip changeover back to a ticker symbol during the trading day. Maybe Scottrade is different.

Not in my experience. Generally, it's a couple of days and the random number for the ticker changes back to (ARCSD). This is abnormal IMO.
