The SEC needs to step in
It would be nice to know if FINRA is obligated to let those that filed a complaint why they apparently have agreed to allow the RS to proceed.

If there's "material" info in his update the impact to PPS could be more. IMO
It's happened a few times before and I had open sells in and caught them. You may be right. Those runs were not correlated to anything tangible as far as I can tell.

I think there are a different group of shareholders here at this time and he's put himself under a microscope by moving into the MJ market whereas in the past the firm flew under the radar. I don't think the current shareholders are going to go away without being heard and things being dealt with appropriately.
By switching business plans and "moving into the MJ market" he has unknowingly brought himself and the firm into the lime light and under possible heightened scrutiny by the SEC.
This can all still be resolved by stoping the RS and doing a share buyback to show the intentions are not just to sell shares. If this doesn't happen it doesn't look good.

If Bob and HRDN are legit, why would he take on a company with such debt and no assets and enter a new market when it would have been a lot cheaper to just start out from scratch or buy another "current" shell for less?

I have a dumb question for y'all. What type of person would knowingly take on the role of CEO and CFO in a company with massive debt in the millions with no assets and switch the business model to focus on a new emerging MJ market with apparently no real plan to generate real sales? Wouldn't it have been easier and cheaper to not accept those roles and just create a new company?

Yep. If the RS happens and this gets to the SEC there's a good chance they will not look upon HRDNs history and current moves favorably.
So in addition to dealing with the pressure from the note holders, the displeasure/wrath from shareholders it appears Bob will be in the unenviable position of dealing with an undesired side of the SEC. It's also highly probable they will look into those note holder deals as well.
Stop the RS and grow the business.

Perhaps. If he doesn't stop the RS, FINRA apparently has been notified and they may stop it. If they don't, it seems probable the SEC may get involved.

If, and it's a big if, Bob is running the business he needs to tell the note holders to sit tight or FO.
Grow the business and the PPS will rise as investors are attracted. (Assuming the business gets real contracts of course.)
Bob should not release more shares at .0001 since no one is buying and it's a waste. Let it run a bit based upon tangible info. Gees. The timing is way off man
I will say it again, and a little louder this time if Bob didn't hear it the first times:
1. STOP RS
2. GROW BUSINESS
3. RENEGOTIATE NOTE HOLDER AND PRIOR OFFICER BS DEALS ELSE CH 11 WILL BE THEIR FATE

Stop the RS. Grow the business.
If the note holders ask for payment then negotiate based upon the bankruptcy option he has in his back pocket. So what if they don't like it? What are the note holders gonna do? What leverage do they really have?
A key question is "Does Bob have what it takes to negotiate with these guys?" At this point it appears not.
If he files bankruptcy they will get zilch.
