Yes, that's Solar3D's plan, to license the 3D technology, however, if you were the ceo of SunPower for example, and small start up, Solar3D approached you with a better solar cell that produced double the power, wouldn't you at least make an offer to try to snatch it up so your company was the only one that offered the most efficient 3D Solar cell technology? Hell yes!

He may have already started a bidding war between the solar companies to buy out the 3D Solar Cell Technology? It would be nothing for one of the billion dollar solar companies to offer $500M and own it for themselves.
It's like a biotech company with a really valuable drug, A larger biotech company will pay billions to own it and be the exclusive supplier of that drug, that's why biotech companies trade above $5, $10+ with no earnings... That's also why Facebook offered $3 billion for Snapchat even though Snapchat has no earnings...
