Nevada’s take on tokes: as much as $10M

CARSON CITY — Preliminary estimates suggest that Nevada’s medical marijuana program could generate as much as $10 million in excise taxes to the public schools in the upcoming two-year budget.
The estimate, which does not include potential revenue from out-of-state residents who might purchase the product while visiting Nevada, was provided Friday to the state Economic Forum.
Nevada’s law does allow individuals in medical marijuana programs in other states to use Nevada’s dispensaries when they visit. The presentation included information showing that California, who comprised 33 percent of visitors to Las Vegas in 2013, has 77,000 medical marijuana patient cardholders.
“We don’t know what the reciprocity piece will be when the dispensaries actually open up,” said Steve Gilbert, program manager for the medical marijuana program overseen by the Nevada Division of Public and Behavioral Health.
The estimate of about $4 million in excise taxes in fiscal year 2016 and $6 million in 2017 is based on several assumptions.
One is the number of Nevada residents who will purchase the product at a licensed medical marijuana dispensary. There are 6,500 patients currently who have a state-issued medical marijuana card. That number is expected to grow steadily and reach 21,102 by July 1, 2017, as dispensaries offering the drug open in urban areas around the state.
Adding in the potential maximum purchase of 2.5 ounces of marijuana every two weeks, and a price estimated at $200 an ounce, and the agency produced its rough estimates.
“The numbers that we have provided in this presentation today, we understand are extremely rough,” said Laura Freed, deputy administrator of the agency. “And they will probably change as we discuss the factors that go into the guesstimate of the excise tax. There are so many unknowns as we roll out this program.”
Legislation creating the program established a 2 percent excise tax on the wholesale sale of marijuana, and another 2 percent on retail sales.
Twenty-five percent of the excise taxes will go to operate the program. The other 75 percent, which in this estimate would total $7.5 million, will go to fund public education.
Retail customers will also pay sales tax on their purchases, a separate calculation that has not yet been projected.
Gilbert said the state will being issuing its provision licenses for labs, cultivation facilities and dispensaries early next month. Local governments will then go through the zoning and licensing processes for the establishments to open for business.
It could be early next year before dispensaries actually open for business around Nevada.
The Economic Forum, which is charged with predicting tax revenue for the state budget, will not be involved in the excise tax estimates for medical marijuana. The tax revenue will not flow to the general fund and so is not within the panel’s purview.

The methodology needed to manufacture Cannabis Tincture products was relatively simple and well understood by nearly all 19th Century Druggists. Any reader of the U.S. Pharmacopoeia [see Appendix B] could obtain the needed manufacturing details and specifications. And while these specifications would change from time to time, as technology and knowledge of medical properties increased, generally the process consisted of nothing more than taking the dried flower tops of the hemp plant and brewing them (just like coffee or tea) in a percolator to extract the oily resin concentrate. Once the active medical ingredient was obtained, it would than be mixed with alcohol to liquefy and homogenize the tincture.
The process was so simple that for the first part of the 19th Century "Tincture Cannabis" was the domain of the local apothecary shop. But all of that would soon change.
By the late 19th century, Brand-Name drugs slowly began to replace locally (apothecary shop) made products. People really wanted the security and presumed superior quality that only a "Brand-Name" could give them.
As an example, the Cannabis Tincture used by the great American writer Fitz Hugh Ludlow (who wrote much-quoted articles about his experiences with Cannabis) was a brand name product manufactured by Tilden & Company of New Lebanon, New York. Without question, he could have bought a much cheaper, locally made product, but chose instead to use a well known Brand-Name product.

Definition
This pattern consists of a black body and a small white body that is completely inside the range of the black body. If an outline is drawn for the pattern, it looks like a pregnant woman. This is not a coincidence. “Harami” is an old Japanese word for “pregnant”. The black candlestick is “the mother” and the small candlestick is “the baby”.
Recognition Criteria
1. The market is characterized by a prevailing downtrend.
2. A black body is observed on the first day.
3. The white body that is formed on the second day is completely engulfed by the body of the first day.
Pattern Requirements and Flexibility
The pattern consists of two candlesticks, in which the first day’s black candlestick engulfs the following day’s white candlestick. The first one has to be a normal or long black candlestick. Either the body tops or the body bottoms of the two candlesticks may be at the same level, but whatever the case, the white body should be smaller than the previous black body.
Trader’s Behavior
The Bullish Harami is a sign of disparity in the market’s health. The market is characterized by a downtrend and a bearish mood, and there is heavy selling reflected by a black body, which further supports the bearishness. However, the next day prices open higher or at the close of the preceding day and the short traders are alarmed. This leads to the covering of many short positions, causing the price to rise further. The latecomers short the trend they missed the first time, and slow down the rise. Thus, a small white body is formed. This may signal a trend reversal since the second day’s small real body shows that the bearish power is diminishing.
Buy/Stop Loss Levels
The confirmation level is defined as the last close or the midpoint of the first black body, whichever is higher. Prices should cross above this level for confirmation.
The stop loss level is defined as the lower of the last two lows. Following the BUY, if prices go down instead of going up, and close or make two consecutive daily lows below the stop loss level, while no bearish pattern is detected, then the stop loss is triggered.

Terra Tech has recently extended a term sheet to acquire Naturally Beautiful Plants LLC. In April 2013 Terra Tech discovered some change of ownership covenants that existed within NB Plants credit facilities that required the company to refinance. The cost associated with refinancing proved too significant for the company and shareholders to absorb at that time. GreenGro designs and implements major grow facilities like the Arizona Project earlier this year.
This project will represent one of Arizona's state of the art grow operations under the new Arizona Medical Marijuana Act. Greengro will complete the design phase by the end of Q1 2014 and will begin implementation in Q2 2014 where it will provide all construction services for the grow operation. Equipment for the project will also be provided by Greengro under the FLUX Lighting brand of products through its subsidiary Vertical Hydrogardens.
