Hi skitahoe, I pretty much agree with your observations. I would just add that I don't think any responsible government is going to wait till the disaster hits. At that point, getting massive number of doses is impossible. Lets think in terms of Chernobyl, nuclear attack on S.Korea, any major leakage of radioactivity.
Simple prudence dictates having a significant stockpile in place ("significant" to be defined, but it's probably in the hundreds of thousands of doses). That's why I think Allo's expectations of a contract being announced any morning is a realistic possibility.

What I said is just common sense. I suspect that most investors in small biotechs look at it from a perspective of the science, the clinic, and, that dreadful word: "POTENTIAL".
Their counter "argument" is bizzare at best, ranges from "LMAO" (non-stop it seems), to "PATHETIC/DEAD MONEY", to the chartist, who refuses to understand "POTENTIAL" as a very important parameter (along with others).
The other concept that seems to escape them is that there has been tremendous progress in the last ten years. Pluristem is one of the premier actors in the most exciting new areas of medical science. I think you and I came in at the right time, early but not too early. The argument that they'll never achieve anything because they have not gotten an approval yet, is a good example of generals always fighting the last war. To use history you have to interpret it correctly. Constantly harping on what has not been achieved yet is a good way to drive yourself to madness (we might just have some salient examples), not to mention missing the positives altogether.

The "market" is a lagging indicator!
This especially true for a late stage biotech, but with no FDA approved drug. This is fundamental, and the basis for investing early in a promising technology (before everybody else does). So for me, all the talk of the "market" "saying" this or that, or the "market" believes, doesn't believe, or values or does not value is essentially meaningless!
So, it's important to understand that we're talking past each other, using different concepts and rationale. The back and forth is of little value, and there's no chance of convincing someone based on "market" sentiment arguments, if he finds the notion utterly nonsensical.
Additionally, if you dismiss the notion of potential, and the most fundamental sort of DD, that is assessing the probability of fulfilling the potential of the company, then no rational dialogue is possible. In fact I think it's incoherent to discuss a company that is ALL potential at this point, if you banish that concept.
Pretty cavalier attitude for such a large losing investment.
