Imagine that a sleazy hedge fund chooses a small, illiquid company to attack. Often that company is in a poorly understood sector, or is a company with some accounting complexities so it will be possible to create 'where there?s smoke there?s fire' skepticism about its books. Here is what happens:
__________i. The hedge fund gets that US firm listed on foreign exchanges.
__________ii. That hedge fund then 'sells' shares it neither has nor borrows.
__________iii. When the DTCC calls after three days and says, 'Where are those shares?' The hedge fund replies, 'I borrowed them on the German exchange, they will take a few weeks to show up,' or 'I am a market maker for the German Exchanges in that stock, and thus excluded from the no naked shorting rules.'
__________iv. With a nudge and a wink the DTCC says, 'OK, we?ll loan you from our own reserves of that stock.' The DTCC collects a high fee from the hedge fund to do this.
__________v. The hedge fund has relationships with a few compliant reporters, who are called and told, 'Do a hatchet job on Company XYZ.' They do so, perhaps in return for off-shore compensation.
__________vi. The combination of bad publicity coupled with the selling of an unlimited number of shares drives the stock down to the point either that the hedge fund covers and moves on, making a quick $20 - $50 million, or the company goes bankrupt, or simply remains a penny stock (in which case the hedge fund never has to cover its short, and hence, never pays taxes!)

GmbH today announced that they’ve begun testing a lighter-than-air (LTA) platform capable of operating
at altitudes of approximately 65,000 ft. The program’s ultimate goal is to produce long endurance, LTA
vehicles that provide various security- and communications-related services from the stratosphere for
extended time periods.
The current phase of the program consists of several untethered air- and ground- based tests of the
proprietary components and systems. Future phases will include the unveiling of the stratospheric
vehicle, and testing at gradually increasing altitudes that would lead to the vehicle’s launch into the
stratosphere. Development and testing is ongoing, with the ultimate goal being one of the first controlled

Political Leader Sergio Bitar Pushes Plan To Wire The Entire Country
Party For Democracy (PPD) President Sergio Bitar proposed last week connecting all of Chile’s households to the Internet by as early as 2010. Bitar’s initiative demonstrates the Internet’s growing presence in Chile, which is arguably becoming Latin America’s most wired country. Bitar told The Santiago Times that it is important that Chile connects all its citizens to the Internet, “for the same reason why it was so important to bring electricity to Chilean households at the start of the 20th century. It is essential if this country wants to develop.”
Chile already boasts both the highest rates of broadband connectivity and the greatest general Internet use in Latin America., according to a January report by The Latin America Broadband Barometer (sponsored by California-based tech company Cisco). The country ended 2006 with 1,034,000 broadband Internet connections, or nearly 6.8 dedicated connections per every 100 Chileans.
This compares very well to second place Argentina, with a 3.2 percent penetration rate; Brazil with 2.6 percent; Peru and Costa Rica with 1.5 percent; and Colombia with 1.1 percent, according to the most recent statistics available from the Cisco Barometer.
Chile also leads all Latin American countries with a general Internet penetration rate of 42.4 percent. Chile is followed by Argentina at 34 percent, Costa Rica at 22.2 percent, Mexico at 19 percent, Peru at 15.8 percent, Brazil at 13.9 percent, and Colombia at 12.9 percent. In comparison, 69.6 percent of U.S. residents have access to the Internet, while globally, 16.6 percent of the world’s 6.5 billion people surf the net (ST, Feb. 8).
Bitar, who has also served at various times over the past 17 years as Chile’s Education Minister, Mining Minister, and a Region II Senator, divides his plan into three stages. The first step consists of investing government funds in the infrastructure, including fiber optic cables, necessary to connect Chilean households. Bitar asserted that the government of President Michelle Bachelet has already taken the lead in accomplishing that goal.
“Bachelet has already set the tone with respect to the growth of Internet in Chile. In the 2008 budget, she set aside US$80 million for the country’s telecommunications fund. That money will be geared towards the country’s broadband connections. Additionally, the government is planning to set aside US$80 million more for 2009 (…) consequently, based on our calculations, we will be able to get the country connected in 2010,” he said.
The plan’s second and third phases involve subsidizing monthly Internet costs and computer purchases for Chile’s families. The subsidies, Bitar said, would help families who would not ordinarily have means to pay. Currently, only 25 percent of Chilean families can afford to connect themselves to the Internet, according to Bitar’s calculations. But he believes bringing the Internet to poor families represents a golden opportunity for the government to fight social exclusion and inequality.
“Internet still has to become an even greater priority for the government. The government need to see that this initiative would contribute to other areas, including education, business, and Chilean culture. The government should also view this initiative as a way to reduce social exclusion and the country’s inequality,” Bitar said.
Another challenge to Bitar’s plan is the high monthly cost of Internet bills, which average 25,000 pesos (US$50) per month. Bitar believes that with increased competition Internet bills could drop to about 5,000 pesos (US$10) monthly. “Government subsidies would encourage competition and cause Internet prices to fall. Internet prices right now are too high,” Bitar told The Santiago Times.
Chile’s high Internet costs have drawn harsh criticism in the past. A group of technological experts known as The Committee of Ministers for Digital Development disclosed in July that Chileans pays the second highest rate in the world for broad band connection, after only Turkey, and that the quality of broadband in Chile is very lacking.
After adjusting for purchasing power parity, Committee members calculated that Chileans pay just over US$80 per megabit per second (Mb/sec) of broad band internet. Regionally, Argentines and Brazilians pay just under US$80. Meanwhile, in the United States, the average cost of per Mb/sec of broad band is just a few dollars (ST, July 13).

Chile’s Housing Ministry and Sub Secretary of Telecommunications recently disclosed a joint plan to bring cyber cafes to 200 impoverished urban neighborhoods nationwide. This initiative is part of the Housing Ministry’s urban renewal plan called, “I Love My Neighborhood.” “This program aims to bring Internet to urban locations which are considered vulnerable and also have little or no access to technology. In other words, they are not only vulnerable socially, but they also suffer from technological inequality,” Claudia Pinto, the director of “I Love My Neighborhood,” told the Santiago Times.
The “I Love My Neighborhood” program aims to improve run-down inner city neighborhoods by upgrading essential infrastructure and strengthening neighbor participation. In order to be selected, the districts must have at least 70,000 inhabitants and be located in a city which has at least 100,000 residents. Furthermore, 10 percent of the neighborhood population must be classified as “poor.”
As part of this joint plan, government officials will bring both wireless and WI-FI to each of the urban areas. All neighborhoods will receive a cyber center and computer classes geared for community members.
Pinto disclosed that, “the Housing Ministry will construct the actual cyber café structures. The construction may consist of improving existing community structures or putting up entirely new buildings. Meanwhile, the Undersecretary of Telecommunications will be in charge of bringing the Internet technology and also computer classes (…) the Undersecretary will also obtain subsidies so that residents pay less than the market rate.”

The Chilean government and the country’s private internet, telephone and subscription television providers signed an agreement on Wednesday in which they pledged to make joint efforts to close Chile’s “digital gap.” The Public-Private Agreement for Digital Connectivity in Chile aims to substantially increase telecommunications access in rural and low-income communities before Chile’s 2010 bicentennial celebration.
“We believe that telecommunications play a fundamental and strategic role in achieving the economic, social and cultural development of our country,” Undersecretary of Telecommunications Pablo Bello said. “That’s why we consider it fundamental to deepen the expansion of the networks.”
Among the agreement’s concrete goals are providing internet access to 100 percent of rural schools and telecommunications services to 95 percent of the rural population. Another aim is to increase Chile’s total number of internet connections from approximately 1.3 million to 2 million by 2010. It is hoped that many of these connections will be in the homes of the poorest tenth of Chileans, who currently possess only four percent of the country’s internet connections.
The Undersecretary of Telecommunications’ office told The Santiago Times that telecommunications deficiencies are most severe in rural areas, where many communities lack telephone, internet and television services entirely. Traditionally, telecommunications providers have been hesitant to invest in such areas because of the perceived lack of profitability.
The government seeks to change this by offering subsidies to private companies that agree to bring their services to outlying zones or underserviced communities. In Wednesday’s agreement, the government pledged to provide 40 billion Chilean pesos (approximately US$80 million) for this purpose. Telecommunications companies, in turn, will apply to receive the subsidies and carry out the projects specified by the government. It is estimated that these private companies’ investments in the undertakings will double the amount of the subsidies.
The agreement seeks to make internet connections faster as well as more numerous. While recognizing that Chile is a leader in Latin America when it comes to connection speed, Bello said the country lags far behind European and many Asian nations.
He stated that the government also aims to guarantee so-called “web neutrality” by preventing internet service providers from making certain online content and applications more difficult for users to access than others. The Chilean Senate’s Transportation and Telecommunications Commission is currently reviewing a bill which the Undersecretary of Telecommunications’ office said seeks to “guarantee that users, whichever internet provider they have, have free access to Web content.”
An official from the Undersecretary’s office explained that this “free access” is not always available to Chilean internet users, citing a 2006 case in which broadband and fixed-line telephone provider Telefónica was found to have blocked internet telephony providers (ST, Oct. 31, 2006).
Ideally, according to Bello, future consumers will have access to a “more transparent, deeper” telecommunications market that offers them more options and access to information.
