Not sure if public companies can obtain a SBA loan. Even if it could there is not a bank in the US that would touch this company. It would have to be financed as we have been doing.

I think they described it because that item was reclassed as property, plant & equipment. But ordinarily equipment purchases would not be decribed unless not describing it would be a material omossion.
