After I read through the part of the report you posted I googled the subject and up came 10 articles written about the report in the past day. It appears in my opinion this problem of environment vs development of the land will be fought between the EPA and the state of alaska.

Very interesting issue at hand here. EPA says there is a big issue of fish, beavers. Road pollution to the pristine alaska landscape Etc. Originally the state says it would be ok to develop the mines. Lots of press coverage. Lots and lots so we will see. Why would the state officials originally allow this to go forward. They had to know what would happen to the land. And in steps the EPA.
