best case would be if they decide big chunk is a better alternative vs pebble
that is if the EPA pushes too hard on ths salmon issue
but the runoff from big chunk eventually goes into the big lake as per the report too
these guys at the EPA are unreal although its only a report and not a final decision on allowing mining there.
why would the staete of alaska allow this mining all to happen
only to have the EPA step in and cause a delay ??

I'm certain the EPA makes a lot of mistakes . No question in my mind about it. Every govt agency makes a lot of mistakes. the question I pose is how hard do they push on this issue you have to agree they brought up a big issue. Do they fight the state of Alaska. Who say its ok to do this mining or not. do the enviornentalist cause a problem. Big chunk land looks great. From an environmentalist standpoint as I see it here this can be an issue But. I hate big government. I won't really say what I think about big government but it's not pretty instated I am pro business

Well you know this is an election year and the white house is pro environment and like the money it collects from donation of those who feel the same way. Interesting the report says the locals will still have enouh fish to live The bigger picture is the commercial fishing of salmon. Wild salmon. I don't even love salmon I like flounder. Although salmon may be better for the brain cells. I 'M pro business to a large extent and if the state allowed a private company to spend a ton

After I read through the part of the report you posted I googled the subject and up came 10 articles written about the report in the past day. It appears in my opinion this problem of environment vs development of the land will be fought between the EPA and the state of alaska.
Very interesting issue at hand here. EPA says there is a big issue of fish, beavers. Road pollution to the pristine alaska landscape Etc. Originally the state says it would be ok to develop the mines. Lots of press coverage. Lots and lots so we will see. Why would the state officials originally allow this to go forward. They had to know what would happen to the land. And in steps the EPA.

i decided a while ago that the folks trying to get this done are smart enough to control whatever problems arise, polution, salmon issues, safety issues
hence the EPA has to understand that--we will see
but trying to get the indians living on reservations in AK is another story --, one article i saw mentioned that they brought the EPA into this,how do you convince a group of people whos culture is that of less work, alchohol issues and generally a lifestyle of someone in the 1950's
that this can create jobs, improve the economy and just be good for many others

2 Stand Out Mining Companies From The New York Hard Assets Conference
May 18, 2012 | 7 commentsby: Simit Patel | includes: SVM, VGMNF.PK I've spent the past two days at the New York Hard Assets Conference. For investors in the mining sector, I find attending these conferences to be priceless events - the congregation of mining executives and professional investors provides outstanding opportunities for networking, getting great information on opportunities, and continuing the never-ending process of education. For these reasons I try to attend as many conferences for resource investing that I can.
There were a number of companies presenting at the conference that left a strong impression on me. Some of them are especially small - market capitalizations under $100 million - but two that are a bit more mature and have passed the $100 million mark are Virginia Mines and Silvercorp. Below is a brief introduction to these companies.
Virginia Mines (VGMNF.PK). There's three things I love to see: (1) a company with an especially large and unique property yielding very high grade gold; (2) a joint venture model in which the company has shifted the burden of mining on to a trusted partner, preferably a major producer; and (3) a market capitalization that is at or below its book value or a conservative discounted cash flow valuation. Virginia hits on all three. The company's properties in the James Bay region are unique - large, unexplored and in a great jurisdiction (Quebec, Canada) - and initial geological studies show very high grade gold. The company is utilizing the joint venture model whereby it will earn royalties on mines that it has done the legwork for before passing off to a miner - and in fact if we discount the future cash flows from royalties the firm is already receiving (let alone royalty streams that will commence soon), we get a number above its current market capitalization of around $300 million. As a result, Virginia Mines is on my watchlist.
Silvercorp (SVM). Those who've been invested in Silvercorp - and that includes me (see my previous coverage) - have certainly had their share of pain. Silver has been hit hard, silver stocks have gotten hit even harder, and Silvercorp has gotten hit harder than many silver stocks. Yet the undeniable truth remains: Silvercorp is the lowest cost silver producer, and it is well-prepared to reach its goal of doubling production within three years. The stock is so beaten that I find it tough to remain a true believer - but of course the best time to buy is often when it is the toughest to do so. In light of the contrast between the sentiment surrounding the stock and its fundamental performance, I think Silvercorp is a screaming buy at these current prices. The presentation at the New York Hard Assets Conference only reinforced this belief for me.
My intuitive take on sentiment at the conference was that fear and worry were thriving. This is the kind of environment that I think is ripe for buying.

Rare Earth Market Focused on Molycorp Profit Rise1

The rare earth market has recently been surprisingly subdued in comparison to the drama and legislative battles reported over the first quarter of 2012. For the first time in a long while, the headlines have been dominated not by China, but by the progress being made by rare earth exploration and production companies.
Molycorp profits surge
Investors worldwide were likely watching closely as rare earth miner Molycorp Inc.5 (NYSE:MCP6) posted a sharp rise in quarterly profit as both realized prices and sales volumes surged.
The company confirmed that it has begun operations at its new mill, separator, and tailings facility at its Mountain Pass mine7 in California. According to a press release8, first quarter revenues at Mountain Pass increased 69 percent over first quarter 2011 levels to $44.5 million, based on 586 metric tons (mt) of rare earth oxide (REO) equivalent. First-quarter adjusted profit rose to $18.3 million from $2 million in the year earlier period.
“We will be producing rare earth concentrate as a result of all of these portions of the facility starting up,” said9 Mark Smith, President and CEO. “In terms of mining operation, this really means that you’re ready to go.”
The company also stated10 that it will stockpile some of that concentrate as feedstock for a separation plant at the site scheduled to start up later this year. The rest will be processed at the mine’s separation facilities in Sillamae, Estonia.
Lynas production finally on track
Lynas Corporation Ltd.11 (ASX:LYC12) announced13 that it is on track to start up its rare earth plant in Malaysia next month after an official in the country called it “the safest rare earths plant in the world.”
Operations at the plant in Kuantan, under construction since 2010, have been held back for some time as residents and local politicians expressed concerns about radioactive waste contaminating the environment.
Pol Le Roux, Vice President of sales and marketing for Lynas, said he believes a public hearing set for May 21 in Kuala Lumpur will be the final step in the process.
“We have no knowledge of any other procedure, hence we feel comfortable – reasonably comfortable, because we have learned in the last six months that you have to be careful – that we should get it by June this year,” he said.
Rare earth research centre
Growing public interest in rare earth elements (REEs) has prompted the Universiti Malaysia Pahang14 (UMP) to set up15 a Rare Earth Research Centre to enable more research on the commodities.
UMP vice-chancellor Professor Datuk Dr Daing Mohd Nasir Daing Ibrahim noted that it is an “opportune time” to focus research on REEs, pointing specifically towards the current issues16 surrounding the Lynas rare earth processing plant in Kuantan.
Following the announcement, UMP deputy vice-chancellor Professor Badhrulhisham bin Abdul Aziz said UMP is planning to carry out an environmental baseline study in Gebeng in collaboration with the Karlsruhe Institute of Technology17 (KIT) and other Asian-based universities.
Badhrulhisham said the collaboration with KIT will focus on radioactive monitoring and assessment, while that with Peking University18 will highlight the processing aspect of rare earth separation processes.
Market price update
Cerium mischmetal prices plunged last week to trade at $62 to $67 per kilogram, while Europium oxide remained flat.
Dysprosium oxide prices saw little change, closing at RMB4,700 to RMB4,900 per kilogram.
Other rare earth price points, including neodymium, yttrium, and terbium metal, all traded sideways for the week, with no notable price fluctuation.
Junior company news
Quest Rare Minerals Ltd.19 (TSX:QRM20) has provided a summary of metallurgical test results from its Strange Lake B-Zone deposit.
According to a company press release21, acid consumptions of approximately 200 kg/ton are being achieved with REE dissolutions in the 90 to 96 percent range, niobium dissolutions in the 93 to 96 percent range, and zirconium dissolutions in the 85 to 93 percent range.
Quest added that uranium and thorium has been successfully extracted from the circuit with the intention of producing an environmentally-stable discharge product, and noted that significant work has been carried out on niobium and titanium separation.
“The metallurgical test results from the Strange Lake B-Zone are extremely encouraging,” said Peter J. Cashin, Quest’s President and CEO. “The relatively simple flow sheet has demonstrated recoveries significantly higher than those achieved in previous test work for Strange Lake, and also higher relative to our peers in the rare earth sector.”
Rare Earth Metals Inc.22 (TSXV:RA23) announced an initial NI 43-101 compliant independent resource estimate for its Lavergne-Springer REE deposit in Ontario.
Highlights24 of the estimate include 4.167 million tonnes grading at 1.14 percent total rare earth oxide (TREO) at a 0.9 percent TREO cut-off grade in the indicated category, as well as 12.732 million tonnes grading at 1.17 percent TREO at a 0.9 percent TREO cut-off grade in the inferred category.
According to the company, neodymium content is 17 percent of the TREO in the indicated category and 15.6 percent in the inferred category, and the resource areas remain open along multiple directions and to depth.

I will have to do some significant DD, but I m wondering if the presence of some level of REE concentration may be an indicator for high grade copper and gold in the porphyry deposit believed to be nearby. VP keeps hinting at the possibility of bonanza grades at HM.... I thought I came across an example one time where a REE vein was part of a larger copper gold system containing high grade ore... "
