The object of the chart is to watch smart vs. dumb money.
The commercials(smart money) are the maroon colored bars. This week, they flipped significantly from the short side(below zero) to the long side.
The small specs(dumb money) are the yellow colored bars. They flipped this week from long to short.
In my prior post to ajtj99, I noted how the commercials were ahead of the market on each of the moves dating back to last September.
Doesn't mean it will keep working, but it looks like the commercials are set for a bullish run and conversely, the small specs will be wrong again.
Since this week on the chart is dated 6-20-06, we can use NDX 1545 for a reference point.

Just using the past history of that chart, last September saw a 2 week bounce from NDX 1553 to 1618 (65 points). The November spike saw the NDX go from 1671 to 1715 (44 points). The commercials were heavily short during the January - March drop from 1760 to 1635 (125 points). When the commercials significantly clipped their short positions in mid-March, the NDX went from 1660 to 1750 (90 points).
I don't necessarily "use" them, but there definitely was a large spike towards the bullish bias this week.
Interestingly enough, the small specs were wrong each time. Note this week how they dropped their long positions in favor of short positions.

I still say this falls on upper management. They took a team that was 5 outs away from the World Series and in less than 2 season had only 2 position players left from that squad. Why didn't they pick up Pudge Rodriguez and Miguel Tejada. They needed power and defense from 2 positions. Shortstop and catcher.

I scanned 10 internet sites and found 8 are selling it for 180.00, 1 is selling it for 120.00 and the last one is selling it for 100.00. All 10 will tack on shipping and handling charges.
I just won it for 49.99 plus 11.42 shipping and handling for a grand total of 61.42.
