TIRANA, April 17 (Xinhua) -- China and Albania agreed on Monday to enhance cooperation in areas of infrastructure, production capacity, tourism and agriculture under the framework of Belt and Road Initiative and the 16+1 mechanism featuring China and Central and Eastern European (CEE) countries cooperation.
The pledge came as Chinese Vice Premier Zhang Gaoli paid a visit to the Balkan country.
Hailing the geographic advantage of Albania in southeast Europe, Zhang said Albania is a major country along the Belt and Road.
"China is willing to conduct more substantial cooperation with Albania taking the country's features and actual needs into consideration under the Belt and Road Initiative and the 16+1 mechanism," Zhang said during his meeting with Albanian President Bujar Nishani on Monday.
He encouraged the two countries to speed up the negotiation and signing of an inter-governmental MOU on the Belt and Road initiative to better plan and guide bilateral cooperation so as to yield more fruitful results.
The initiative, proposed by China in 2013, aims to build a trade and infrastructure network connecting Asia with Europe and Africa along the ancient Silk Road trading routes, leading to mutually beneficial economic outcomes for every nation it reaches.
China would like to align its development strategy with that of Albania and conducted in-depth discussions on projects, measures and effects of cooperation to realize common development, Zhang said during his talks with Albanian Prime Minister Edi Rama on Monday.
He called on both countries to expand scales of the two-way trade and investment. China will further expand the import of Albanian products with comparative advantages such as olive oil, and encourage Chinese enterprises' investment in Albania, Zhang added.
China would like to take an active part in Albanian major infrastructural and energy projects such as roads, hydro-electric power stations and economic development zones, and strengthen cooperation on cultural and people-to-people exchanges, film-making, education and tourism, the Chinese vice premier said.
Speaking highly of Chinese achievements and its role in the international affairs, Nishani said a sound Albania-China relationship is of special importance to his country.
Albania expects to see greater contribution China will make to the world economy and the prosperity of the Balkan region, the Albanian president said.
He affirmed that Albania will firmly adhere to the one-China policy and would like to lift bilateral ties to a higher level through deepening cooperation.
Albania forged diplomatic ties with China on Nov. 23, 1949, some one month later after the founding of the People's Republic of China. It is one the earliest countries to establish diplomatic ties with China.
According to statistics from Chinese Ministry of Commerce, the bilateral trade volume reached 636 million U.S. dollars in 2016, up 13.9 percent year on year. Currently, China is Albania's major trade partner and main investment source.
Regarding the 16+1 cooperation, a platform created in April 2012 by China and 16 CEE countries, Zhang said China appreciates Albania's long-term support to the mechanism and expects to see the its leader's attendance at this year's 16+1 leaders' meeting to be held in Hungary.
China is ready to implement the consensus reached at the 16+1 leaders' meeting in Riga, Latvia last November to deepen mechanism construction on economy and trade, education, science and technology, culture, forestry, agriculture, and local governments, as well enhance cooperation on logistics, e-commerce, small and medium enterprises and environment so as to let the 16+1 cooperation benefit more people in China and the CEE countries, Zhang said.
Rama said Albania is looking forward to the cooperation with China and welcomes more Chinese enterprises in the country. He expressed the Albanian side's hope that the two countries can find cooperation projects that may yield results soon under the Belt and Road Initiative and 16+1 framework.
Zhang arrived in Tirana on Sunday from Ljubljana to continue his five-leg Eurasia tour. His nine-day visit already took him to Moscow and Tallinn, Estonia, and will also take him to Astana, Kazakhstan for bilateral meetings.

HPP Valbona, the Court dismisses lawsuit of residents, lets continue building

Administrative Court dismissed the lawsuit brought by some residents and land associations against the construction of hydropower plants in Valbona Valley. The Court has decided to allow the continuation of construction, and clarifies that the issue will be examined thoroughly by the administrative court.
Valbona National Park since 28 September three hydropower plants (HPP) have fastened the building permit tables, adopted on 8 September and started work.
Excavators and workers continue to work for the construction of hydropower plants with a deadline September 28 2018.
The Albanian government has adopted over the last decade three concession agreements for the construction of 14 hydroelectric power plants in Valbona river and mountain streams that make up its drainage system.

The Ministry of Energy and Industry has announced another concession procedure for the Luniku hydropower plant.
It will be in the segment of the Lunali Bay by a quota of 273 meters, at 492 meters above sea level.
Over this river is projected to set up at least five hydropower plants and for two of them the work has started much earlier.
The Ministry has recently intensified the announcement of concession procedures for important HPPs, such as Bushtrica 1, 2 and 3, Grabova 1 and 2, Kalivaçi and, recently, Luniku.
The latter will have a 35-year term with the public-private partnership formula. Bids are submitted in June.

Thoughts out loud, I found that Skavica still has not been acquired and it has been sometime now, a big project and they had some big companies lined up and it's still pending now, I find that interesting that companies may not be poring into Albania for these projects, but we have found someone that wants to invest with them.

Here is a project with a MOU and how they apparently work with Chinese financing,
ASAP can be interpreted in many ways regarding our projects and peoples have tendency's of believing what they want to happen soon, that's why stocks move up or down.
It does appear we have moved a little further than project below with our signing that was found, but we have no way of knowing what terms they may be negotiating on and that's why we did not see Mr. Falaknaz at the MOU signing ceremony. When Mr. Falaknaz shows up, it will be game on.

The Nepal government will award a contract to the China Gezhouba Group Corp. to construct the 1,200-MW Budhi Gandaki hydropower project.
The deal, offered during a meeting of the country's Ministry of Energy this week, will see China Gezhouba build the plant under an engineering, procurement, construction and finance model. Still, the parties must sign a memorandum of understanding and other regulatory agreements before the award is made official.
"As per the pact, China Gezhouba will get a year to make an assessment of the hydropower project and arrange funds for its development," Minister of Energy Janardan Sharma said. "if the Chinese developer comes up with a proposal agreeable to us, we will sign another contract."
Budhi Gandaki has been pitched by the Nepalese government for more than a decade as a means of both alleviating the country's energy deficit and decreasing its reliance on fossil fuels.
The plant and its reservoir are to be located in the Dhading and Gorkha districts.

I have read that many young adults try to gain education then immediately leave the country, but Albania ?

Some data as of 5-01-17 Since the Companys 10k is audited by rbsm llp, it is presumed that the 5% owner table is current as of the last period end date of the 10k filing....and that the table was drafted based on a current shareholder list as of that date.....so if someone from 2011 is no longer in the 2016 table of 5% holders, they likely sold/transferred some shares such that they fell below 5%.
249,949,923 divided by 5%= 12.5 mill. Or above should have been shown in the 10K as 5% owners
We know Julius Baer sold from the financials. My GUESS and only a GUESS is the majority of these have rolled to a PLC under 5%.
The data may be off by several million but on High pressure buying it really shouldn't effect the outcome.For your review, Top

I happened to have a appointment with a Urologist yesterday that does robotic surgery's, I left a paper from website about this, and he was extremely excited and interested about it. I have a follow up with him in June it will be interesting to get his perspective then.

Unbelievable Basha did not even register with the government election board allowing the people of the country to have a chance to vote for him, They will have a protest parade on May 13th instead.
There are other people running against Edi Rama but similar to write in's on other countries voting procedures.
So it does appear there will not be a change in the government structure stepping back to the old corrupt Bershia ways of the past.
My thought are that this is good for the forward movements of our PSPW and could clear the way for news at any time, a solid fact that the corruption reform will be enforced and EU negotiations may start by the end of the year.
