Today, the Minister of Infrastructure and Energy, Belinda Balluku, seems to disturb the opposition quite a bit. Balluku, who mostly appears on construction sites, without "killing" people's eyes on screens in the morning, lunch and dinner, handed over the keys to some of the projects that have been delayed for a long time, such as the Tirana-Elbasan road, the Fier bypass , the Tepelena bypass, the Vlora bypass, which will be finally delivered in a few days, the Great Ring of Tirana, the Kukes Airport, and a number of other works related to Energy.
As on Saturday, he put another stamp where, through the completion of Kardhiq-Delvina in record time, the government gave "exit" to the sea from Gjirokastra to Tepelena and the surrounding areas. But the list of big projects currently in Balluk's hands, to the "bad luck" of the opposition, continues with some projects that can even be considered historic. The Llogara Tunnel and the Skavica Hydropower Plant seem to be the biggest at the top of this list.
To get to the other energy projects, appreciated by Prime Minister Edi Rama himself, our regional and international partners, especially the American ones, and those related to the creation of energy resources to deal with the crisis caused by Russian aggression in Ukraine, all the conditions have been created for the Albanian ports to serve as a gateway for goods and energy for the entire Balkan region and beyond. Connecting it with major projects that have already received funding, related to railway lines.
And this is no coincidence!
Belinda Balluku, as the most voted MP in the district of Tirana and one of the most voted in the country, with over 15 thousand votes, is increasingly creating a strong impact on citizens and a very important political profile.
The high results recorded in the electoral confrontation in the capital, both personally and in the area that was assigned to him in the Combine, but also the result achieved within the ranks of the party, where in the last congress he was the most voted person for election to the Presidency of the SP , has made her continue her political experience in the district of Dibra, where the leadership of the SP and the head of the majority Edi Rama chose her as a political leader.
Only a few months ago, in political co-management with Ulsi Manjen, they achieved a very deep result for the municipality of Dibra, in the partial local elections, in any case in the face of a divided opposition that was more concerned with internal quarrels than with the political opponent. . Therefore, today, the results of the minister in question are in deep contrast with the accusations of the opposition that seeks to find the needle in the haystack in the name of "public debate". Albania has started construction of a solar power plant that will be the largest in the region once it is completed. It will help the Western Balkan country manage its vast hydropower resources, which are becoming more precarious due to climate change.
Most of Albania's electricity is produced using hydropower generated by the network of dams along its mountain rivers. The rest of the energy comes from wind, solar and imported electrons.
However, the statistics for overall energy are much less impressive, as more than 60 percent of demand is met by fossil fuels such as oil and gas. But the current government has big plans to change that, driven in part by continued price rises and Russia's war against Ukraine.
Albania enjoys the most hours of sunshine of any country in Europe, so it is ideally placed to harness the power of the sun. Last week, Prime Minister Edi Rama laid the foundation stone of a new 140 megawatt solar power plant.
French firm Voltalia – which has installed more than 1 gigawatt of clean energy in 20 different countries, with 10 GW more in the pipeline – is building the plant and plans to connect it to the Albanian grid by 2023.
The solar panels will be able to generate enough power for 220,000 homes – significant for a country of just 2.8 million people – and the clean electrons will save nearly 100,000 tonnes of CO2 each year. This is about 10 percent of Albania's industrial emissions.
But perhaps more importantly, the new power plant will help Albania solve a major flaw with the existing clean energy system and the weaknesses built into its hydropower resources.
Albania is in a true hot zone of dry years, where rainfall has been below the levels needed to refill the reservoirs behind its dams. Power generation capacity has dropped by about 10 percent as a result.
That is why the government is planning a new 210 MW dam to add 1350 MW to the existing hydropower. The half-billion-euro project will not only add additional capacity, but will also be able to manage the water levels of the rest of the network.
This means that Albania will be able to conserve its water supply for use when it is most needed, during the peak summer months when there is less rainfall and energy demand increases due to air conditioning.
However, more dams can go a long way. If climate change continues to disrupt power generation rates, as has been the case in France where its nuclear fleet has been affected by a lack of cooling water, other options will be needed.
Here the new solar plant will fit into Albania's energy mix very comfortably. Another plant – also built by Voltalia – will come online in 2024 and inject an additional 100 MW of power into the grid.
Albania is not only trying to use its natural resources to combat price increases, energy dependence and planned outages, but it is trying to make the management of the energy produced from these resources work efficiently.
This is the reason why according to the terms of the agreement with Voltalia, the lion's share of the electricity produced by the two facilities will be bought by the Albanian public operator and the rest will be sold to the private sector with long-term contracts.
If construction goes as planned, then this type of arrangement could create a virtuous circle of clean energy projects. In a region where average wages are much lower, cheap energy is nothing to be sniffed at.
Solar energy will also help balance Albania's hydropower ambitions with its environmental obligations. Green activists want the government to rely less on dams because of their impact on river ecosystems.
Given its reliance on hydropower, most dams will remain, but at least along one river, that won't be the case. In June, Rama's government announced that the Vjosa River would be turned into a nature park, effectively blocking any future development of the dam.
As part of a team with American outdoor clothing company Patagonia, Albania will transform the river – considered one of Europe's last truly wild waterways – into a protected area. Activists hope it can be replicated in other rivers in Europe.
There are already dams on some of the tributaries of the Vjosa and there are some preliminary plans for the development of hydropower plants on the river. The government has not yet clarified what will happen with those particular projects.
Albania doesn't have a big budget to play with, as it is one of the poorest countries in Europe, but now there is a small glimmer of hope on the horizon: EU membership.
Talks with Brussels to join the club – and take advantage of the financial rewards that come with membership – have not started because Albania's fortunes have been tied to those of neighboring North Macedonia.
Macedonian hopes have so far been dashed by Bulgaria, which has objected to parts of its neighbour's constitution, citing historical differences as a reason for its veto. But a new compromise drafted by France could soon unlock these negotiations for both nations.
Full membership is likely still years away, but progress will bring certainty, which will attract investment. If this is tagged with government reforms, then this will speed up the admission process.

Economic underdevelopment and reduced democratic capacities, as well as the reservations and insufficient presence of the European Union and the United States, have enabled China to position itself as an important factor in the Western Balkans.
This was assessed at the presentation of the Digital Forensic Center (DFC) study on China's presence and influence in the region.
The analysis concludes that the Balkans represent a springboard and a bridge for China's establishment of a significant economic presence in Europe.
It is emphasized that the strongest influence of China is visible in Serbia, and that Montenegro is one of the eight most endangered countries with the Chinese presence.
China has started investing strongly in Northern Macedonia, but has failed to maintain significant influence.
In Bosnia and Herzegovina, ie the Republika Srpska, there is a large number of Chinese investments in infrastructure.
The only country in the region to see a drop in Chinese investment is Albania.
China in the Balkans
According to the study, more than half of Chinese companies' investments in Europe are actually stationed in the Western Balkans.
The impact of the Russian invasion of Ukraine
However, the DFC analysis specifies that Chinese action in the Western Balkans region became more difficult after the Russian invasion of Ukraine, because that war united the EU countries and strengthened their partnership with the United States.

Milica Pejanovic Ðurišic from the Atlantic Alliance said that China, with its attempts to reshape the current world order, has the ambition to become a leading global power, which is a challenge for the United States and the European Union:
"It is a state that does not share the same democratic values ??and that stifles human rights and fundamental freedoms."
Pejanovic Ðurišic emphasized that the foundations of Chinese action, especially in the Balkans, are present through the global initiative "Belt and Road" as well as the forum "16 + 1" (16 countries of Central and Eastern Europe plus China).
"Essentially, these are attempts to reshape the current world order, based on the concept of liberal democracy, in the direction of adapting to China's national goals and strategic interests," she said.
Apart from the economic one, she stated, China is trying to strengthen its presence through political cooperation with the Balkan countries.
Lack of transparency in Serbia
According to the words of the chief analyst of the Digital Forensic Center, Milan Jovanovic, China's cooperation with Serbia is realized through investments, loans, culture and education, and the security sector.
Thanks to the direct support of politicians and the media, China is presented as the most important strategic partner of Serbia.
In the last decade, at least 61 projects have been identified in Serbia in various stages of completion by or in cooperation with Chinese actors, worth at least 18.7 billion euros.
According to Jovanovic, the lack of transparency is something that characterizes almost all Chinese projects in Serbia:
"Belgrade's political commitment to China has enabled economic influence, as the main tool of Chinese action, to flourish in that country."
Montenegro at risk
According to the report of the Center for Global Development, Montenegro is among the eight most endangered countries with the Chinese presence, said Jovanovic, specifying that it thus ranks with countries such as Laos, Mongolia, Tajikistan, Kyrgyzstan and Pakistan.
In the past seven years, Jovanovic said, the share of capital participation from countries with authoritarian, hybrid regimes has increased, with an obvious decline in investment from democracies and Western countries.
The most important project in Montenegro is the first section of the Bar-Boljare highway, which is expected to be completed this year.
According to the DFC, the credit arrangement with the state-owned Chinese bank of almost one billion euros has caused numerous controversies due to non-transparency.
DFC states that Montenegro, as a candidate country for EU membership, due to weak and politicized institutions, presented an opportunity for China to position itself in a strategically important country with a port and access to the EU market.
"As a new member of NATO, with a relatively weak institutional capacity, Montenegro is a strategically ideal target for expanding Chinese influence in Europe," the DFC report said.
BiH is the second most important Beijing project
Along with Serbia, Bosnia and Herzegovina is the second country in which China has made the most significant economic and political influence in the Western Balkans. DFC has identified 29 Chinese projects, worth over five billion euros, of which a large number of investments in the energy and transport sectors are in Republika Srpska.
"The political and economic connection between RS and China is logical, given that the political situation in Serbia is directly spilling over to Republika Srpska," the DFC study states.
According to the DFC, these, as well as Chinese projects in Serbia, are monitored for non-transparency and potential corrupt practices.
China limited in Northern Macedonia and Albania
In Northern Macedonia, too, China has started investing strongly, and the value of 15 projects there is almost 655 million euros. Other Chinese projects in northern Macedonia are mainly health and education donations.
According to the DFC, Albania is one of the few countries in the region with a decline in Chinese investment in the last five years.
The DFC estimates that the level of credit offered by China could reach 18 per cent of GDP in Montenegro, 12 per cent in Serbia, 10 per cent in Bosnia and Herzegovina and seven per cent of GDP in northern Macedonia.
The DFC concludes that the new EU economic and investment plan for the Western Balkans of 3.2 billion euros is a good response to China's penetration into the region. However, the dilemma remains whether the plan will provide a sufficient stimulus and encourage states to completely refrain from riskier partnerships with third parties.

Statement of the Day, Balluku: Nine big companies in game for wind auction in Albania

Albania’s first wind power tender is entering its second phase, Minister of Infrastructure and Energy Belinda Balluku said. Qualified participants will be able to send bids by next May.
“My team from the Ministry of Infrastructure and Energy, with the presence of the EBRD team, opened the first phase of expression of interest regarding this auction for the construction of wind parks of an overall 100 MW in the Republic of Albania. So far there are nine participants, who are from the largest European companies. From Austrian Verbund to French Total, they have expressed interest in participating in the second phase,” Minister of Infrastructure and Energy Belinda Balluku said at the National Anti-Corruption Conference in Tirana.
According to the timetable, the ministry will officially announce prequalified bidders in August. Companies have until next May to place bids. Hydropower plants will continue to play a role in Europe’s energy mix, despite their impact on the environment, and each Member State will make a careful impact assessment before continuing with projects in this area, the European Environment Commissioner Virginijus Sinkevicius said on Thursday.
“If we want to achieve our goals in terms of decarbonising energy and having a stable energy supply, we will need different sources of energy, including hydro. Will it be the main source of energy? I don’t think so, but it will certainly play a role,” Sinkevicius said at a conference organized by Eurelectric, the association representing the electricity industry across the European continent, according to Agerpres.
Referring to the objectives included in the EU Biodiversity Strategy, which include restoring the free course of at least 25,000 kilometers of rivers or decommissioning old dams, Commissioner Sinkevicius said there was no contradiction between environmental protection objectives and the rapid expansion of renewable energy.

Foreign investments reached €273 million euros during the first half of the year.
Data from the Central Bank show that compared to the same period last year from January-March, foreign investments went up by €39 million euros or 17% more.

Patagonia CEO Ryan Gellert promised that the co-operation agreement for planning the Vjosa National Park would serve as an example for Europe.
"The biggest threat to nature is the assumption that someone else will protect it," Gellert said, while calling on activists and the Albanian government to come out as soon as possible in defense of natural resources.
Present at the ceremony, Prime Minister Edi Rama gave credit to his government for protecting the Vjosa and mocked the long campaign of activists - including actor Leonardo Di Caprio.
