For your words to ring true Chevron would have to disclose that the vast majority of the Block #1 find is actually in one of ERHE's blocks.

CVX buys ERHE and get "free carried" in 3 blocks!

CVX gets 20% of the best blocks AND free carry from Addax and Sinopec... they just MIGHT pay $18B for that!

If any "negotiations" are taking place they are with Addax or Sinopec. THEY are the majors in these blocks.
CVX could buy out their stakes, and then we'd be known as the minnow that is partnered with CVX with full carry in these blocks.
