SECDEF will rely on subordinate components for this! The Pentagon is loaded with Flag Officers of all branches/components that will make such calls!
Yes the Pentagon has high level GS and SES/CIV Flag Officer level, but the Military Flag Officers at 3star level has the power to say move out an make mission - research these Cyber products and provide SITREP most soonest! SITREP/Analysis comes back good to go, has the power to approve said products/platform!
BTW -- We have an AWESOME SECDEF, retired Marine GEN James Mattis! He friggin ROCKs!

I think the Large DoD Contractor he mentioned in the webinar very well could be MITRE Corp -- FED Govt. R&D company/org that works directly with DoD DARPA/JPO/DISA. After the Military I was a contractor for DARPA/JPO for 5years and also worked with the MITRE Engineers.

TPG willing to pay INTEL 3.1B cash for "51%" of INTEL SEC/McAfee....lord have mercy....what's the price tag worth for Industry Standard MFA OOBA patents that most are using now?? At least double that, minimum! This is simply amazing!
Then TPG is making a $1.1 billion equity investment to help drive growth and enhance focus as a standalone business. So TPG's total investment is 4.2B.
I do believe $SFOR investors will be rewarded very nicely!

We know there's factual info connecting the 4 companies: SFOR, INTEL/TPG (McAfee), and ACS. And the TPM chip is a key link.
OOBA Patents: TPG can (I think will) buy the OOBA patents from $SFOR -- Multi-Billions!
Keystroke Encryption Patents: Since ACS owns or will own (they did exercise to purchase 28 JAN 2016), something will need to be worked out with ACS.
Bottom Line -- TPG will be in the Security biz with INTEL this Q2 when the deal is final. It sure looks very good they will integrate SFOR products/patents with McAfee ePO and AV, and TPM to have an awesome Security IP under the INTEL/TPG roof -- with $SFOR/ACS patents added to the IP, I see the newly established Cyber Security platform having HUGE improvements/success from what TPG will receive from the spin-off! INTEL kept 49% for a reason!

Ah I see why you said 80%, BUT does not apply with ACS sales, and does with STI sales. So if STI/SFOR sells then percentages reversed.

When going by the 8K Asset Purchase and License Agreement (APLA) STI receives 15% and 20% when ProtectID is used. If ACS pays off the promissory note prior to 30 SEP 2020, they are still obligated to pay the percentages up until 30 SEP 2020.
ACS did exercise their option to purchase on 28 JAN 2016, around the same timeframe MSFT settled with STI!

Just some thoughts....
1. So we knew about STI/ACS Asset Purchase and License Agreement (APLA) and would be White Labeling STI products.
2. MSFT one-time lump sum settlement payment (9.75M) and a NDA.
3. ACS is one of STIs distributors and after the 30 MAR webinar sounds like ACS is doing the licensing with MSFT. As part of the APLA -- STI will get 15% for the Malware Suite and 20% when ProtectID is involved.
4. ACS finalized their option to purchase the Keystroke encryption patents effective 28 JAN 2016, which just so happens to be around the timeframe of the STI/MSFT settlement win for STI!
ACS stated in webinar they 100% own them now. To make that statement, while at the same time saying they don't own the OOBA patents tells me they are not waiting until 30 SEP 2020 to pay STI and have paid them. Yes, finalized the option to purchase, but don't own them until paid for, right?
Also, as stated in the APLA -- if paid prior to 30 SEP 2020, STI can still receive royalty percentages until then.
5. Mr. Kay has stated the goal is company or products to be bought out! It shaped up to be products buyout!
6. ACS buys the patents for keystroke encryption.
7. OOBA patents will be sold to ?? for Multi-Billion dollar buyout. TPG is at the top of my list!
8. There's talk about uplisting, but don't believe that's the vision/goal! BUYOUT is the Vision/Goal!

I have a DoD background in both Strategic COMMs and Tactical SATCOM platforms. IF NEEDED -- I've seen meeting govt. contract requirements updated or waivered at the last hour and make the cut, especially when considering must need technologies! Also....between ACS and Alvarez working with STI, I have no doubts ALL is GOOD TO GO!
I feel confident STI will land big govt. contract deals and not just with the DoD. We know STI patented products are what the DoD needs, especially with cell phones! Mobile Trust IS THE FIX to secure the warfighters cell phones and tablets!!
I also watch for GuardedID to be loaded in s/w baselines and ProtectID/OOBA throughout the DoD enterprises!
