Hey Chimera, I have run into this too. The first time, I did manager to get Scottrade to allow me to buy when I called. But, the last couple of times they would not. They said they couldn't complete the trade for me as they were not buying stocks that were restricted.
Hell, they just as well say to you to take your business elsewhere. Opened an account with eTrade, but haven't bought any yet. Hate to have securities with three brokers. May make them my broker of record and drop Scottrade altogether.
