Competitive grants of $750,000,000 are provided for a program of competitive grants for
worker training and placement in high growth and emerging industry sectors. Of the total,
$500,000,000 is to be used for research, labor exchange, and job training projects that
prepare workers for careers in energy efficiency and renewable industry industries. In
awarding remaining funds, priority shall be given to projects that prepare workers for
careers in the health care sector.

* Donovan also criticized the county commissioners
for a letter they sent to Gov. John Lynch supporting
all biomass proposals in the county, including
Laidlaw Environmental’s proposed 66 megawatt
plant on the former pulp mill property. In a letter
to Lynch, Donovan called the commissioners’ decision
to support the Laidlaw proposal “completely
out of context, and has no merit as far as this councilor
is concerned”. Donovan said the commissioners
showed total disrespect for Berlin citizens and the
council by not meeting with the body to discuss the
issue. He reminded the governor that the council is
the governing body elected to represent the city. The
council has written to Lynch, expressing its opposition
to the Laidlaw plant because it believes there is
a better use for the 120-acre mill site in the middle
of the city.
Returning to a theme he raised last week, Donovan
said there is a need for a clearing house to get
accurate information on Laidlaw out to the public.
He said Laidlaw is paying people to push its agenda
and he expressed concern the company will try and
put supporters in council seats in the upcoming November election.
“That’s the type of war we’re in right now,” he
said.
