North American gross revenues for Step Into Liquid are now estimated to be in excess of $17 million by New Visual's distributor.

Melton Management ltd. is a major institutional investor that is based in Israel. They participate in financing transactions that are rarely disclosed publicly, though a search of SEC documents will show a few of their stock holdings in US companies.
Melton Management reviewed New Visual's business and technical plans and status before making this investment. They are also parties to the non-binding agreement-in-principal that will result in an investment in the Company of between $1.5 million and $2.5 million. Melton and other investors recently completed an identical financing with another OTCBB company. This gives us additional confidence that they will complete our financing package.
In reading the Technology Briefing for Investors on Rim and PowerStream, I wonder if we have, in effect, funded the development of PowerStream™? And if so, shouldn't we get some of their royalties?

No, the opposite is true. If New Visual had had to completely fund the development of Embarq™, we would have had to invest more money. Adaptive Networks is a separate company that sells stock and debt to get the cash that they need to develop PowerStream™. They also profitably sell a set of ASICs that funds their new generation of Power Stream™.
In the Technology Briefing for Investors on Rim and PowerStream, I read that "...the Adaptive engineers have during the last 24 months completed the PowerStream™ core, and are now working to complete Embarq™." Does that mean that now that PowerStream™ is complete, they are just starting on Embarq™ now?

No, Embarq™ has been in development right alongside the PowerStream™ for the last 24 months. About seventy to eighty percent of the software code that in is Embarq™ is also in PowerStream™. Recently, Adaptive Networks achieved FPGA on the PowerStream™, which is why we are confident that it will work for Embarq™ also.
Does New Visual own 100% of soon to be Embarq™ chip? By 100% I mean that NV gets any and all revenues from Embarq™. When you get revenues, will any of it go through Adaptive Networks' books, like "Step Into Liquid" is going through the books first of Top Secret Production?

That box office gross is only 29% of the expected total domestic gross.
So the total domestic gross is already on a schedule of, (3,129,799/29)*100= $10,792,410
Note: The film is still running in the theaters, DVD sales could do even better than projected. and last but not least there are and will be more sales outside the states.
Of course these movie projections could make it easier to complete a funding contract. So from that point of view yes maybe they have or will be getting money from the film.

So there will be no net to NVC until they exceed (approx) 6 mil. in worldwide gross.

As to the name change, we are waiting for a least a few weeks. We will
probably have more news on the phenomenal success of "Step Into Liquid", and
would want to keep it free from association with Rim. Further, executing
the name change will cost several thousand dollars, money which I will
devote to the technology instead at this time.

This morning I've received the following clarification:
Bob, I want to clarify:
when I said to you that " I am not aware at the moment of plans to include it
in Embarq", I was referring to the prototype which is currently in an
advanced stage of development. Prototypes at this stage cannot be changed
around to include new ideas, and it would be very poor engineering technique
to do it.
That is not to say that it won't be included in future versions. Of course any
serious researcher in modem technology intends to see their contributions
implemented.
The gist of my first reply to you is that I am not the person to ask about the
business strategy of New Visual, or to make predictions about commercial
products, because I am a doctoral student, working on the research side of
things.
