Sell-Off Shuts Down Tokyo Stock Exchange

TOKYO - Panic trading spurred by a widening criminal investigation of a popular Internet startup forced the Tokyo Stock Exchange to shut down 20 minutes early Wednesday as share prices plunged for a second day.
It was the first time trading had to end early because the market's computers couldn't handle a surge of transactions.
The benchmark for the Tokyo Stock Exchange plunged 2.9 percent Wednesday. The Nikkei 225 index dropped 464.77 points to close at 15,341.18 points, its biggest one-day drop since May 10, 2004.
Share prices extended losses from Tuesday, when the Nikkei fell 2.8 percent, following Japanese newspaper reports that the investigation into Livedoor that had started Monday was expanding. The index has fallen nearly 6 percent the last two days.
"Individual and foreign investors are selling in a panic," said Satoru Otsuka, senior economist at Mizuho Research Institute in Tokyo. "The problem is that we have no idea how the Livedoor problem will unfold."
Investors and the Japanese public alike were stunned when prosecutors marched into the Tokyo headquarters of Livedoor Monday evening on suspicion of violation of securities laws by giving false information.
Livedoor is headed by 33-year-old Takafumi Horie, who has risen to celebrity status as a geeky entrepreneur — a rarity in Japan. He has made unsuccessful attempts to buy a media conglomerate and a baseball team and frequently appears on TV.
The national daily Yomiuri Shimbun reported that Livedoor is suspected of concealing a 1 billion yen ($8.7 million) deficit for the full-year results ending September 2004.
Horie denies any wrongdoing, and authorities would not comment on the Yomiuri report.
The Japanese media have dubbed the whole affair "Livedoor shock," which has garnered banner headlines and intense news coverage the last two days.
Internet-related stocks like Softbank Corp. and Yahoo! Japan got hit in the market's plunge, but blue-chip electronics firms like Canon Inc., Toshiba Corp. and Sony Corp (NYSE:SNE - news). also fell.
Those losses could also be partly attributed to investor disappointment over to earnings results Tuesday from U.S. chipmaker Intel Corp. and Web giant Yahoo Inc. (Nasdaq:YHOO - news), which were lower than analysts' expectations.
Also, some investors used the probe as an excuse to sell stocks after the market had gained 40 percent last year amid signs of a long-awaited economic recovery here.
Dealing an extra blow was the unusual warning from the Tokyo Stock Exchange about halting trading as it got flooded with orders and was unable to process them, said Seiichi Miura, investment strategist at Mitsubishi UFJ Securities Co.
Once it became clear the market was selling off for a second day, investors seemed to panic and rushed to sell before the session ended.
"The cause was threefold — Livedoor, America and a mess-up by the Tokyo Stock Exchange," Miura said. "People got worried about what's going to happen tomorrow if we can't sell today."
Earlier Wednesday, the Tokyo exchange had issued a warning it would stop trading if the system capacity limit of 4 million transactions was reached. As it reached 3.5 million about an hour before the session's close, it announced it would stop trading 20 minutes early.
Trading volume, which is a higher measure because each transaction typically involves many shares, was 3.28 billion on the first section Wednesday, up from 2.465 billion on Tuesday.
The Tokyo exchange plans to delay the start of afternoon trading 30 minutes on Thursday, in anticipation of increased trading volume, Kyodo News Agency reported. The afternoon session is scheduled to begin at 1 p.m. (0400 GMT), Kyodo said.
"We plan to restart the exchange as normal and will keep a close watch on how trading develops," Exchange President Taizo Nishimuro told reporters. "Our goal is to handle things in a way that won't invite confusion to the market."
Livedoor's shares were briefly suspended during morning trading and closed unchanged at 596 ($5.18), after falling 14.4 percent Tuesday.
The market sell-off and the early close of trading could put a big damper on investor enthusiasm for Japanese stocks.
Confidence in the Tokyo exchange, the world's second biggest bourse, had already been damaged by a system crash from a computer malfunction Nov. 1, when trade was suspended for all but the final 90 minutes.
Economics Minister Kaoru Yosano demanded a report from the exchange on its decision to shorten trading.
The aftermath of the Livedoor probe has been greater than what may be expected because of the wide attention its vivacious chief executive Horie has enjoyed in the last couple of years from the Japanese public as a pioneer in new-style management that challenged stodgy tradition.
Geeky entrepreneurs sporting T-shirts and jeans are rare in Japan, and Horie and his defiant mannerisms and glamorous lifestyle fascinated people here.
As a high-profile issue among ventures, Livedoor was popular among individual investors, and a plunge in its stock was apt to influence other shares because some people used Livedoor stock as security on loans to buy other technology stock, Miura said.

Another U.S. Helicopter Goes Down in Iraq

BAGHDAD, Iraq - A U.S. military helicopter crashed north of Baghdad on Monday, but there was no word on the status of the two-man crew. Also, a car bomb detonated next to a police convoy, killing a 6-year-old child and five police officers.
The car blew up in Muqdadiya, about 56 miles north of the capital, a police joint operations center and a local hospital said. Najim Abid, a medic at Muqdadiya general hospital, said five policemen and a child were killed by the blast, which injured sixteen civilians and three policemen.
Meanwhile, Iraq's election commission planned to announce the results of its investigation into allegations of vote fraud. The Sunni Arab complaints have delayed the final results of the Dec. 15 parliamentary elections.
There was no word on the cause of the helicopter crash. The military said only that the helicopter had gone down around 8:20 a.m.
Helicopters used by the Army that have a two-person crew include the AH-64 Apache and the OH-58 Kiowa reconnaissance.
The number of fatal U.S. military helicopter crashes in Iraq has shot up in recent weeks, fitting a wartime pattern of more frequent accidental and combat crashes during winter months.
The Independent Electoral Commission of Iraq, or IECI, has worked through the 50 or so serious complaints of voter fraud, Safwat Rashid, an official with the panel, said Sunday.
About 2,000 complaints were filed, but the commission said only 50 had the potential to change vote totals.
The governing United Iraqi Alliance, a Shiite religious bloc, has a strong lead, according to preliminary results. But it will not win enough seats in the 275-member parliament to avoid a coalition with Sunni Arab and Kurdish parties.
Although leading politicians have expressed hopes a government could be formed in February, most experts and officials agree it could take two to three months, as it did after the January 2005 elections for an interim government.
Some 900 ballot boxes were checked for problems and a minority of those will be thrown out, Rashid said. He refused to say how many but noted the boxes hold only about 500 votes, meaning the overall effect would be minimal. About 70 percent of registered Iraqis voted, casting about 11 million votes nationwide.
The commission has not worked through the other 1,930 or so complaints, another elections official said. Those less serious charges would not change any vote totals but could result in fines, he said on condition of anonymity because he was not authorized to speak to the media.
The international team assessing the IECI's handling of the voting process also said it would release its final report on Thursday. The IECI is expected to release uncertified final results shortly after that, perhaps as soon as this coming weekend.
More complaints could be lodged after that, and it could take up to two weeks to study those complaints. Certified results would then be announced — likely sometime in early February — opening the way for negotiations in earnest over a coalition government.
In violence on Monday, gunmen in Baghdad killed a civilian and a police officer in separate incidents, police said. Gunmen also attacked a truck carrying goods for the U.S. military, killing the Iraqi driver, Sgt. Kamal al-Saeidi said.
The tribunal overseeing the Saddam case confirmed on Sunday that Judge Rizgar Mohammed Amin submitted his resignation for "personal reasons" and not because of government pressure. It said the trial of Saddam and seven co-defendants would reconvene Jan. 24 as scheduled despite the uncertainties surrounding Amin.
Amin, the chief judge in the current Saddam trial, submitted his resignation after becoming fed up with criticism that he had let the proceedings against the ousted leader spin out of control, a court official told AP on Saturday.
Saddam has often grabbed the spotlight during the nearly 3-month-old trial. He has railed at Amin, refused to show up at one session, claimed he was tortured and openly prayed in court when the judge would not allow a recess.
The former leader and his co-defendants are charged in the deaths of more than 140 Shiite Muslims from the town of Dujail who were killed in retaliation for a 1982 assassination attempt on Saddam. Conviction could bring a sentence of death by hanging.
The chief prosecutor in Saddam's trial, Jaafar al-Mousawi, told AP that if Amin's resignation is accepted another judge on the panel would replace him as chief and another judge would be appointed to the panel.
Amin would be the second judge to step down in the case. The first, who was replaced, removed himself in late November because one of the co-defendants may have been involved in the execution of his brother.

Poll: Concerns Shift From Economy to War

WASHINGTON - Economic worries have decreased over the last six months as the American public has shifted its concern more to the war in Iraq and problems faced by political leaders, AP-Ipsos polling found.
The economy has been showing signs of strength in recent months. But the violence in Iraq has continued, before and after the latest round of elections in mid-December. And high-profile politicians in this country have been ensnared by scandal.
When people were asked in an open-ended question to name the nation's top problem, 25 percent named war, close to the level in October, but up from 19 percent in July. The number of people who named political leaders as the most important problem has almost tripled, from 5 percent in July to 14 percent as the new year starts.
"The war is a problem that fouls up what we need to do in the world," said Peter Palys, a lawyer from Wheaton, Ill. "My feelings about Iraq have solidified over the last six months. ... We can't stay; we can't leave, and we can't win. Our success or failure is not in our hands."
American troops are still dying at a rate of about two per day and the insurgency has shown no clear signs of weakening in recent months. But U.S. officials are heartened by progress they see in training Iraqi security forces — a key step toward disengaging U.S. forces.
While violence continues in Iraq, scandals involving prominent politicians in this country have been growing.
Former House Majority Leader Tom DeLay is facing trial on felony charges in a Texas campaign finance investigation. He's one of several lawmakers who were close to lobbyist Jack Abramoff. Abramoff lavished favors on lawmakers and is now cooperating with prosecutors after pleading guilty to corruption charges.
Senate Majority Leader Bill Frist, sometimes mentioned as a possible 2008 presidential candidate, is under investigation by federal prosecutors in New York and by the Securities and Exchange Commission because of his handling of stock sales. U.S. Rep. Randy "Duke" Cunningham, R-Calif., pleaded guilty to accepting $2.4 million in bribes.
"It's a steady drumbeat," said Walter Mebane, a professor of government at Cornell University. "People who aren't political junkies may not follow the names, but they're always hearing something about corrupt politicians in Washington."
Neal Bowser, a carpet technician from Westchester, Pa., said the bribery scandals are his top concern now.
"Money seems to be corrupting the whole bottom line," he said. "Our political leaders are not working for the people when they're working for their own pockets."
Public concern about the economy, while still relatively high, has been declining. About one in five, 21 percent, named economic issues as the top problem, down from 28 percent in July, according to the poll of 1,001 adults taken Jan. 3-5. The margin of sampling error is plus or minus 3 percentage points.
The economy has been bolstered by a strong housing sector, a rising stock market and relative strength in jobs. The Dow Jones Industrial Average crept above 11,000 last week before slipping a bit at week's end.
Some still worry about the economy, however.
"I think the economy is still struggling now, and I won't be surprised if it gets worse," said Wes Byers, an engineer from Wellington, Colo. "I don't think jobs are there like they used to be, especially better-paying jobs. There's getting to be a bigger and bigger gap between low-income and high-income people."
