Recognition: A2LA is a signatory to several bilateral and multilateral recognition agreements. These agreements facilitate the acceptance of test and calibration data between A2LA-accredited laboratories and 46 economies around the globe. In addition, A2LA has recognition from over 30 federal, state and local government agencies, companies and associations. These partners recognize the competence, quality of service and cost effectiveness of A2LA.
Laboratory Accreditation Programs: Laboratories are accredited in the following fields: Acoustics & Vibration, Biological, Calibration, Chemical, Construction Materials, Electrical, Environmental, Geotechnical, Mechanical, Nondestructive, and Thermal. In addition to these broad fields, specifically-tailored programs are available for animal drugs, automotive electromagnetic compatibility (EMC), environmental lead (Pb), fertilizers, food testing, and putting green materials testing. Users of laboratory services are advised to seek the specific scope of accreditation from any accredited laboratory or to visit our searchable directory of accredited laboratories on the A2LA website. The scope identifies the specific testing or calibration capabilities for which the laboratory is accredited.
Training: Periodic public training courses are offered on topics such as laboratory accreditation and the international standard ISO/IEC 17025, laboratory quality management, internal auditing, assessor training, and measurement uncertainty.

NELAC History
Introduction
NELAC is the result of a joint effort by EPA, other federal agencies, the states, and the private sector that began in 1990 when EPA's Environmental Monitoring Management Council (EMMC) established an internal workgroup to consider the feasibility and advisability of a national environmental laboratory accreditation program. The workgroup concluded that EPA should consult with representatives of all stakeholders, by establishing a federal advisory committee. As a result, the Committee on National Accreditation of Environmental Laboratories (CNAEL) was chartered in 1991 under the Federal Advisory Committee Act. In its final report to EMMC, CNAEL recommended that a national program for environmental laboratory accreditation be established. In response to the CNAEL recommendations, EPA and state representatives formed the State/EPA Focus Group that developed a proposed framework for NELAC, modeled after the National Conference on Weights and Measures. The Focus Group prepared a draft Constitution, Bylaws and Standards, which were published in the Federal Register in December 1994. NELAC was established on February 16, 1995 by state and federal officials with the adoption of an interim Constitution and Bylaws.
NELAC was established as a standards-setting body to support a National Environmental Laboratory Accreditation Program (NELAP), which was implemented in 2001 with 11 state accrediting authorities. The goal of NELAP is to foster cooperation among the current accreditation activities of different states or other governmental agencies. NELAP seeks to unify the existing state and federal agency standards at minimum cost to the states, federal agencies and accredited laboratories.
The Need for Restructuring
When NELAC was established in 1994, it was structured as an association of co-regulators: EPA, the states, and other federal agencies. EPA provides support for NELAC in the form of staff positions and an annual management budget, although self-sufficiency is the true program goal. There are, however, certain limiting conditions under which NELAC must operate because of the existing operation with Agency resources. The most significant limitations are that only state and federal government representatives can vote, and consensus advice from the private sector can only be solicited through the Environmental Laboratory Advisory Board (ELAB), a committee charted under the Federal Advisory Committee Act (FACA). From the outset, the CNAEL Report and senior EPA officials indicated that NELAC should be self-sufficient. The NELAC Board of Directors and the Transition Committee have explored the possibility of having a non-profit organization to assume many of the functions and expand the capabilities of NELAC.
New Structure
The original structure of NELAC incorporated two major functions: standards-development and standards-adoption. In 2002, NELAC amended the Constitution and Bylaws to designate the conference as a standards adoption body that receives and considers proposed amendments and additions to the standard submitted by any acceptable standards development organization.
The standards-adoption organization (NELAC) has government-only participation, to satisfy the needs of EPA and the states. It is an equal voluntary partnership of state, federal, and tribal government stakeholders. It adopts standards for implementation by NELAP accrediting authorities. The private sector is provided an opportunity to submit comments, but otherwise does not participate in the standards-adoption organization.
Standards from any consensus standards-development organization are considered by NELAC.
The National Environmental Laboratory Accreditation Program (NELAP) remains as structured. Accrediting authorities approved under NELAP agree to adopt the NELAC standards and retain their authority.
