Attention DOT,

After reviewing Baltia's most recent SEC filing, I am curious as to how a company which reported 45 thousands dollars in cash and almost 20 thousand dollars in a bank overdraft can still be considered "financially fit?" DOT should be reviewing Baltia's SEC filings to access this information. Is this a DOT oversight or industry standard?
