Industrial projects never go off without a "hitch". Permitting (in the USA) is one of the most difficult parts of the project. I have never seen an industrial project (in this country or throughout the world) that was ever built/commissioned without a "hitch". It is the nature of the construction and commissioning phase to run into to unforeseen obstacles. ROI on most power projects is 5 years, and as for as "being LATE is not acceptable", no one can foresee future issues regarding industrial applications. You previously stated that you were involved in the project controls - I suggest that you leave the hard questions to the engineering personnel, field construction and commissioning managers.

Projects I have worked on:

- Permitting is just expected to happen without a hitch.
- plant is expected to get built without a hitch.
- ROI of 20-30% is expected within a 2-3 years and being LATE is not acceptable.
