The "contingency" has been developed and recorded for the future mass production to come (land rush). We must all realize that this was the first full-scale production model P2O to be cast. The greatest learning curve comes with the first in anything. I am positive that with the likes of IsleChem and CRA participation of this production unit, the technical manual was written. We are still in the infancy of this technology by JBI.
I agree that PC has to know the details for the reporting. But neither PC or field construction can foresee engineering issues that may have been overlooked, or any of the other countless obstacles that may arise when applying design intent in the field. Even with all of the technical journals available at our fingertips, we still encounter issues and setbacks.
That argument has already been debated and put asunder.

It would behove you to take a look at the possibilities of selling the fuel in Canada. If it can be currently produced in NY and sold in Canada, then the permitting process can take as long as it takes for NY. Revenue will be coming in.
Industrial projects never go off without a "hitch". Permitting (in the USA) is one of the most difficult parts of the project. I have never seen an industrial project (in this country or throughout the world) that was ever built/commissioned without a "hitch". It is the nature of the construction and commissioning phase to run into to unforeseen obstacles. ROI on most power projects is 5 years, and as for as "being LATE is not acceptable", no one can foresee future issues regarding industrial applications. You previously stated that you were involved in the project controls - I suggest that you leave the hard questions to the engineering personnel, field construction and commissioning managers.
It takes capitol in order to expand, and if you haven't noticed by now - we are running a little low of. Thanks in part to the bureaucratic process and the other things that just seem to get in the way. If you want to talk technical, then lets dance Bigboy!
You should ask the author of the post, as it would seem that he/she has extensive experience related to fossil fuel usage, environmental emissions and control, and its mechanical capabilities to improve the already low emissions of the P2O process. Once the permit is acceptably issued, we can go after CA, as I suspect that they would be the only state with stricter environmental laws save NY.
Good questions - especially the one about shareholder approval. If retail holds more than the current O/S, then that would imply that we own the company, and if such company issued additional shares w/o the majority of shareholder approval, what recourse would we (as the majority shareholders) have at our disposal? IDK - just a thought to ponder.

If what we have learned today indicates that we can indeed operate pending full permitting, then I suspect that all the snow will be ploughed from the continuous trucks going to/fro!
