What I remember about when doing construction in winter is newspapers in the boots, mud caked on the soles and on your shovels, snow that covers forms and trenching, freezing north winds, and bulky clothings. Everything you do slows down, especially when you are 17 or 18 years old. (Worked for my father's construction company.) Happy Yes, I left for the Service and later college.
Based on your review it sounds like NioCorp Management/Scott has mapped out his Critical path/construction schedule and it will unfold quickly once the land is purchased.

I would have thought that they will move to buy the shaft sites immediately and hold off on the remaining land, but maybe it would be better to do all the mineral rights legal work upfront at the same time.

If you are dealing with 90F days it might actually be somewhat easier on the men and equipment to conduct operations in spring or fall weather. A Nebraska winter should not stop construction. (Maybe a Blizzard keeps you from driving to the job site?)

Elk Creek sits at 40.22 degrees north latitude and 1135 Feet elevation, and anticipates about a 40" freeze line during a really hard winter, so extreme sub arctic cold operations construction procedures would not apply.

I suspect--but do not know--that someone is a day trader and periodically loads up on shares. The derogatory remarks are perhaps designed to drive the price down. That someone should be aware that once they are aware of it, a Company can take legal action against anonymous posters that post derogatory information regarding the company.

I think that a lot of the original geological surveys conducted by Kansas and Nebraska were geared toward oil exploration (60 or 70 years ago.) I think that is when they first discovered the Elk Creek Deposit. (Magnetic abnormalities?)
I assume that when they start to drill they will drill in the direction of the Mid Continent Rift. There may be more and different mineral deposits waiting to be found.

Elk Creek sits near the end of the mid continent rift system. This system extends up into southern Canada and the great lakes. Some of the largest deposits of easily minable minerals in North America are located in and on the flanks of the rift. You can see rift in Minnasota and Wisconsin but in Iowa Nebraska and Iowa its buried under sedimentry rock and farmland.

There are a number of things that have happened in the last 2 years, one of which involved lower interest rates. Corporate structures and managment change and Mark may have different people that he has to work with.
My thought is that Mark maybe reworking the terms for a lower interest rate, or is going with a different funding source or sources.
I am sure that there are other explanations all of which will remain total opaque until they want us to know!

European project that researches recovery of scandium from things like bauxite and metal processing waste. They must think its an important commodity given their emphatic chart on how it strengthens AL, and can be used for high quality lasers and energy storage, so there must be a good amount of latent demand!
**Need to get Elk Creek and high concentrate scandium mining underway and save these poor folks from having to wander around slag heaps and tailing piles trying to find their scandium!! :)**
