Apparently you aren't aware of who NOAA is and what they do. The initials stand for National Oceanic and Atmospheric Administration. They just happen to produce marine forecasts on weather and sea conditions. Going further in narrowing that down, there are a number of ocean technology firms that already produce (place anywhere) sea-buoys that are equipped to measure and transmit data on sea state, current direction and velocity, wind direction and velocity and ocean temperature, etc. So, from what I can see, this so called 'New Technologies' is about equivalent to more B.S. just like the see all, know all Tinker Bell.
Well, with 'several targets identified', if Tinker Bell is all that its said to be, they already know what the target is, how deep under the sub-bottom it is buried, and of course its size and content. So, as the old saying goes, it's 'shit or get off the pot' time wouldn't you say?

You are one of the few that seems to have common sense here and says it the way it is.
Tinker Bell is suppose to be the greatest see all, know all technological development ever in the field of treasure hunting. Sees to phenomenal depths into the sub-bottom, measures the precise depth of the target along with dimensions of the object, and more importantly, analysis of the metallic content be it gold or silver. May even have the capability of counting the coins. With that said, it should be so easy to go to one of these multiple so called 'targets' and its BINGO on the first hole they dig.
Let me give you my forecast. I have little doubt the Tinker Bell has 3D sub-bottom capabilities. Something they didn't invent but incorporated into their vehicle package. As they stated a very long time ago, they have hundreds of targets they detected and will check out. Well, those hundreds of targets in all probability are sub-bottom geological point-source reflectors, but they don't have the experience or common sense to know that. I've been on these kind of surveys and I've seen these similar results. When I say the photo of the CEO sitting at the controls of his Tinker Toy, it said allot. Well, in any case, its show time, isn't it?

Do you not understand what the UNESCO Underwater Cultural Heritage Treaty is? Are you aware that near every country in the Western Hemisphere with coastlines (areas pertinent to Spanish colonial shipwrecks), with the exception of the U.S.A., Bahamas, Dominican Republic and Colombia have signed the treaty? Those that haven't signed are not issuing private sector contracts for treasure hunting. So its not too far off the mark to say 'the entire ocean is off limits'.
