Due to the non-functioning of e-Albania as a result of the cyber attack, the Ministry of Finance has decided to postpone the deadline for submitting the financial statements of businesses, which ended on July 31.
All businesses in the country will have time beyond July 31 to submit their financial statements for 2021. The Ministry of Finance made this decision as a result of the cyber attack that public platforms suffered, including the National Business Center where businesses must make declarations.
All businesses with a turnover of over 5 million ALL had a legal deadline of July 31 to submit their financial statements, but due to the non-functioning of the e-Albania government portal that has collected all services on a single platform, the Ministry of Finance announces that the deadline will be postponed for as many days as the e-Albania government portal has not worked.
No specific deadline has been given as to how long the postponement will last as the systems have not yet fully returned to work.
There are over 20,000 entities that have the obligation to register and file the annual financial statements, the activity progress report and the audit report, kept according to legal requirements. If they do not deliver them on time according to the law, they are fined 60,000 Lek, from 15,000 Lek that was the fine last year.
Financial statements are a structured presentation of the financial position and financial performance of a business, where the developments of their activity, losses, profits or incurred expenses are reflected.
The Ministry of Finance has postponed the deadline for filing financial statements for as many days as the e-Albania government portal did not function, more specifically by 4 days.
The Ministry of Finance and Economy announces that, based on the situation created in recent days due to the malfunctioning of the e-Albania government portal, the National Business Center will implement the provisions of the Code of Administrative Procedures regarding the deadline for filing statements financial in the commercial register.
Based on Article 54 of the Code of Administrative Procedures, the deadline for depositing financial statements in the commercial register will be postponed for as many days as the e-Albania government portal has not functioned.
The entities that have not yet applied for the deposit of financial statements will be reinstated for their deposit within the period of postponement of the initial deadline.

Greenfield hydropower projects bring serious risks for people and nature which very often outweigh the economic benefits. In the worst cases, huge areas of land are flooded, many people need to abandon their homeland, rivers are converted into artificial reservoirs, wild animals are brought to extinction and the country is left with foreign debts and a climate-vulnerable energy system.
Considering all these criteria, the planned Skavica dam in Albania is extremely damaging. Nonetheless, according to the Albanian government, the US International Development Finance Corporation (DFC) is considering financing it, even though the project would fall under the DFC’s list of Categorically Prohibited Projects.
Albania relies heavily on hydropower, with 95 per cent of its domestically produced electricity generated this way. Its annual electricity generation has suffered from lack of water due to climate change and it will get even worse according to the World Bank. Albania should invest in energy efficiency, wind and solar plants and reconstruction of existing dams, rather than building more of the same.
The Dibra valley under water
The Skavica hydropower project includes a large dam built in a pristine gorge with high cliffs next to the village of Skavica in the municipality of Kukës. The most significant impacts would be in the municipality of Dibër. The huge reservoir would impact, according to the municipality, up to 15,138 hectares (58 square miles) of land, mostly agricultural land and forests, but also 41 villages. With several thousand people displaced, Skavica may have the worst social impacts of any dam built in Europe in the 21st century.
So far, no official information about the design and location of the dam is available, as the environmental and social impact assessment (ESIA) is expected to be completed by the end of 2022. But according to the project promoter, the Albanian Energy Corporation (KESH), the dam will probably be 147 metres high.
Decisions made far from the public eye
In July 2021, seemingly without any tender procedure, a preliminary contract was signed between the state-owned KESH and the US construction giant Bechtel for the first phase of the project which entails carrying out technical investigation, building access roads for construction and carrying out an environmental and social impact assessment (ESIA). This was preceded by a special law approved in parliament (No. 38/2021), with the name of the company included in the law, therefore eliminating open procurement and competition. Already, a similar special law for the building of the national theatre was deemed unconstitutional by the Albanian Constitutional court.
Bechtel has gained notoriety in southeast Europe for its involvement in several unsuccessful and/or overpriced projects, like in Kosovo, Romania and North Macedonia. This raises the risk of possible corruption and doubts about the value for money of the project, as well as the meaningfulness of the forthcoming environmental impact assessment. If deals for the project have already been arranged behind closed doors, then the ESIA is bound to come up with the ‘right’ answer, irrespective of its actual findings.
Local people have organised many protests in Albania and the US against the planned plant and the decision-making. In 2020 the police fined two of the organisers of one such protest, ‘as a way’, they claim, ‘for the institutions to scare the people from reacting to official decisions’. The Facebook group Opposition to Skavica Dam has almost 4,000 followers and a petition has been signed by more than 2,000 people.

Among the advantages and disadvantages due to its geographical location, Turkey has been in a favorable position in recent years in terms of the energy sector. The close geographical location near the global energy markets and the accommodation of many energy resources in its territory, has made it a safe and indispensable actor in the transport of oil and natural gas from East to West.
Turkey is an oil and natural gas importing country. Considering the recent developments of the war between Russia and Ukraine, the impact this situation had on importing countries was clearly understood. While European countries have reduced their energy dependence on Russia, Turkey has accelerated its oil and natural gas exploration activities in the Mediterranean and Black Seas and increased its budget.
Turkey is one of the countries that continues to invest in reducing energy dependence in terms of international natural gas system infrastructure projects, liquefied natural gas (LNG) and storage facilities, nuclear power plant projects, and exploration and drilling activities.
In addition to these projects, Turkey also attaches importance to international cooperation in energy trading. For this reason, it has implemented and initiated several natural gas and oil pipeline projects. Among these projects can be listed: Baku-Tbilisi-Ceyhan pipeline, South Caucasus natural gas pipeline (SCP), Baku-Tbilisi-Erzurum natural gas pipeline, Turkey-Greece natural gas interconnector, Trans-Anatolian gas pipeline ( TANAP) and TurkStream.
Energy projects constitute an important pillar of Turkey's foreign policy, especially in the Balkans.
ALBANIA OFFERS A FAVORABLE ENVIRONMENT FOR TURKISH ENERGY INVESTMENTS
Considering Turkey's investments in the Balkan region, Albania continues to remain one of its most important and strategic partners. Turkish companies in Albania generally operate in different fields such as: banking, energy, metallurgy, logistics, manufacturing, retail, etc.
As Albania relies on 90% of its electricity production from hydropower plants, the majority of Turkish energy investments are concentrated in hydropower projects. With the aim of diversifying energy sources and taking advantage of the country's geographical conditions, the Albanian government has given special importance to wind and solar energy. These areas of renewable energy await the investment of foreign companies.
In 2019, in order to diversify the types of energy using sources such as wind, solar and geothermal, etc. the Consolidated National Action Plan for Renewable Energy Sources was created. In continuation of these policies, the photovoltaic park of Karavasta with a capacity of 140 M is being built by Voltalias company on an area of ??120 hectares. This project, which will be the largest solar power plant in the Western Balkans, is scheduled to be completed in 2023.
Infrastructure improvements attract even more foreign investment and contribute to the country's economic growth. Albania is also a suitable country in terms of access to the European energy market and free trade.
On the other hand, even though immigration to Europe is high; the education of the young population in the country and the knowledge of many languages, including Turkish, provide good communication and a productive working environment for Turkish investors.
TURKISH INVESTMENTS IN THE ENERGY SECTOR IN ALBANIA
Starting in 2008, thanks to changes in local legislation, the electricity production and distribution market became attractive to foreign investors. Thus, foreign investments in the field of energy began to increase year after year. AYEN Energy, Kürüm Holding and Limak Holding are currently among the most important Turkish companies with energy investments in Albania.
The company Ayen As Energy has completed the realization of HPP projects with a concession on the Fan River in the North of the country with the Peshqesh, Fan Bridge and Fangu HPPs. Meanwhile, in addition to energy production, it sells it to European markets. While in 2017, the same company would win the tender of the Kalivaçi hydropower plant for a period of 35 years, an installed capacity of 111 ME and an annual energy production of 366.6 million kilowatts. Project which has not started yet.
The Limak Holding company has been subcontracted for the construction of hydropower plants in the cascade along the Devoll River, which is operated by the Norwegian company Statkraft. The project started in 2013 with the construction of Banja and Moglica HPPs and was completed in 2020.
Kürüm Holding is the other Turkish company that operates in the energy field in Albania, which has been present in the Albanian market since 1998. Although the initial and main investments were in metallurgy, Kürüm Holding holds the operating rights of the Bistrica hydropower plants. 1 and 2 as well as Ulez, Shkopet. Thanks to the energy production at these hydropower plants, the company provides access to sustainable and low-cost electricity to meet its internal operational energy needs.
Another area that deepens relations between Turkey and Albania is energy supply infrastructure projects. Many Turkish companies are exploring new investment opportunities in the field of renewable energy such as wind and solar.
While in many countries the aim is to increase renewable energy and hydropower projects; liquefied natural gas projects and natural gas pipelines that will enable the reduction of energy dependence on Russia have regained their place on the world agenda.
Among the most important current projects are: the Trans-Anatolian Natural Gas Pipeline (TANAP) project. This project has been successfully linked to the Trans-Adriatic Gas Pipeline (TAP) project. With the completion of the Trans-Atolian Natural Gas Pipeline (TANAP) and Trans-Adriatic (TAP) projects, which are still under construction, natural gas extracted from the Caspian Sea will be transported to Italy via the Adriatic Sea. 550 kilometers will pass through Greece, 215 kilometers through Albania, 105 kilometers through the Adriatic Sea and 8 kilometers through Italy. Thus, thanks to the creation of the Southern Gas Corridor with a total length of 878 km, it will be possible to meet approximately 35% of Europe's total demand for natural gas.
The fact that this project will transport natural gas to Europe through Turkey and Albania will play an important role in the relations and interdependence between the two countries. This route is also important for energy security in Europe. It will also make a positive contribution to the European integration process, as it will be a move that will reduce the energy dependence of the Balkan countries on Russia. The project will also contribute positively to employment figures and infrastructure improvements in Albania.

Renewable energy sources, salvation for the Western Balkans

The European continent and the Western Balkans must invest in renewable energy sources, to be energy secure and independent of Russian or other countries’ energy sources, says Chiara Matinelli, director of the European Climate Action Network (CAN). -E), in an interview for the Balkan Service of Radio Free Europe.

“We must react urgently and the processes we see in the Balkans are slow, they are simply very slow. We should not allow this”, says Matinelli.
Last week in Sarajevo, she led a panel within the “Just Transition” forum, in which representatives of the energy sector of the Western Balkan countries discussed the future of the energy sector.
Radio Free Europe: Where are the countries of the Western Balkans in the decarbonization process?
Chiara Matinelli: An important segment of the process is the speed with which it develops. Elsewhere in Europe, even in the Western Balkans, we have climate change, devastating consequences in agriculture, in nature in general and in everything else, in our lives. We must react urgently and the processes we see in the Balkans are slow, they are simply very slow. We must not allow this.
This is also the purpose of this Forum – how to translate into practice all the statements we have, how to translate the Green Agenda for the Western Balkans into implementation policy, in order to move forward.
Radio Free Europe: How to speed up the processes, where are the biggest challenges and where are the advantages of the Western Balkans?
Chiara Matinelli: Each country differs in its own context and this is something we must respect. If we generalize, we must first be consistent in our decisions. Getting off coal means getting off coal. This means that there will be no more new coal-based projects.
Another important segment is renewable resources – investments in renewable energy that would gradually meet part of the needs in each country. It seems to me that even those who make decisions are understanding this and agree with us on what should be strengthened and what should be stopped.
I emphasize again, the biggest investments in renewable energies (wind and solar) are the most important. Sometimes, we simply forget what is good, trying to stop the bad. Efforts should be focused on new sources of energy.
Radio Free Europe: What do the Ministers of Energy and officials from the Western Balkans tell you? What else do they cite as an obstacle?
Chiara Matinelli: It is interesting that ministers from different countries, Bosnia and Herzegovina, Serbia, Kosovo, North Macedonia, Ukraine, think that they are under pressure to show what they have done so far, where are the steps forward… This is to was praised. But, personally, I have the feeling that the word “but” is used too often – along with the excuses for the energy crisis… we are living in a critical moment, the war in Ukraine, additional challenges…
My message to them is: OK, these are challenges, but they are symptoms of a crisis that has been present. We should not misuse this as an excuse, but as a way to fix things.
I think one more thing is important – we have to work and think as much as possible in a regional sense, because the region cannot be independent from fossil fuels, if there is no regional market, which would at least meet the needs regional energy.
Radio Free Europe: Power plants in the Western Balkans are the biggest air polluters in Europe. Is this data sufficient reason to start the energy transition more decisively?
Chiara Matinelli: This is a critical element. The pollution situation affects millions of people. In addition to the fact that millions of people suffer and have consequences from this, large sums of money are allocated to remedy the consequences of this situation. It would be better if this money were invested in renewable energy sources, something that would prevent pollution.
Radio Free Europe: Recently, in the Western Balkans, the justification is used that some EU countries have decided to activate some coal-fired power plants, due to the energy crisis and the ban on the import of gas and oil from Russia. How problematic is the reactivation of such power plants?
Chiara Matinelli: Unfortunately, we are seeing this happen. This is a classic emergency response to a crisis, which will block our efforts and lock us into a system that we know causes severe climate change, but also makes us dependent on fossil fuels from Russia or any another place.
This prevents us from living in an energy-secure Europe. This is a step backwards. We’ll have power next week, but in the long run it’s a disaster.
Radio Free Europe: Where are the similarities and where are the differences in the countries of the Western Balkans?
Chiara Matinelli: More investments in renewable energy, but also in the legal framework that will enable them. Before investments, we must have a legal framework that will enable them and attract investors. Some countries have them, some are still working on them. The energy community is doing a good job on this, but some things are not finished yet.
Of course, this is not only a problem of the Western Balkans. But it is important that this region does not fall into the trap that, trying to abandon coal, it starts to depend on Russian gas, for example.
Radio Free Europe: Why is the Western Balkans so open to Chinese investment, which is often focused on fossil fuels for energy or hydropower? The latest example is Unit 7 of the Tuzla Thermal Power Plant in Bosnia and Herzegovina…
Chiara Matinelli: What we have as a given is that companies from the EU are still the biggest investors in the countries of the Western Balkans. As for the question of why Chinese investments are making so much noise, I think they require the fulfillment of fewer conditions. This is why it is easier to secure such investments.
I don’t want to blame only others, of course even EU companies don’t always work strictly, according to the rules… but, if we talk about Chinese companies, they don’t require strict standards, environmental, or such that have deal with workers’ rights.
Radio Free Europe: Can it be said that such investments are more risky?
