State readies medical pot dispensary applications

Applications for certificates to operate a medical marijuana dispensary in Arizona will start being accepted May 14, the Arizona Department of Health Services said.
The state will launch and oversee up to 126 dispensaries.
ADHS will start reviewing applications as they come in beginning on May 14, said Will Humble, ADHS director. The department will stop taking applications at 5 p.m. on May 25.
Humble said his staff will have 30 working days to review the applications and applicants will have 20 working days to submit any documents or information that were missing during the review.
ADHS expects to begin awarding Medical Marijuana Dispensary Registration Certificates on Aug. 7.
Humble said if there's only one qualified applicant in a Community Health Analysis Area, that applicant will be awarded a registration certificate. The department be holding a random drawing in early August to award registration certificates in CHAAs with more than one qualified applicant.

Legislation that seeks to allow for the physician-supervised use of medical marijuana has been introduced in the Maryland legislature.
House Bill 15 amends state law to "authorize an individual to use marijuana for medical purposes as directed by a physician." The proposed legislation would allow for authorized patients to obtain their marijuana from state-licensed non-profit distribution centers. This effort builds off SB 308, which the legislature passed last year, that allowed patients to use an affirmative defense in cases of marijuana possession and established a Medical Marijuana Model Program Work Group to make recommendations for a proposed program.
While NORML believes that barring patients from home cultivation is unduly restrictive, we also recognize that passage of this legislation will likely protect certain qualified medical marijuana patients from arrest while also seeking to provide these patients with a safe and legal source for their medicine. It is our hope that this measure may be expanded or amended during the legislative process so that it is in even better accordance with patients' needs and practices.
